I think my child may have a learning disability. How can I find out? Talk to your pediatrician, consider having a Learning Disability Assessment and an Individual Education Plan (IEP) done. You can have IEPs done by your school district or by your local children's hospital or city/state hospital. If your child is diagnosed with a learning disability, learn ALL you can about that disability. Some times schools that are pressed for money refuse to have an IEP done for children. LD instruction sometimes can cost more money.

    Introduction
    In 1996 UNESCO published the results of a world-wide survey of the laws relating to special educational needs in 52 countries. The report, Legislation Pertaining to Special Needs Education , is a useful indicator of how a range of countries have approached this area of education. This free CSIE Summary focuses on the integration aspects of the report. The full list of countries is given below and shows a mixture of developed and developing nations. UNESCO said such a study was timely because of the number of important landmark developments in this field of education in recent years. These include:
    • the International Year of Disabled Persons in 1981;
    • the Decade of Disabled Persons 1983-92;
    • the World Programme of Action in Favour of Disabled Persons in 1983;
    • the UN Convention on the Rights of the Child in 1989;

    Choosing An Agency and a Program
    The first major step, is to learn as much as possible about the US agency which will represent you overseas. This may or may not be the same agency which is performing your adoption study. When choosing your US agency be prepared to ask informed questions about their international programs in general.
    • What is the scope and type of information (e.g.: medical, social, background) which you can expect to be made available to you? Who is representing you and the child in the child's country of birth? How long has this program been established? How many children have been placed from this program? Is the agency willing to put you in contact with other families who have had placements from this program? (It is important that you have a several of families to talk to before, during and after your placement.) Is your agency willing to help you find adoptive parent groups in your area so that you can access adoption support and current information?
