Back to Korea, South Society Although a variety of different Asian peoples had migrated to the Korean Peninsula in past centuries, very few have remained permanently, so by 1990 both South Korea and North Korea were among the world's most ethnically homogeneous nations. The number of indigenous minorities was negligible. In South Korea, people of foreign origin, including Westerners, Chinese, and Japanese, were a small percentage of the population whose residence was generally temporary. Like their Japanese neighbors, Koreans tend to equate nationality or citizenship with membership in a single, homogeneous ethnic group or "race" ( minjok , in Korean). A common language and culture also are viewed as important elements in Korean identity. The idea of multiracial or multiethnic nations, like India or the United States, strikes many Koreans as odd or even contradictory. Consciousness of homogeneity is a major reason why Koreans on both sides of the DMZ viewed their country's division as an unnatural and unnecessary tragedy. Against the background of ethnic homogeneity, however, significant regional differences exist. Within South Korea, the most important regional difference is between the Kyongsang region, embracing North Kyongsang and South Kyongsang provinces in the southeast, and the Cholla region, embracing North Cholla and South Cholla provinces in the southwest. The two regions, separated by the Chiri Massif, nurture a rivalry said to reach back to the Three Kingdoms Period, which lasted from the fourth century to the seventh century A.D., when the kingdoms of Paekche and Silla struggled for control of the peninsula (see

Korean Studies in Oceania and Southeast Asia: Strategic Cooperation in Research and Education
Australia, Korea and the Region: Building our relationships
Introduction
Thanks for your welcome. I'm delighted to be able to speak at this inaugural Symposium being organised by the Korea-Australasia Research Centre. The establishment of the Centre last year was an important initiative and I commend the Korea Research Foundation and the University of New South Wales for supporting it. The regional dimension of the Centre's work is impressive, embracing not only Australia, but New Zealand and Southeast Asia as well. This keynote address gives me the chance to underline Australia's ongoing commitment to the closest possible engagement with our region, and with Korea in particular. I have three broad themes in my address today: the first is Australia's current bilateral relationship with Korea; the second is the broader regional dimension of our relationship in institutions like APEC and the ASEAN Regional Forum and in recent developments such as those on the Korean Peninsula itself; and the third is how we in Australia, Korea and the region as a whole might build on our relationships in the future.

China’s New Thinking on North Korea Policy?
By Yoichi Funabashi Beijing has reiterated its desires: a nuclear–free Korean peninsula and safeguarding peace and stability there. Given China's major role as host of the talks, what are its interests and policy considerations for now and in the near future? This paper will first describe the current situation in Northeast Asia and consider the factors which divide or unite the parties involved. It will then discuss the possible outcomes of the current stalemate, and end with a discussion of Chinese domestic elements that determine their policy toward North Korea.
Divergent forces among parties As the negotiating resumes and North Korea continues its nuclear weapons programs, centrifugal forces among the six countries will drive them further away from each other. The United States and Japan will reinforce their relatively hard-line stance while China and South Korea will continue to be the soft-liners. Meanwhile, Russia will remain the opportunist. The soft-hard divide works in tandem with nationalism, particularly in China, South Korea and Japan, as a negative driving force among them. The resulting tension between hard-line and soft-line states will undercut the six-party effort to denuclearize North Korea. Against the backdrop of Japan's deteriorating relationship with China and South Korea, such tension could pull the six parties further apart, thereby beginning a vicious cycle, complicating Japan's relations with its neighbors.

