I use the occasion of the 36th Anniversary of the Anguilla Revolution to provide some insight into its causes. The following is the text of an address (a shortened version) which I delivered at a dinner held by the Anguilla Archaeological and Historical Society, at the Rendezvous Hotel, on 30th May 1988.
The Anguilla Revolution is by far the greatest event in the history of the Anguillian people. Its seeds were planted way back in 1825 with the forced legislative union between St Kitts and Anguilla. (That same year the inhabitants of Anguilla petitioned against it because it effectively put an end to the control of their own affairs. They petitioned again in 1872 but without success.)
It was an unholy wedlock and I will describe briefly how this marriage of convenience worked to Anguilla's disadvantage throughout the first half of the twentieth century. Perhaps I should mention that in those early years Anguilla's name did not even appear on the marriage certificate. It was never "St Kitts-Anguilla," but either "St Kitts" or "St Kitts-Nevis". Anguilla therefore had good grounds for divorce. As a matter of fact where there is no love between partners a divorce has to come about at some time.

NEMS Draft reviewed by public
A number of representative from the public and private sectors gathered at the Ocean Teerrace Inn (OTI) on Wednesday last, August 25th, to review the draft. The draft was prepared by Floyd Homer. He took time to explain critical aspects of the draft and entertained the concerns of those in attendance. The NEMS draft addresses environmental trouble spots over a five year period and it also provides suggestions for the alleviation of the problems. The five year period is tentatively set for 2004-2009. According to Mr. Homer, 138 areas of concerns were identified. Among them were air and water pollution, deforestation, erosion, waste disposal, sedimentation and pest control. Suggestions relating to such concerns were addressed in the draft. Mr. Homer also said that the major objective of the NEMS would be the provision of a basis for action, deriving from consultations. Sectoral and national consultations were held in July and August of this year. The majority of the funding for the NEMS will be included in the national budget, and the government will give annual progress reports to the OECS. There were concerns that the level of attention given to the implementation of the NEMS would dwindle within a short period of its inception but such concerns were met with the fact that the conservation and preservation of the environment should be given highest and long term period.

PREAMBLE:
The Pan American Sanitary Bureau (PASB) is the executive arm of the Pan American Health Organization (PAHO); it simultaneously serves as the Regional Office for the Americas of the World Health Organization.
ORIGIN:
In 1949, the Pan American Sanitary Organization and the World Health Organization agreed that the Pan American Sanitary Bureau would serve as the Regional Office of the World Health Organization for the Americas. In 1950, the Pan American Sanitary Organization was recognized as a fully autonomous and specialized inter-American organization. Thus, the Organization became a component of both the United Nations and the inter-American systems. The XV Pan American Sanitary Conference (San Juan, Puerto Rico, 1958) changed the name of the Pan American Sanitary Organization to the Pan American Health Organization. The name of the Pan American Sanitary Bureau remained unchanged.

News from our Region PM Douglas of St Kitts/Nevis Proposes Compensation for Loss of Professional and Skilled Labour St. Kitts and Nevis Prime Minister Dr. the Hon. Denzil L. Douglas has proposed that Caribbean countries seek some compensation in the form of reimbursement of the cost of training professionals from the recipients of skilled labour.
He told a high-powered United States delegation headed by Secretary of Health and Human Services, the Hon. Tommy Thompson and Caribbean Ministers of Health, that the meeting should also consider the training of more nursing professionals and negotiating with the receiving countries and institutions the mechanisms for managing migration. Prime Minister Douglas pointed to access to better healthcare as one of the underlying causes of migration, stating that it has become essential for Caribbean countries to make every effort to improve its health care services. "This cannot be achieved if our skilled labour force is leaving, and the quality and numbers required to deliver quality healthcare are compromised. In addition, the widening technological gap is creating vast inequalities in access to 'quality' care. For this and other reasons, countries like ours in the Caribbean are at a serious disadvantage. We are therefore at further risk," said the St. Kitts and Nevis leader. Prime Minister Douglas said the vicious cycle, exacerbated by the relatively high debt burdens that many of the Caribbean countries are experiencing, justifies the consideration of a new formula which will address in a holistic manner several concerns, particularly in light of the rising incidence burden of HIV/AIDS in the Caribbean Region.

As any Kittitian will tell you, it was the site of the first European colony in the Lesser Antilles back in 1624. Immense upheaval occurred at that moment of contact and many of the places of interest you will visit in St. Kitts are steeped in history. Basseterre is a good place to begin. Basseterre is known affectionately as " Beautiful Basseterre " and is an excellent example of period architecture in the Caribbean.
