REACHING THE SECOND TIER
LEARNING AND TEACHING STYLES IN COLLEGE SCIENCE EDUCATION

In her recent study of college science instruction, Sheila Tobias [19] defines two tiers of entering college students, the first consisting of those who go on to earn science degrees and the second those who have the initial intention and the ability to do so but instead switch to nonscientific fields. The number of students in the second category might in fact be enough to prevent the shortfall of American scientists and engineers that has been widely forecast for the coming decade. The thrust of Tobias's study is that introductory science courses are responsible for driving off many students in the second tier. The negative features of the courses she cites include their (1) failure to motivate interest in science by establishing its relevance to the students' lives and personal interests; (2) relegation of students to almost complete passivity in the classroom; (3) emphasis on competition for grades rather than cooperative learning; and (4) focus on algorithmic problem-solving as opposed to conceptual understanding. Recent educational research provides theoretical support for Tobias's assertions, which are based largely on anecdotal accounts. The research shows that students are characterized by significantly different

The State Board of Education is the governing and policy making body for the Tennessee system of public elementary and secondary education. Its work touches all facets of education from accountability and evaluation to curriculum and teacher education. The General Assembly created the current State Board of Education in 1984 when it adopted the Public Education Governance Reform Act. The legislation restructured the board, gave it increased independence, and expanded its duties. State Board of Education staff members provide ongoing policy research and analysis of public education issues including instruction, student assessment, and funding. The Board works closely with the Tennessee General Assembly to secure legislative support for education. The Board also coordinates its efforts with the State Department of Education, which implements law and policies established by the General Assembly and the Board. Through its annual report on student, teacher and school performance, the Board provides the legislature and the general public with information about the status of education in Tennessee.

ABE is a nonpartisan, broad-based coalition of business leaders, parents, educators, and reform advocates, committed to passing legislation that systematically improves K-12 education.
For Release: October 18, 2004 Contact : Dave Winston, 703-684-6488 Marc Lampkin, 202-429-6875 SUPPORT FOR "NO CHILD LEFT BEHIND" IS STRONG AND GROWING STRONGER, NEW NATIONAL SURVEY SHOWS Education Reform Law is Viewed Favorably by 62% of Parents of Public School Children; 62% of African-Americans; 58% of Voters Nationwide WASHINGTON, DC - Nearly 60% of registered voters nationwide have a favorable opinion of the No Child Left Behind Act, the education reform legislation signed into law by President Bush - up almost 10 points from earlier this year, according to a new national survey of 1,000 registered voters by The Winston Group released today by Americans for Better Education (ABE). The survey also indicates 61% believe the $25 billion increase in education spending provided under Bush represents a clear effort to fully fund education reform, and that voters overwhelmingly believe raising standards and accountability will do more to improve schools than further spending hikes. The survey, taken October 11-12, 2004, has an error margin of +/- 3. 36% of respondents identified themselves as Democrats; 34% as Republicans; and 26% as independents.

Educational REALMS
...helping you find the pieces! ERIC/CSMEE Resources Move to
Educational REALMS

The U.S. Department of Education required that the official web site of ERIC/CSMEE and all telephone services closed on December 19, 2003. The Clearinghouse already closed permanently on December 31, 2003. We thank you for your support and patronage for the past 36 years. Currently, many of the public domain materials produced by ERIC/CSMEE are available for your browsing or downloading pleasure at the new Educational REALMS Web site: http://www.stemworks.org/ Educational REALMS hopes to pick up where ERIC/CSMEE left off. It is our hope that we will eventually offer many of the same services and resources to anyone interested in science, mathematics, technology, and environmental education. We are staffed by Science Education faculty and graduate students and we are located on the campus of The Ohio State University, Columbus, OH. Since January 2004, the Department of Education has been implementing a reengineering plan for ERIC. The new ERIC mission continues the core function of providing a centralized bibliographic database of journal articles and other published and unpublished education materials. It enhances the database by adding free full text and electronic links to commercial sources and by making it easy to use and up to date.
