ELIGIBILITY
Each transportation service situation is examined individually by the IEP (Individualized Education Program) committee. The IEP committee makes the decision as to the type of transportation needed. After it has been determined that a child needs special transportation services, the special and gifted education department sends a written request to the department of transportation. Transportation will normally be provided within three to five days after receipt of the request. PICKUP PROCEDURES
All students must be ready for pickup at his/her home at least five minutes prior to his/her scheduled pickup time. Buses will not wait at a stop later than the scheduled pickup time; Neither will a bus leave a stop prior to the scheduled pickup time. The parent is responsible for assisting the student from the house to the bus in the a.m. and from the bus to the house in the p.m. The school bus driver/assistant will be ready to assist the student on and off the bus. The driver will make a daily attempt to pickup the child at his/her scheduled time. After that attempt is made, the driver will not return to pickup the child that day. A parent is encouraged to notify the driver if the child is taken to school after the a.m. pickup. This alerts the driver to take the child home in the p.m.

If Gifted = Asynchronous Development, then Gifted/Special Needs = Asynchrony Squared
by Lee Singer
From Uniquely Gifted: Identifying and Meeting the Needs of Twice Exceptional Students , Kiesa Kay ed., Avocus Publishing: Gilsum, NH, 2000. Martha Morelock and the Columbus Group have suggested that "asynchronous development" is the defining characteristic of gifted children. Most of the literature on gifted children describes children whose asynchrony is mainly in the differences between their intellectual (mental) ages versus their chronological or emotional ages. I do not want to minimize the problems of meeting the needs of children who have mental ages more than 50 percent higher than their chronological ages. As Linda Kreger Silverman so aptly describes it "...gifted children develop in an uneven manner, ... they are more complex and intense than their agemates, ... they feel out-of-sync with age peers and 'age appropriate curriculum,' ... the internal and external discrepancies increase with IQ, and ... these differences make them extremely vulnerable." Gifted/special needs children develop in an even more extremely uneven manner. They are more complex and intense than their gifted agemates, and no single grade-level curriculum will meet their needs. These discrepancies are even greater than those of other gifted kids, making them even more vulnerable. In addition to having asynchrony between their intellectual and physical development, they have extreme asynchrony between intellectual development and the ability to express or use that intellect.

The program serves students whose disabilities significantly impact their educational performance in the general education classroom. Services are provided in classrooms located in public school buildings. This allows for full access to integration opportunities to the extent their abilities permit. MSEC Intensive Special Needs programs include:
Primary Class
The Primary Class is a substantially separate classroom where the students work in curriculum areas that focus on communication, academics, physical activities, computer skills, life skills, and introductory vocational activities. Students are integrated for appropriate school wide activities. Typical students volunteer their time as peer tutors in the areas of English language arts, mathematics and social skills. The students are provided an integrated therapy approach with a team of assistant teachers and licensed and certified special education teachers, speech/language pathologists, occupational therapists, physical therapists (as needed), and music therapists.

Transitioning to an Overseas Assignment with a Special Needs Child
A Topic Paper Prepared by the Advisory Committee on Exceptional Children of the U. S. Department of State Office of Overseas Schools Nancy M. Robinson, Ph.D., Chair, September, 2003 Introduction Every year, hundreds of U.S. families with special-needs children have to make career-related decisions about whether to go overseas and if so, where. This booklet is designed to help you think through such decisions, and, once you decide whether, when, and where to go, to facilitate the transition for your child to the most appropriate school setting (and the biggest welcome) possible. First of all, decide what is right for your family and then become pro-active to facilitate a collaborative relationship with the educators overseas who are going to be your partners in this venture. Who is a "special-needs child" in the international setting? While there is no official definition of a "special-needs child," if your child has problems with learning, behavior, mobility, vision, or hearing; or requires specialized medical care or occupational, physical, or speech therapy; or needs any but very minor adaptations in the regular school routine - then you have a "special needs" child. This group also includes gifted children, who need educational adaptations because they are academically more mature and advanced than their age peers. While independent overseas schools are under no obligation to assess your child's special needs in the same way you do, you should be looking at what you know about your child and what it takes to keep him or her healthy, growing well, and successful in school.

Unfortunately, too often those without special needs feel uncomfortable around a classmate who seems out-of-sync. What's more, they can translate their discomfort into ugly behaviors, such as verbally demeaning or physically hurting the individual with differences. Helping youngsters become more sensitive is always important.

A medical home is not a building, house, or hospital, but rather an approach to providing comprehensive primary care. A medical home is defined as primary care that is accessible, continuous, comprehensive, family centered, coordinated, compassionate, and culturally effective.
In a medical home, a pediatric clinician works in partnership with the family/patient to assure that all of the medical and non-medical needs of the patient are met. Through this partnership, the pediatric clinician can help the family/patient access and coordinate specialty care, educational services, out-of-home care, family support, and other public and private community services that are important to the overall health of the child/youth and family.

Encouragement Parents Excel in Teaching Their Special Needs Children Written by Chris Klicka Objective studies demonstrate that parents are providing a superior form of education for their special needs children by teaching them at home. Contrary to the claims of the education elite, parents do not have to be specially certified or have special qualifications to teach their handicapped children at home. In fact, in one of the most thorough studies performed thus far, Dr. Steven Duvall conducted a year long study involving eight elementary and two junior high students with learning disabilities. He compared one group of five students that received instruction at home with a group of five students who attended public schools. He was careful to match the public school students to the homeschool students according to grade level, sex, I.Q., and area of disability. Using a laptop computer, Dr. Duvall sat in on teaching sessions and took an observation every twenty seconds, creating tens of thousands of data points that were then fed into a statistical analysis package. Normally his research included a second observer who double-checked Dr. Duvall's readings. Dr. Duvall recorded and analyzed academically engaged time by students during
