    Sri Lanka government in a minority as key coalition partner quits

Ratnayake 26 June 2001 Use this version to print Send this link by email Email the author The Sri Lankan government is in turmoil after one of the constituent parties quit the ruling coalition last week, leaving the Peoples Alliance (PA) as a minority in parliament with only 109 out of 225 seats. The opposition United National Party (UNP) tabled a no-confidence motion last Thursday, setting the stage for weeks of political infighting and manoeuvring as both the PA and UNP seek to shore up their position. The departure of Hakeem and his supporters has left Sri Lanka with a minority government for only the second time since independence in 1948. What will emerge from the current crisis is by no means clear. The PA no longer has a majority in parliament but it is not certain that the UNP, with only 89 seats, will be able to muster sufficient support to pass its no-confidence motion. Talks with the JVP Island newspaper reiterated the need for such a government or at least for a consensus of the major parties in its editorial last Saturday.

    The 1995 Peace Process I n late 1994, following the election of Chandrika Kumaratunga as President of Sri Lanka, the LTTE entered into negotiations with the new Sri Lankan government in order to find a peaceful solution to the conflict on the island. For several months, the LTTE persisted in attempting to elicit a solution to the conflict from the Sri Lankan government - a solution that would end the decades of injustice and discrimination against the Tamil people and ensure a lasting and just peace. The talks ended in fiasco. The Sri Lankan government refused to create the conditions of peace and normalcy in the war-torn Tamil areas conducive to negotiations. From the outset of the talks, the LTTE requested that the Sri Lankan government should relax its intense economic and military pressure on the Tamil populace (which had been in place for several years). To this end, the LTTE requested that the draconian economic embargo (including food and medicine) on the Tamil areas should be lifted, the ban on fishing (which had made a large number of Tamil fishing families destitute) should be lifted and the Sri Lanka Army base at Pooneryn should be removed (as it was obstructing free movement of the Tamil populace on the peninsula to/from the rest of the island). The LTTE maintained that these day-to-day problems of the Tamil populace should be resolved (so as to alleviate their considerable hardship) before negotiations on the fundamental solution to the conflict could begin. The LTTE expressed its goodwill by releasing Sri Lankan prisoners of war.

The top most priority of CNO was to ensure that relief measures were directed to the affected people by identifying their needs and matching them with the available resources, thereby maximizing the utilization of relief measures. CNO was an organization that merely filled a void until the state machinery increased its capacity to meet this unexpected challenge. However, the volunteers who were released from various organizations could not continue their services to CNO indefinitely. Various line ministries and also the task forces that were setup during the one month operational period of CNO were geared to takeover the responsibilities that CNO undertook. Thus it was time for the volunteers to take a break and for the government institutions to step in for the volunteers. The Task force for Relief [ TAFOR ] is geared to fill this vacuum.
