INSTITUTES AND CENTERS FOR RESEARCH Sections CENTER FOR RESEARCH AND EDUCATION IN OPTICS AND LASERS (CREOL) The Center for Research and Education in Optics and Lasers (CREOL) is the State University System of Florida's Center of Excellence for research and education in optics, lasers, and photonics. It was established in 1986 to provide the highest quality education in optics and lasers, conduct scholarly fundamental and applied research, and aid in the development of Florida's high technology-based industries. CREOL is integrated in the School of Optics and serves as its research arm. The School of Optics is one of only three academic institutes in the nation offering Masters' (MS) and Doctoral (PH.D.) Degrees in Optics. The School of Optics/CREOL has become an internationally recognized institute with 23 faculty members, 21 Ph.D. level research scientists, and more than 100 graduate students. The faculty are recognized to be among the best in the optics/laser/photonics field with two thirds holding the rank of Fellow in major national and international professional societies. It is housed in a state-of-the-art 83,000-square-foot building dedicated to optics, photonics, and laser education and research on the main campus.     Space Policy is an international, interdisciplinary journal which draws on the fields of international relations, economics, history, aerospace studies, security studies, development studies, political science and ethics to provide discussion and analysis of space activities in their political, economic, industrial, legal, cultural and social contexts. Alongside full-length papers, which are subject to a double-blind peer review system, the journal publishes opinion pieces, case studies and short reports and, in so doing, it aims to provide a forum for the exchange of ideas and opinions and a means by which authors can alert policy makers and international organizations to their views.

    Institute for Space Aeronomy
    The essential responsibilities of the Institute for Space Aeronomy are public service and research tasks in the field of space aeronomy, i.e. tasks requiring a knowledge of data acquired from rockets and artificial satellites in the physics and chemistry of the upper atmosphere and space beyond the Earth's atmosphere. The aeronomy studies the physical and chemical phenomena within planetary and cometary atmospheres, resulting primarily from the interaction with the solar radiation. In the case of our atmosphere, it inquires also the influence of biological or human activity.     The school is implemented in parallel with the PhD program at the Technical University of Braunschweig and the Subjects of investigations are the Sun and its atmosphere and the interplanetary medium, the surfaces, atmospheres, ionospheres and magnetospheres of the planets, their rings and moons, comets and asteroids. The solar corona is observed with optical instruments in space over the entire spectral range from the visible to soft X-rays. Its plasma properties are determined by spectroscopic methods and by in-situ observations in interplanetary space. The lower solar atmosphere is investigated with spectropolarimetric techniques, both from ground and space. The main aim is to study the Sun's magnetic field and its fundamental role in driving a large number of solar phenomena, many of which constitute the cause for space weather or are suspected drivers of global climate change. The planets, specifically Mars, and their moons, asteroids and comets are investigated with space-borne and ground-based imaging techniques and with in-situ measurements. Research topics comprise the interior structure and dynamics of planets and small bodies, the composition and evolution of their surfaces and atmospheres and the planetary plasma environment. The basic goal is to understand the origin and evolution of the solar system. The institute plays a leading role in a vast number of space missions, with Helios, Giotto, Ulysses, SOHO, Cluster and Rosetta being prominent examples, and operates or has a stake in a number of ground-based observatories. In the course of this involvement the institute has built up a unique know-how in the design, construction, qualification, and operation of a wide variety of specialised instruments. These instruments are or will be providing high-quality data, which constitute an excellent basis for many PhD theses. There is also a strong background in theoretical plasma physics at the institute, which is now being augmented by a strong emphasis on numerical simulations applied to geophysics, planetary science and solar physics. A state of the art multiprocessor computer system allows demanding numerical calculations to be performed.

It is an honor to appear before you today with my colleague Dr. Arnauld Nicogossian and the distinguished panel of witnesses. Overview of NIA/NASA Collaborations as well as other Institutes at the NIH, and NASA have supported joint ground/space projects, such as the Neurolab Program and the STS-95 mission. Most of the workshops supported by the NIA and NASA have focused on analysis and comparisons of changes observed during aging and the physical changes induced by space flight ( Chart #1 ). Through the issuance of workshop papers and grant solicitations, or Program Announcements (PA), these workshops have endeavored to stimulate the scientific community to engage in relevant research. The latest NIH-NASA Program Announcement "Earth-Based Research Relevant to the Space Environment," for example, was issued as a result of recommendations that arose from the 1997, NIA-NASA workshop "Aging and Space Flight: Expanding the Science Base" (
