Before he could get surgery, he fell down trying to reach his crutches and broke his left hip in the process. "I almost lost my legs," said Diondre, now a rising senior. "This happened during ninth- and 10th- grade year. It really affected my grades." Despite facing these physical challenges, Diondre scored a 398 just two points shy of passing on the geometry Standards of Learning test as a sophomore. "I liked the SOLs because in the beginning, the teachers gave us a lot of energy. Teachers would stay back as long as two hours and help kids who needed it," said Diondre. After retaking the class and test as a junior, he scored 421. Diondre's struggles show how tough it can be for students trying to meet Virginia's higher academic standards. T he state adopted rigorous standards in 1995 and a corresponding high-stakes testing program in 1998. Beginning with this year's rising juniors, high school students will have to pass at least six of 12 Standards of Learning tests or other state approved standardized tests.

How Have High School Exit Exams Changed Our Schools relied on interviews and focus groups with students, teachers and administrators. Virginia has used its Standards of Learning (SOL) tests as a graduation requirement starting with the class of 2004. Students must pass two tests in English and any four of ten exams in math, science and history/social science. While the state claims that about 95% of the class of 2004 passed, in fact independent studies show Virginias' real graduation rate to be around 70%. The tests are all multiple-choice, other than one write-to-a-prompt exam. According to the report, "many" educators excoriated the exams on multiple grounds, focusing on unfairness, narrowing the curriculum, and wasting lots of time on test prep and on fulfilling the requirements of the testing bureaucracy. Overall, said the report, "positive statements [about the SOLs] were limited and many teachers expressed only concerns." One student summed up the curriculum concern by saying, "

Earth Science Science Technology 7th Grade Social Studies PROMOTION/RETENTION POLICY All eighth grade students and 9 th graders taking Algebra I, Geometry, and Earth Science will be taking SOL tests during the month of May this year. We continue to ask for your support as we work to help all of our students pass these tests. TH th grade must pass all four (4) of the core subjects (math, social studies, science, language arts) and the Standards of Learning tests in all four (4) core subjects to be promoted to the next grade. Those who fail shall be required to attend a summer program in the areas of need (a student can enroll in no more than two areas of study). Tips for Taking SOL Test
Starting with the 2004 graduating class, students must pass at least six of the 12 high school SOL tests to earn their diploma. A key to preparing for the tests is knowing the SOL requirements the exams are based on as well as seeing samples of last year's test. Virginia Department of Education:

    : Go for the "big ideas" or overall concept. The test is process-based on basic scientific skills and knowledge
    History tips
    : Know the six aspects of a society or historical period: P-E-R-S-I-A -Political - Economic - Religious - Social - Intellectual - Aesthetic. Students need to know dates, but knowing the concept of what happened is more important. Pay close attention to quotations, cartoons, maps, charts and other artwork because students must be able to evaluate and interpret that information in order to answer questions.

Too tough a test. That's how many students feel about the Standards of Learning (SOL) program in Virginia. SOL tests are designed to measure how well teachers are teaching and students are learning. Students who don't pass, don't graduate.
For some students, the possibility of having to repeat a grade is scary. "It's a really big test because if you fail you have to repeat the third grade," says nine-year-old Genny Miller. "I want to go on to the fourth grade with my friends and I just want to pass it so it will be over with." The pressure is so intense it's giving some students headaches, stomachaches and other stress-related illnesses.

Making SOLs Fun
It's time for the annual Standards of Learning tests that are required by the state to determine if students are meeting state standards in certain subject areas. With so much riding on these tests, educators are coming up with innovative ways to keep the stress level down and motivation up. Today, at 1:30 p.m., at Patrick Henry Elementary School, students will be participating in a "Race to the Governor's House," hosted by Superintendent Rebecca L. Perry. During this trivia game, similar to a spelling bee, Perry will ask questions about topics covered in the fourth grade Virginia History curriculum. The winner will receive a gift certificate to Toys "R" Us and lunch at Fuddrucker's. On Friday, May 13, beginning at 2:45 p.m., George Washington Middle School will hold a SOL pep rally. This event will include a performance by the award-winning G.W. band and the T. C. Williams High School ROTC, a motivational speaker, GW's teacher cheerleading squad and student cheerleading squad, good luck wishes from the elementary feeder principals and Dr. Randolph Mitchell, Principal of Minnie Howard. The pep rally will conclude with the announcement of the winning eighth-grade team competing in the SOL Survivor Contest. Students have been competing in this contest as a fun way to prepare for the SOLs. They competed in an "immunity challenge" (warm-up activities) during core classes. Those scoring 100 percent had the opportunity to be selected for "reward challenges" each Friday. The reward challenges were aired over the school's television station.

