August 29, 2005 - Parents and educators looking for additional ways to help students with vision or language-related disabilities may find some new ideas at a web site operated by Montreal-based Dawson College. Dawson's Adaptech Research Network has outlined more than 100 software programs available online for little or no fee that provide assistance with text-to-speech translation, basic vocabulary learning, time management and several other functions. Major tax legislation in recent years has brought sweeping changes to the estate and retirement planning fields. Now, more than ever, your clients need the guidance of a qualified specialist to lead them through a tangle of complex regulations and analyze valuable strategies for maximizing their financial potential. With this in mind, The National Institute for Excellence in Professional Education, LLC has developed two comprehensive designation programs: In partnership with Surgent McCoy CPE, LLC, the recognized leader in continuing education for tax and financial professionals, the National Institute has developed and maintains stringent requirements for attaining and holding these designations, providing assurance to the public that our designation holders have the practical knowledge and expertise to be leaders in their field. These requirements include the completion of a curriculum of core and elective courses, attainment of a passing grade on a rigorous exam for each course, meeting requirements of education and experience, and adhering to the National Institute code of ethics. After completing a program, designation holders are required to annually renew their designation and meet biannual continuing education requirements.

88. Tax Breaks For Higher Education
A guide to the variety of tax breaks available to make higher education more affordable.
http://www.urbanext.uiuc.edu/taxbreaks/index.html
Introduction
Expenses for higher education offer taxpayers many ways to reduce their income taxes. This can provide some relief from the high cost of college, graduate school, and other higher education courses. Careful planning before the expenses are incurred will assure that you receive the full benefit of these complicated tax breaks. The Economic Growth and Tax Relief Reconciliation Act of 2001 added many enhancements to existing tax breaks. It also established the new Higher Education Expense Deduction. Please note, however, that all the provisions of that act will "sunset" on December 31, 2010 unless new legislation extends them. The tax breaks would then revert to the rules in effect prior to the 2001 legislation. (To add to the confusion, the Higher Education Expense Deduction is scheduled to expire at the end of 2005.) If you will be paying for higher education expenses after 2010, keep in mind that you may be taking distributions from savings plans and claiming tax breaks under the more stringent rules that are referenced in this publication as being in effect for the year 2001. This website focuses on the tax aspects of several ways to pay for or take deductions for higher education expenses. You will need to also weigh other advantages or disadvantages in choosing the tax breaks you will use. Other aspects may be equally or even more important in planning how to handle education expenses.

We have excluded professional magazines that are largely not refereed, and commercial journals that may only allow access to a very limited number of articles as an enticement to buy. By restricting membership in this way on the list that follows, we hope to do what little we can to promote free access world wide to scholarship in education. The AERA SIG Communication of Research supports the Budapest Open Access Initiative and urges ejournals to support the initiative.

What you need to know about special education for New York State students ages 3-21
Produced by New York Congress of Parents and Teachers, Inc. (NYS PTA) and New York State United Teachers (NYSUT) Introduction The New York Congress of Parents and Teachers, Inc. (NYS PTA) and New York State United Teachers (NYSUT) are pleased to have collaborated on this Guide to Special Education. Our organizations from their very beginnings have shared a steadfast commitment to improving the education, health and welfare of all children. We believe that Parents + Teachers = Achievement for Children and Youth. When parents, teachers and school staff work together, our children are in the best possible environment for reaching their full potential. We believe that every child can learn; however, we understand that the way each child learns may vary. Students with disabilities deserve the resources and help they need to learn in an environment with their nondisabled peers to the fullest extent possible. Parents, teachers and school staff need to know what assistance is available and the process for obtaining it. We must be proactive in seeking the programs and services necessary to help each child participate in all aspects of school and community life.
