MADRID, Spain (AP) Spain has inaugurated its second high-speed rail link a year behind schedule and with trains traveling at about half the speed first planned. The AVE bullet train linking Madrid with northeast Lleida left the Spanish capital at 7 a.m. local time Saturday and arrived in Lleida 2 hours, 58 minutes later, cutting normal traveling time for the near 450-kilometer (280 miles) journey by nearly an hour. The train traveled at an average speed of 175 kilometers an hour and reached a peak of 200 kph at certain points. The train was supposed to travel at an average speed of 300 kph with peaks of 350 kph, but the government claims more infrastructure work is needed.
