LEANDRO L. FULLON (1873-1904)
Commanding General for the Visayas
Philippine Revolutionary Army (Katipunan)
On September 6, 1898, General Leandro Fullon embarked on the gunboat Don Francisco
at Cavite to command Filipino revolutionary forces on the island of Panay. Together with
Generals Ananias Diocno and Martin Delgado, he led Filipino troops against Spanish forces
under General Diego de los Rios. When the Philippine Islands were ceded over to the United
States at the end of the Spanish American War, they continued to fight against American
troops commanded by Generals Marcus P. Miller and Robert P. Hughes. Throughout the conflict, Fullon urged military leaders on the island to remain united and the troops to adhere to the highest standards of discipline, integrity and patriotism. He sought to resolve conflicts between the civilian government and the military leadership of Panay while battling corruption and abuses of power in both sectors.

War and Empire in Fourth of July Cartoons
Edited by Jim Zwick
C
uba Libre!" was a popular rallying cry within the United States during the Spanish-American War. Before the war, both Congress and President William McKinley renounced any intention to annex Cuba. "I do not speak of forcible annexation," McKinley said in a message to Congress, "because that is not to be thought of, and under our code of morality that would be criminal aggression." Despite the pre-war rhetoric, the Spanish-American War ended with a treaty that ceded to the United States control of Cuba, Puerto Rico, Guam and the Philippines. Only Cuba was promised eventual independence. The strong anti-imperialist sentiment that preceded the war and inspired wartime slogans presented problems after the war to those who supported annexation of Spain's former colonies. During the colonization of the Philippines, which required a protracted war and provoked the most heated opposition within the United States, Independence Day was used to mark transitions in U.S. rule. The first civilian U.S. government was established in the Philippines on July 4, 1901, and President Theodore Roosevelt declared the Philippine-American War over on July 4, 1902. The symbolic use of the Fourth of July masked the establishment of a colonial government and the defeat of the Philippine Revolution for independence, the very opposite of what the date signified in U.S. history.

McKinley explains his reasons for retaining the Philippines
GENERAL: William McKinley (1843-1901) was the 25th president of the United States. During his administration, the two important issues of tariff and currency were overshadowed by the Spanish-American War of 1898. Under his administration, the United States gained its first overseas possessions, presenting the country with new problems of world power and territorial expansion. BIOGRAPHY: William McKinley was born in Niles, Ohio, on January 29, 1843, the seventh child of William and Nancy McKinley. William briefly attended Allegheny College, and was teaching in a country school when the Civil War broke out. Following the war, he studied law, began practicing in Canton Ohio, and married Ida Saxton. At age 34, McKinley won a seat in Congress. He was appointed to the Ways and Means Committee. Those who served with him attest that in his votes, he often sided with the public and avoided private interests. During his 14-year tenure with the House, McKinley became a leading expert on tariffs. He later became governor of Ohio, serving two terms. As a congressman, governor and later, president, McKinley, a man of moderation and compromise, held firmly to two beliefs: favorable tariff to stimulate American business and limited coinage of silver.

126. 1898 The Spanish American Naval War
An Operational and Tactical level game of the 1898 spanish american Naval war that began when the United States erroneously blamed Spain for the destruction of the U.S.S. Maine and ended with the twin battles of Manilla Bay and Santiago where the remnants of spanish naval power was destroyed.

Great War at Sea: 1898
The Spanish American War
When the U.S. battleship Maine mysteriously exploded in Havana harbor, President McKinley could no longer resist the tide of public sentiment. The U.S. government demanded that Spain withdraw from Cuba, and the U.S. Navy initiated a blockade of Cuban ports on 21 April 1898. For the sake of honor, Spain declared war on 23 April and dispatched an ill-equipped and completely outclassed fleet to the Caribbean. In two smashing naval victories the U.S. Navy defeated the Spanish fleets in the Philippines and the Caribbean. The U.S. Army seized Santiago de Cuba, Puerto Rico, and Manila. For quite different reasons the U.S. people and government were divided over the treaty. They questioned annexing Puerto Rico and the Philippines. Many did not want to give up their isolationism. The war served notice that the U.S. was now a Great Power. The twentieth century would become one of American world influence. 1898: The Spanish American War includes 22 scenarios. Of these, 15 are playable with the game pieces and maps provided in the game. The other seven require one or more pieces from other

tereoscopic Visions of War and Empire is an interpretive archive of 3-D stereoscopic photographs of the Spanish-American and Philippine-American wars, the colonies acquired by the United States at the turn of the century, and other representations of imperialism and empires produced at the end of the nineteenth century and first decades of the twentieth. It is intended both to highlight the significance of stereoscopic photographs as a distinct popular medium that contributed to domestic debates about imperialism and to provide access to a diverse sample of stereoscopic images for those interested in pursuing further studies. In addition to more than 400 images housed at this site, it provides links to about 100 stereoviews of the wars and the presidents most closely associated with imperialism that are available elsewhere on the Web.

There are specific styles of upright marble or granite headstones to mark the graves of Civil War Union soldiers and Spanish-American War dead. These historical styles were reintroduced recently and are inscribed in raised lettering inside a sunken shield. There are two different sizes of these historical upright marble headstones. Style “XA” is 12” wide, 3” thick, and 42” high. Style “XB” is 13” wide, 3” thick and 42” high. To request a historical upright marble headstone, check the Upright Marble in block 11 and write “XA” or “XB” above it. The inscription on the special historical headstone is limited. For Civil War Union and Spanish American War, a shield is inscribed which encompasses the arched name and abbreviated military organization. Because of the special design and historical uniform significance, no emblem of belief or additional inscription may be inscribed. The dates of birth and death are inscribed below the shield. A special style is also available to mark the graves of Confederate war dead. These special styles are available in upright marble or granite. To request this special style select the appropriate box in block 11 for upright marble (U) or upright granite (V) and write the words “special style - confederate” in block 11.
