Sri Lanka: Reality Check

Six months after the tsunami hit Asia, volunteers talk about what life is like after working in one of the world's worst natural disasters. Eighty percent of Sri Lanka's coastline was mauled by the December 26th tsunami, which inflicted great damage on life and property. The immediate international emergency response brought great hope. Unfortunately, today, with phase 1 of the recovery process complete, there is now political wrangling, poor communication and imperfect coordination. Still, survivors left homeless and currently living in temporary shelters with limited supplies may soon move into permanent settlements. Health epidemics have been avoided. And, in addition to the attractions of the unaffected interior open for tourism, the beaches are slowly returning to normal. Read more...
Recovery In the weeks following the December 26th tsunami, hundreds of thousands of displaced and affected people were given immediate medical attention and emergency shelter, and provided with sufficient food, clean water, and even household items and cash compensation packages. The threat of disease outbreaks was quickly contained. Cleanup and repair work began on vital infrastructure, like roads and bridges, rails, hospitals and schools, as well as in many villages. And a variety of other clinics and services-document replacement, trauma counselling, work-for-hire temporary employment-helped those in need.

I. Background to the Conflict
Sri Lanka, is presently undergoing a painful process of socio-political change, marked till very recently in its history by eruption of violence and unrest in forms of armed insurrection, ethnic conflict. A culture of violence and corruption is emerging in an unprecedented manner. A rising rate of crime, a very high rate of suicide, excessive alcoholism and drug addiction signify the marked degeneration witnessed in society.
The island has a population over 18 million people. Ethnically the Sinhalese take up 73.95 percentage of the population, Sri Lankan Tamils and Indian Tamils comprise 12.95% and 7.05% respectively, Muslims 7.57 % of the population.

SRI LANKA: Keeping Watch over a Tenuous Ceasefire Far from Easy by Amantha Perera COLOMBO, Aug 6 (IPS) - The refusal of Tamil Tiger rebels to dismantle a camp in northern Sri Lanka highlights the supposed clout - as well as weaknesses - of Scandinavian peace monitors whose presence is supposed to keep the ceasefire going. The multinational Sri Lankan Monitoring Mission (SLMM), as the monitors are called, ruled as early as Jun. 26 that a new Tiger camp in Manirasakulam in the north-eastern Trincomalee district lies in government-controlled territory - and must be removed.

COMMUNAL CONFLICT IN MODERN SRI LANKA:
SEARCH FOR A RESOLUTION

The purpose of this paper is to critically examine the nature of the internal conflict in modern Sri Lanka as well as to suggest means to overcome such a conflict. The paper begins with a discussion of the rationale of the modern Sri Lankan state, followed by a critical examination of three areas of modern nation building there, i.e., `politics,' `economics' and `security.' The concluding section then puts forward alternative solutions towards peaceful resolution of the internal strife in the island.
The Rationality of the Modern Sri Lankan State
Colonialism proper, however, did not begin in Sri Lanka immediately upon the arrival of the British. It was only in the 1830s-1850s (indeed, half a century after the British landed) that schools were constructed `to educate students on the British model' (Wijesinha, 1986:8; Obeyesekere, 1982), thereby first creating the conditions for the organization and reproduction of intellectual dependency of the Sri Lankans on the West. The impact of such intrusion was profound and all-pervasive. The word 'ethnic' is derived from the Greek ethnikos, which originally meant `heathen, pagan, gentile; non-Jewish, non-Christian nations' (Webster's Dictionary, 1981:781). It does not take much imagination to see the `otherness' in the concept, close to being, as Urmila Phadnis pointed out, `pejorative, particulartistic and parochial' (Phadnis, 1985:6). Any unity based on the so-called ethnic composition, or labelling people ethnically, therefore, creates structures of divisions and disunity within diverse groups of people in the society. Sri Lankan society is a living example of this.

In contrast to Richard Falk's concern about the negative effects of trading blocs, many economists regard globalization as a beneficial, even necessary, trend: here is a case for creating a bloc in south Asia Amit Kumar The world is becoming organized as a system of trading blocs, and the South Asian countries must adapt to that reality. The region accounts for about 20% of the world's population, yet generates only two% of the world's gross national product (GNP). It is also one of the most volatile regions of the world, for conflicts are still raging in Afghanistan, Kashmir, Sri Lanka, Tajikistan, Burma, and northeastern India. A South Asian economic bloc would safeguard the region's economic interests and help bring peace. South Asian countries, which do not now belong to any trading bloc such as the European Community (EC), North American Free Trade Agreement (NAFTA), or the Association of Southeast Asian Nations (ASEAN), risk being isolated from other regional groupings. Since such blocs are formed on the basis of proximity, an economic bloc of seven South Asian countries (India, Pakistan, Bangladesh, Sri Lanka, Maldives, Bhutan, and Nepal) is a promising possibility. It could be extended to include Burma, Afghanistan, Iran, and the Central Asian republics of the former USSR.

SCI's History The concept of workcamps evolved from a group of devoted individuals' efforts, sparked by the convictions of Pierre Ceresole . After World War I, Ceresole's pacifism and his interest in the philosophy of William James led him to create what he hoped would evolve as an alternative to military service. He and others went to work in a war-torn village in France. They helped with reconstruction, working to diffuse war hostilities. Thus the first workcamp was born. As the number of workcamps grew, SCI was formed and workcamps directed more attention to the needs of the underprivileged. During this period, workcamps spread outside of Europe to Asia and Africa. In the developing countries the emphasis was upon community development, education and agriculture. Workcamps take place because a project needs outside support. The workcamp is designed to help the project to eventually become independent.

Political analysts say a victory by President Chandrika Kumaratunga's People's Alliance Party could spur the government to pursue its plan to end Sri Lanka's 15-year-old ethnic war against Tamil Tiger rebels by giving their parts of the country greater autonomy. No minority Tamil party contested the polls and the Tigers, who are fighting for a separate homeland in the north and east, are not active in Northwestern province. Nearly 1.3 million people were registered to elect a 52-member council from among 446 candidates from seven political parties, including Kumaratunga's party and the main opposition United National Party.
