The Defense Advanced Research Projects Agency DARPA ) is an agency of the United States Department of Defense responsible for the development of new technology for use by the military . DARPA was responsible for funding development of many technologies which have had a major impact on the world, including computer networking (starting with the ARPANET , which eventually grew into the Internet ), as well as NLS , which was both the first hypertext system, and an important precursor to the contemporary ubiquitous graphical user interface Its original name was simply Advanced Research Projects Agency ARPA ), but it was renamed DARPA (for Defense) on March 23 , then back to ARPA on February 22 , and then back to DARPA again on March 11 DARPA was established in in response to the Soviet launching of Sputnik

From DARPA's own introduction (pdf) : "DARPA is a Defense Agency with a unique role within DoD. DARPA is not tied to a specific operational mission: DARPA supplies technological options for the entire Department, and is designed to be the “technological engine” for transforming DoD. Near-term needs and requirements generally drive the Army, Navy, Marine Corps, and Air Force to focus on those needs at the expense of major change. Consequently, a large organization like DoD needs a place like DARPA whose only charter is radical innovation.

Ukraine to take part in Europe's space projects
Ukraine has a lot to offer Europe in terms of space exploration, a Kiev daily has said. Ukraine's large scientific resources and infrastructure have already drawn the attention of Europe, and this was confirmed at a recent international workshop on Ukrainian- European space cooperation held in Kiev. The European and Ukrainian space agencies have reached preliminary agreement on Ukraine's participation in Europe's Galileo space project. The newspaper is confident that Ukraine's experience and facilities will also be put to use in carrying out Mars missions. The following is an excerpt from an article by space expert Henadiy Ponamaryov, entitled "Ukraine's European integration is flying high - in space", and published in the Ukrainian newspaper Kiyevskiye Vedomosti on 10 February: Finally, the interests of the European Space Agency [ESA] and the National Space Agency of Ukraine have concurred in what is important: they need each other. And the ESA is the most in need. Ukraine has such high space technologies and nearly unlimited cheap human resources that the European Union simply could not turn away. All the more so, since from 1 May 2004 Ukraine's border will also be the border of united Europe. The international workshop on space "Ukrainian-European cooperation in the space exploration" held on 29- 30 January 2004 in Kiev testified to the beginning of moving from words to action.

The Small Satellite Project BIRD
On the basis of its project BIRD, the German Aerospace Research Establishment (DLR) demonstrated for the first time its expertise as leaders in systems developed for small satellite projects. The launch is scheduled for the end of 1998. It represents an important landmark for the implementation of further space projects under the direction of DLR. BIRD will not only tread new territory on the technological front, for instance by testing for the first time new types of sensors for infra-red remote sensing. The DLR project concept will also be breaking new ground in comparison with earlier satellite operations thanks to its short project term, a smaller management team and minimal development and operational costs. Finally, BIRD will pave the way for a variety of new practical applications in the field of environment surveillance, such as satellite-supported early detection of hot spots for the prevention of forest and extensive fires. Cutting Costs through a Piggy-Back Start The project’s ground unit has also been organised with a view to cutting costs. The space control centre in Oberpfaffenhofen and the Neustrelitz remote sensing station are developing a suitable ground unit which includes a "mini ground station" for experimental purposes as well as for control. Science news High-risk space projects should continue, says minister

The science minister, Lord Sainsbury, said today that high-risk space projects should continue and hinted that if Beagle 2 failed the government would lend support to a Beagle 3 mission. So far all attempts to detect transmissions from the British and European Space Agency (ESA) craft, which was due to land on Mars on Christmas day, have failed. But speaking at a press conference at the Open University offices in London, the minister said: "While we are disappointed that things have not gone to plan, we are determined that the search should go on - that's both the search to make contact with Beagle 2, and to answer long-term the question of whether or not there's life on Mars."

The Center for Design Research (CDR) at Stanford University has a primary focus of studying the design process and methods in practice. Having an excellent collection of engineers from many disciplines, CDR often generates ideas for potentially "fixing" problems that are observed. A well documented problem observed in design processes is the awkward interface between designers and machines. These machines may be mechanical (robots) or electronic (computers). This group of projects employs telepresence technologies in its exploration of human-machine interaction. The Virtual Space Exploration Lab (VSEL) represents a subset of these projects that inter-relate through both collaboration or shared technologies.