Virginia Tech Note to the reader Mr. Mark Christie, a member of the Virginia Board of Education, wrote an article for the fall 1999 issue of Virginia Issues and Answers ("Standards of Learning: Why Virginia’s education reform is working," volume 6, number 2) in response to an earlier article of mine ("Are Virginia’s public schools failing? Assessing the assessments," volume 6, number 1) that was critical of the Standards of Learning (SOL) assessments. Rather than address my criticisms of the SOL tests, Mr. Christie contends that what is more important about the SOL tests is not whether they are multiple-choice or some other format, whether they have more items or fewer, but the fact that they count , they have real, not sham, consequences [Emphasis in the original]. I cannot help but wonder if Mr. Christie, a lawyer, would embrace such a cavalier attitude about the Virginia Bar Examination or medical tests that also have real, not sham, consequences. Contrary to Mr. Christie’s assertion, the more important the decisions to be made from tests, the more important it is to have confidence in the tests. Make no mistake about it, the SOL tests are being used to make important decisions about public schools and the children they serve, but the reliability and validity evidence cannot support the intended uses of the SOL test scores.

The purpose of this article is to explore the multifaceted and complex issue of standardized assessment and educational accountability and present results of an informal survey designed to explore the opinions of graduate students in a practitioner-based teacher preparation program regarding standards of learning and teacher training. The issues of appropriateness of SOL tests for at-risk learners and teacher feelings of efficacy following training were addressed in this survey. We feel the results yield useful information that will assist classroom teachers, teacher educators, and policy makers in their development of more effective training programs.
In response to current teacher shortages, many schools are being forced to place unprepared individuals in classrooms on provisional licenses. Some alternative paths to teacher licensure may be appropriate to meet these challenges, however, not at the expense of professional standards and integrity. Many quick-fix strategies such as the practice of utilizing teachers in subjects areas in which they are not certified do not serve the best interests of students or teachers (Finding Good Teachers, 1999). Consequences of the imposition of these quick-fix strategies include high burnout rate and poor classroom discipline (Berliner, 2000). Most authorities agree there is a need to find a better solution to the teacher shortage than simply filling classrooms with people who are not properly trained to teach.

Setting standards in Virginia
Devoted Reader Richard sent along a link to a Washington Post letter by one Susan O'Brien Saccomando, the chair of the science department at Mountain View Alternative High School. It concerns the Virginia Standards of Learning, or SOLs: In the past few years I have heard complaints from just about everyone about the Virginia Standards of Learning (SOLs) and the accompanying assessment tests...But the complainers are wrong. The (SOLs) are working.
Before the SOLs, to pass a course, a student came to class regularly, participated, turned in class work and homework and took some tests...Effort played a big role in a student's grade. For these reasons, a grade did not always reflect what the student had mastered in terms of amount and depth of subject matter. Some students simply went through the motions and passed courses just for showing up. Also in the past, teachers made up their own tests, which measured only what they chose to teach about a particular subject... As a result of the SOLs, seniors now will graduate knowing that they have reached a standard of performance. They will know that they not only measure up in terms of mastering material but that they also measure up to state standards...

Introduction It is an honor to have been invited to address your gathering this evening. A story is told of Diogenes, a philosopher in ancient Athens, who wandered the streets of the city, day and night, holding up a lantern to light his way. When asked what he was searching for, Diogenes would answer: "I am looking for an honest man." Very often, I feel that the parents across Virginia are like Diogenes – only what they are looking for are honest answers to their questions about the SOLs. I think you will agree with me that open and honest communication is a key component to the success of any educational reforms. In the Commonwealth of Virginia we have made a concerted effort to keep the public informed about ongoing educational reforms efforts. Therefore, it is surprising – and always very disappointing - when we hear rumors, myths, and incorrect information being disseminated. Sometimes it is from the media, sometimes from educators who should know better, or sometimes it is from national figures who have not taken the time to learn even the most basic truths about Virginia’s educational reforms. But always, it is sadly disappointing.

James Gilmore has instituted Standards of Learning tests for students in Virginia. In an era of ever declining academic performance, there is the need to see their performance levels increased. And as the chief executive of the commonwealth, he has the responsibility to ensure that this problem is addressed. But what if the problem is much larger than the solution of the SOLs? Does our education establishment know how the skills of learning are developed in the first place? Obviously, this is not a problem which can be solved entirely by Gov. Gilmore or by any Governor whether they are a Democrat or Republican.
