Sri Lanka balance favors Tamil rebels
President Kumaratunga and Hakeem in friendlier times COLOMBO, Sri Lanka Sri Lanka's new political kingmaker is dangling his party's make-or-break votes to pressure President Chandrika Kumaratunga to resume peace talks with Tamil separatists. Rauf Hakeem, whose Sri Lanka Muslim Congress had just withdrawn support for Kumaratunga's ruling People's Alliance, said on Thursday he was still deciding whether to support a no-confidence vote against the president in July. Hakeem and six lawmakers joined the opposition on Wednesday, the same day he was sacked as transportation minister. "It will be a party decision, but we are not thinking of any knee-jerk reaction to the current situation," Hakeem said. He added that his party's votes would be cast on a "case-by-case basis." Since the ruling party does not have majority control of parliament, Hakeem holds the balance of power.

Kumaratunga suspended Parliament and also ordered a national referendum COLOMBO, Sri Lanka A surprise midnight suspension of Parliament by President Chandrika Kumaratunga has left Sri Lankans pondering the political future of their war-wracked country. Opposition parties pledged to protest the move. Facing a no-confidence motion, the president ordered the two-month Parliament suspension and also ordered a national referendum, seeking a mandate to govern. The suspension was seen as a political move to avoid possible defeat in the no-confidence motion that the opposition presented after Kumaratunga's 9-month-old governing coalition, the Peoples' Alliance, was reduced to a minority last month. Opposition parties promised street protests over the president's moves. "We are infuriated," said Ravi Karunanayake of the main opposition United National Party. ÊCNN.com Asia

Information may change rapidly as the event progresses. The Ethnic Conflict in Sri Lanka describes the ongoing conflict between the majority Sinhala -speaking Buddhists and minority Tamils (mostly Hindu ) on the island -nation of Sri Lanka . Since there has been on-and-off civil war , mostly between the government and the Liberation Tigers of Tamil Eelam , or the LTTE, who want to create a Tamil state in the northeast of the island. It is estimated that the war has left 60,000 people dead since 1983 and caused great harm to the economy and tourism of the country. It somewhat diminished from 2001 to 2005, but the assassination of the country's foreign minister Lakshman Kadirgamar by a sniper on August 15 threatens to revive it.

Roots of the Conflict
Since independence (from the British Empire in ), the struggle between majority Sinhalese and the minority Tamil was a regular feature of political life in Sri Lanka . Concerns about minority representation were expressed and given some attention during the independence struggle, but nothing was incorporated into the new government's structure. Official and unofficial governmental preference for Sinhalese became a sore spot with Tamils as they lost employment and educational opportunities.

Hundreds of deaths and injuries of civilians were also reported during army operations in the east, which received much less international attention. As in the north, both security personnel stationed there and ex-militant paramilitary forces working alongside them were accused of extrajudicial killings, torture, and illegal and arbitrary detentions of persons suspected of LTTE links. In one of the few cases where official action was taken, on February 1 in Thambalagamam, Trincomalee district, officers from the Bharathipuram police post and local home guards reportedly arrested and killed eight young men in retaliation for an attack by the LTTE on police in the area the night before. Police arrested forty-two, thirty-nine of whom had been released on bail by mid-June. The LTTE was blamed for many deaths of noncombatants in 1998, in bombings, assassinations, and at least one public execution. On January 26, the Sri Lankan government banned the LTTE after blaming it for the truck bombing the Temple of the Tooth in Kandy, an important Buddhist shrine. The attack damaged the entrance to the temple and killed seventeen people. In three separate incidents in February, March, and August bombings attributed to the LTTE killed nearly fifty people and wounded more than 270. The LTTE continued to detain Tamils with dissenting viewpoints as political prisoners. In August LTTE forces in Kilinnochchi arrested four Tamil members of the Trotskyist Socialist Equality Party of Sri Lanka. Three were freed September 13 after almost a month and a half in captivity; a fourth was was released September 16 after being held for more than two weeks.

His killing was the latest in a series of violent incidents that are threatening a three-year-old cease-fire between the rebels and the government. Dharmaretnam Sivaram, 46, was killed after he was abducted at a restaurant in Colombo and taken away in a four-wheel-drive vehicle by four armed men, according to news reports. His body was found hours later in a suburb about six miles from the capital, a spent cartridge from a 9mm pistol lying nearby. He had been gagged with a napkin.

COLOMBO, Sri Lanka (CNN) Sri Lanka's government has declared a state of emergency hours after Foreign Minister Lakshman Kadirgamar was killed outside his home by sniper fire that struck him in his head and chest. Kadirgamar had just returned for a swim after attending a function for the release of a book he edited, police said. As he walked toward the house from the pool about 11 p.m. (1 p.m. ET), three shots were fired, hitting Kadirgamar. Police launched a massive manhunt for the killers, sealing off the capital and conducting house-to-house searches. The Liberation Tamil Tigers of Eelam (LTTE) were immediately suspected in the shooting. Earlier this month, two LTTE members were arrested outside Kadirgamar's official residence after allegedly conducting surveillance and videotaping the area. Police said Kadirgamar's movements were followed from the bathroom of an abandoned, neighboring home. Inside the home, police found the tripod used in the shooting, military and police sources added.
