History and religion have helped to widen the divide
Sri Lanka is a diverse nation. Sinhalese make up 74% of the population and are concentrated in the more densely populated southwest. Tamils of Sri Lankan origin form around 12% of the population and live in the north and the east. Indian Tamils, a distinct ethnic group, represent 6% of the population and were brought in the 19th century by the British to work in the plantations. They tend to live in south-central Sri Lanka. Other minorities include Veddas, Muslims (both Moors and Malays), and Burghers who are descendants of European colonial settlers.
Most of the Sinhalese community are Buddhist, most Tamils are Hindu. Most of the Muslims practice Sunni Islam. Sri Lanka claims the world's second oldest continuous written history - but history and religious mythology have played a key role in the development of communal animosity. In particular, there is controversy over whether Tamils or Sinhalese were first on the island.

Ranil Wickramasinghe: Set to be new premier
Sri Lanka's opposition leader, Ranil Wickramasinghe, has been invited to form the next government after his party's strong showing in the violence-hit parliamentary elections. Despite winning the most number of seats, Mr Wickramasinghe's UNP may have to work in another hung parliament since it failed to secure a simple majority in the 225 member assembly. President Chandrika Kumaratunga has asked Mr Wickramasinghe to become the next prime minister and will meet him on Saturday to discuss his cabinet. Ms Kumaratunga, whose governing People's Alliance (PA) lost to the opposition United National Party, will continue as president but will have a potentially uneasy relationship with an opposition government.
The election was one of the most violent in Sri Lanka's history and a curfew has been reimposed in three areas of the country after fresh outbreaks of violence. Mobs rioted in the central town of Kandy in protest against the deaths of 10 Muslims on polling day.

The premises of the Maritime Archaeology Unit in Galle were destroyed in the tsunami of 26 Dec, and the collections and equipment are all either lost or severely damaged. Being a weekend, only one security guard was present: he was swept away but managed to catch hold of a tree, and survived with injuries. All other members of the team survived, as did all staff of Nooit Gedacht. Local and international members of the team are communicating on the best ways to assist with the humanitarian disaster and rebuilding. See news page for details and updates. The East Indiaman Avondster in Galle harbour has been excavated recently, the first major project of the Maritime Archaeology Unit of Sri Lanka*. The Avondster was originally an English ship, captured and modified by the Dutch, relegated after a long career to shorthaul coastal voyages, and wrecked in 1659 while at anchor in Galle harbour. The US embassy in Sri Lanka only commented after the weekly Sunday Times According to the Sunday Times Even before the agreement has been signed, US warships have begun to dock in Colombo harbour to refuel and to provide shore leave for sailors. The USS Hopper arrived in April, the first American navy vessel to dock in Colombo in eight years. Closed door negotiations According to the Sunday Times , the defence agreement was drawn up this April in Colombo during discussion with a four-man team of US military and legal personnel. Preparations had taken place the previous month during a visit by a high-powered team of US officials, led by Assistant Secretary for South Asian Affairs Christina Rocca and including US Brigadier General Timothy Ghormely, commander of the US Marine Expeditionary Brigade. The group met with Wickremesinghe, Defence Minister Tilak Marapana and army top brass at the Palaly army camp in the war-torn north. Recognising it will strengthen the Sri Lankan military, various Sinhala chauvinist groups have immediately hailed the deal with the US. An article in the

Yesterday (Tues December 28) CWS began airlifting emergency shelter and hygiene materials. Augsburger said the agency has expedited 500 family shelter kits from its regional warehouse in Pakistan to Sri Lanka, at the request of the National Council of Churches of Sri Lanka (NCCL). The shelter kit shipment is valued at $54,000. Each shelter kit contains a family tent, a ground sheet and a plastic tarp. A CWS response team from Pakistan will assist the NCCL in distribution and further emergency assessment.
Church World Service is also sending 75 Emergency Medicine boxes to Sri Lanka, valued at $270,000, which will provide basic medicines and antibiotics to 75,000 persons for a period of three months. 9,000 CWS Gift of the Heart Health Kits, with a total value of $108,000, are also being sent to Sri Lanka. A Church World Service response team from Pakistan will assist the NCCL in distribution of the supplies and further emergency assessment in Sri Lanka.
The Associated Press reported that 10,000 were killed in the Indonesian city of Meulaboh, in the Aceh province.

