"Given the human political and economical consequences of military intervention the Government has called for intensified and early completion of on-going UN and other diplomatic efforts to ensure a peaceful resolution of the conflict. Sri Lanka has always urged that Iraq should fully comply with all relevant UN Security Council Resolutions and respect its international commitments to avoid further escalation of tension in the region. Since the adoption of the UN Secretary Council Resolution 1441, United Nations Weapons Inspectors and IAEA (International Atomic Energy Authority) inspectors have submitted two reports. The first one on 27th January, and the second one on 14th February. The first report by the Inspectors mentioned that Iraq had cooperated with the inspection process but lacked in substantial cooperation. The second report indicated an increased level of cooperation on the part of Iraq, but vital questions remain unanswered and that Iraq has not been fully complying with the Security Council Resolutions 1441. A few days ago Iraq has acceded to some of the key requests of the inspectors such as : 1. Interviewing of Iraq scientists and technicians without the presence of the Iraqi officials.

    The withdrawal of the Ceylon Workers Congress, which has eight seats in the 225-strong assembly, left the ruling alliance with only 111 seats. The party said the government had failed to "implement certain agreements and programmes". The move comes amid uncertainty in the peace process with Tamil Tigers and as the nation recovers from the tsunami. Power-sharing Analysts say the government of President Chandrika Kumaratunga may now have to look for other partners to push through parliamentary work. They say the CWC's withdrawal is unlikely to bring down the government, which worked with a minority till the CWC joined in September. Marxist coalition allies have also threatened to withdraw But if a key Marxist ally also carries out its threat to leave, it could force a general election.

    GOVERNMENT Per the 1978 constitution, the president of the republic, directly elected for a 6-year term, is chief of state, head of government, and commander in chief of the armed forces. Responsible to Parliament for the exercise of duties under the constitution and laws, the president may be removed from office by a two-thirds vote of Parliament with the concurrence of the Supreme Court.     Sri Lanka: Government accused of using tsunami to privatise water services
    A leading Sri Lankan NGO has accused the Government of pushing through privatisation in the water sector under cover of recovering from the tsunami. It has also accused the Asian Development Bank (ADB) of pressuring the Government, but the ADB has categorically denied this. The Movement for National Land and Agricultural Reform (MONLAR) said that recovery plans released by the Government on 15 January 2005 include investments to prepare for the private sector. It says that water privatisation and full cost-recovery would be "a massive social disaster" in Sri Lanka, and could destroy traditional systems of ecological water management. According to MONLAR the Sri Lankan Cabinet approved a water resources policy and draft bill to legalise the privatisation of water, on 30 December 2004, just four days after the tsunami struck. An understanding signed with the Asian Development Bank (ADB) in June 2004 said that the Government would table a water resources bill by 18 March 2005 and implement the policy by 13 May 2005. Sarath Fernando, Co-Secretary of MONLAR, said: "The ADB is now insisting that the deadlines previously set for legalizing water privatisation should be met on time, in spite of the massive disaster that has destroyed the lives and livelihoods of thousands of people in the coastal regions."

World UPDATED: 08:04, April 20, 2005 Sri Lanka government-Tiger joint tsunami mechanism may be further delayed Despite efforts by the visiting Norwegian peace envoy the Sri Lanka n government and the Tamil Tigers are unlikely to reach accord soon on a joint tsunami relief mechanism, political sources said Tuesday. Erik Solheim, the Norwegian special peace envoy, is currently in the island holding talks with the government on the possibility of reaching agreement on a mechanism to ensure co-ordination of tsunami relief supplies to the north and east regions. He is due to leave here on Thursday and Sri Lankan President Chandrika Kumaratunga who is on a private tour overseas is not due before his departure, the officials added. Solheim held talks with the Head of the government's peace secretariat Jayantha Dhanapala on Monday. It was revealed that no decisions could be taken until Kumaratunga's return to the country.

    's separatist Tamil Tiger rebels are irked by the air force reconnaissance flights over the north and east of the country, claiming that it is a violation of a truce agreement signed between them and the government.
    In a letter to the Sri Lanka Monitoring Mission(SLMM) head, retired Norwegian Major General Trond Furuhoved, Tamilchelvam, head of the political section of the Liberation Tigers of Tamil Eelam (LTTE) said it is a negation of the confidence building exercise undertaken by the government.
    He urged the SLMM to prevail upon the government to desist fromaerial surveillance which is violation of the spirit of the truce agreement.
    Government forces, however, said that they will continue routine surveillance activity which they consider are not in violation of the ceasefire agreement.
