Inclusion of Special-Needs Students
Current Policy
NAEP has always endeavored to assess all students selected as a part of its sampling process, including students who are classified by their schools as students with disabilities (SD) and/or as English-language learners (ELL) or limited English proficient (LEP). (LEP students are sometimes called English language learners). The decision to exclude any of these students is made by school personnel. School personnel are encouraged to use inclusion criteria provided by NAEP and may discuss their inclusion decisions with NAEP field staff. Some students may participate with testing accommodations. According to the current criteria , a student with a disability is to be included in the NAEP assessment except in the following cases:

    Criteria for Including Students with Disabilities and Students with Limited English Proficiency in NAEP Assessments
    NAEP has developed strict criteria for all schools around the country to use whenever there is doubt about the assessability of a selected student. For the assessments to be comparable within states and across states, it is very important that all schools adhere to these criteria. The NAEP 2003 Assessment Administrator Manual contained the following criteria, used in administration of the mathematics and reading assessments. This project is funded by the Office of Superintendent of Public Instruction in Washington State . It is designed to disseminate information related to inclusion resources, best practices, strategies, and research. What Is Inclusion? Inclusion considers that all students are full members of the school community and are entitled to the opportunities and responsibilities that are available to all students in the school. In an inclusive school setting, students with disabilities are provided specially designed instruction in their least restrictive environment (LRE). LRE varies according to the individual needs and goals of each student. In order to determine the LRE, federal laws require that the individualized educational program (IEP) committee first develop the individual goals for the student, then determine how and where the student's goals can be met.     You're a teacher. You've just found out that you're going to have a student with Asperger Syndrome (AS) in class this year. You're in for an interesting year. And that's not coded language for "brace yourself." It's a real-life perspective that teaching a child with AS often gives you as many opportunities as challenges. First, the nuts and bolts stuff. Asperger Syndrome is a neurobiological disorder on the higher functioning end of the autism spectrum. It's an increasingly common diagnosis and many kids with AS are in regular school classes. That's really the bottom line for you: finding ways to make the year a good experience for every child in the room, including the one with AS and, of course, for you.     Designed to help special and general educators gain better understanding of inclusion, a current educational reform movement advocating educating students with disabilities in general education classrooms. Defines key concepts and terms, identifies and describes federal legislature and court cases, and lists and describes federal definition of students entitled to special services. Identifies roles and responsibilities of educators in providing special services to students educated in inclusive classrooms.
    These computer-based courses are offered for undergraduate or graduate credit in conjunction with an educational vendor, Virtual Education Software (VESI). These courses may provide an effective way to satisfy certification and re-certification education requirements in a variety of occupations. Please check with the proper certifying agency prior to registration. Computer-Based Multimedia classes are offered during the first and second eight-week sessions of each semester. Delivery Method