Hundreds of deaths and injuries of civilians were also reported during army operations in the east, which received much less international attention. As in the north, both security personnel stationed there and ex-militant paramilitary forces working alongside them were accused of extrajudicial killings, torture, and illegal and arbitrary detentions of persons suspected of LTTE links. In one of the few cases where official action was taken, on February 1 in Thambalagamam, Trincomalee district, officers from the Bharathipuram police post and local home guards reportedly arrested and killed eight young men in retaliation for an attack by the LTTE on police in the area the night before. Police arrested forty-two, thirty-nine of whom had been released on bail by mid-June. The LTTE was blamed for many deaths of noncombatants in 1998, in bombings, assassinations, and at least one public execution. On January 26, the Sri Lankan government banned the LTTE after blaming it for the truck bombing the Temple of the Tooth in Kandy, an important Buddhist shrine. The attack damaged the entrance to the temple and killed seventeen people. In three separate incidents in February, March, and August bombings attributed to the LTTE killed nearly fifty people and wounded more than 270. The LTTE continued to detain Tamils with dissenting viewpoints as political prisoners. In August LTTE forces in Kilinnochchi arrested four Tamil members of the Trotskyist Socialist Equality Party of Sri Lanka. Three were freed September 13 after almost a month and a half in captivity; a fourth was was released September 16 after being held for more than two weeks.

Various communities profess four of the world's major religions: Buddhism, Hinduism, Islam, and Christianity. The major ethnic groups include not only the Sinhalese and the Sri Lankan Tamils, who compose 74 and 12.6 percent of the population, respectively, but also Indian Tamils (5.5 percent of the population) who view themselves as separate from the Sri Lankan Tamils, as well as "Moors" or Muslims (7.1 percent), "Burghers" and other people of mixed European and Sri Lankan descent (0.4 percent), Malays (0.4 percent), and tiny percentages of others including the aboriginal Veddahs, who are considered to be the island's original inhabitants The society also possesses a caste system similar to that of India's. Caste in Sri Lanka is politically important for two reasons. First, members of the national political elite tend to be members of the higher status castes. Since independence the overwhelming majority of the prime ministers and the one president have been members of the Sinhalese Goyigama (cultivator) caste. Also, voters tend to support people of their own caste, though caste identification rarely becomes a campaign issue because electoral districts tend to be homogeneous in terms of caste and the major parties generally put up candidates of that caste

The Development of the Committee
Khunying Suthama Auychai (Thailand) was the first Chairwomen of the Protem Committee, elected by the Members, consisting of 7 officers and Dr. Sritaptim Panitpan (Thailand) as secretary of October 30, B.E. 2535-37 (1992-1994) at Fo Kuang Shan, Kaohiung, Taiwan. The Protem Committee had undertaken a variety of activities and programs of two years, until November 27, B.E. 2537 (1994) when Khunying Suthama Auychai had submitted her resignation from the Chairwoman to the Executive Council due to her personal reasons.
At the Twentieth General Conference the WFB held from October 29 to November 2 B.E. 2541/ 1998 at the Nan Tien Temple, Berkeley, Wollongong, Australia, a new Standing Committee on Women was elected and chaired by Dr. Sritaptim Panitpan.
The Aims and Objectives of the Committee are as follows :
1. To uplift the status of women in society.
2. To Promote the roles of women in Buddhism.
5. To ensure equal opportunity of education for children.

Sri Lanka Table of Contents After Dudley Senanayake died in 1973, a struggle for the leadership of the UNP ensued between his nephew, Rukman Senanayake, and Junius Richard (J.R.) Jayewardene, a more distant relative. Jayewardene had been involved in politics for years, having been elected to the State Council, the parliament's colonial predecessor, as early as 1943. A leader of the UNP since independence, Jayewardene had deferred to the Senanayake family. But in 1970, when the UNP suffered a resounding defeat to the United Front, Jayewardene became more assertive. His party manifesto The UNP in Opposition, 1970 contended that the majority of Sri Lankans perceived the party as the party of the "haves, the affluent, and the employers." He also contended that the people had come to perceive the SLFP as the party of the "have nots, the needy, and the unemployed." Jayewardene moved forcefully to refurbish UNP's image and announced that the party would inaugurate an era of a just and righteous ( dharmishta ) society. After becoming president of the party, Jayewardene began to restructure the UNP and make the party more attractive, especially to young people. By the time of the general election of 1977, Jayewardene had developed an extensive grass roots party organization.

History and Development of the Faculty of Education
Introduction The establishment of the Faculty of Education on 3rd February 2003 is a significant achievement not only for the Open University but also for the entire higher education system of Sri Lanka. It opens new avenues to a wide spectrum of students who are dispersed all around the country. The Faculty will perform a distinctive function in the training of secondary school and pre-school teachers. In addition, it will contribute to the advancement in the fields of Higher Education and Research. The Open University of Sri Lanka (OUSL) was established under the University Act No.16 of 1978 and OUSL Ordinance No.1 of 1989 by incorporating the External Services Agency (ESA) and the Sri Lanka Institute of Distance Education (SLIDE). It commenced its operation in 1980. Inception as the Education Unit From the time of inception, the Post Graduate Diploma in Education (PGDE) and the Certificate in Pre-school Education (CPE) were the two major programmes offered by the University through the Education Unit. The PGDE programme was conducted in Sinhala and Tamil media and the CPE Programme in Sinhala and English media. The student enrolment in the PGDE programme was over 1000 (Figure 1) and nearly 700 students completed the programme annually. The number of registrants in the Certificate in Pre-school Education Programme was around 400 (Figure 2) and 200-400 students were awarded the certificate each year.