[News Analysis] History Dispute Over Koguryo Deepens
China's Disintegration Fears Drive Diplomatic Friction
By Reuben Staines
Staff Reporter Chinese concerns about territorial integrity are behind its move to claim the history of the ancient kingdom of Koguryo as its own, experts in Seoul argue. Park Sang-seek, rector of Kyung Hee University¡¯s Graduate Institute of Peace Studies, said it appears that China is worried about losing sovereignty over the eastern part of Manchuria, which was once within the Koguryo kingdom and is still home to millions of ethnic Koreans. Park explained that by deleting references to Koguryo from its official account of Korean history, Beijing is attempting to preempt any assertions that the territory should be returned to Korea. ``China has been obsessed with the Taiwan problem and it thinks this could become another Taiwan,¡¯¡¯ he said. While Korea staking a claim to the territory might seem a distant prospect given the progress towards reunification on the peninsula, Park said Chinese are known for their long-term outlook. ``They have vowed to reunify with Taiwan, whether it takes one century or 10 centuries.¡¯¡¯ Koguryo (37 B.C.-A.D. 668), which along with Silla and Paekje form the Three Kingdoms Period, has long been viewed as a part of Korea¡¯s history.

INTRODUCTION
Unavailable Figure 1. Administrative Divisions of South Korea, 1990 FOR NEARLY A HALF-CENTURY, the Republic of Korea (South Korea) and the United States have maintained a close relationship. Since the mid-1980s, South Korea has been the seventh or eighth largest trading partner of the United States, and the United States has ranked as South Korea's first or second trading partner. In 1991, nearly four decades after the end of the Korean War (1950-53), Washington retained more than 45,000 troops on the Korean Peninsula committed to the defense of South Korea. During the 1991 conflict in the Persian Gulf, Seoul joined other coalition partners of the United States and provided a military medical team and several hundred million dollars in support of the campaign to end the Iraqi occupation of Kuwait. Ties between the two countries extend to language, education, and culture. In 1991 English was the primary foreign language studied in South Korea, and for some time it has been popularly said that more Ph.Ds from American universities work for the South Korean government than for the United States government. Hundred of thousands of United States servicemen, businessmen, Peace Corps volunteers, and missionaries have lived and worked in South Korea, and as many as 1.5 million South Koreansone fourth of all overseas Koreanshave emigrated to the United States. The Korean Peninsula has been inhabited since paleolithic times, and Korean historians trace the ethnic roots of the Korean people at least as far back as the pottery-using cultures of the fourth and third centuries B.C.. Early tribal groups formed numerous federations, and over the centuries these combined into larger state-like entities. Sometime before the fourth century B.C., at least one of these entities had begun to refer to its leaders by the Chinese title for king

On the flip side is the question of the colonialists' intentions and their methods in these cultural endeavors, and more seriously, war crimes of torture, rape, and killing. In the postcolonial period, Korea struggles with the issue of how to reconcile the positive developments of the colonial era and the unforgettable brutality, humiliation, and loss. (N.B. Because so little factual information is available on North Korea, a communist state still closed to the outside world, the post-1945 list of events in the Key Events section below concentrates on South Korea.)
The Treaty of Annexation is signed on August 29, marking Korea's formal annexation to Japan and the beginning of thirty-five years of colonial rule. The Government-General of Korea (Japanese: ; Korean: More than a million Koreans take to the streets in the March First Movement, demanding independence. The demonstrations force the Japanese colonial administrators in Seoul to rethink their colonial policy, from one of brutal coercion to a more conciliatory stance known as the Cultural Policy. ), sponsored by the Government-General of Korea, is inaugurated. It consists of three parts: Eastern-style (i.e., East Asian) art; Western-style art; and calligraphy. This is the first "modern" exposition, in the style of a salon, to be held in Korea. Its primary purpose is to show the works of Japanese artists residing in Korea, although Korean artists are also permitted to participate. As part of the Cultural Policy of the Japanese colonialists, the exposition is a move toward "modernization" of Korea. The annual event continues until 1944.

"It is regrettable that the school textbooks are not sufficient in terms of (portraying) the overall historical truth," Ban was quoted as saying by South Korean Yonhap News Agency. He said South Korea will not be able to cooperate with Japan on the future of Northeast Asia "if Japan does not look squarely at the reality." Ban made the remarks hours after Japanese Education Ministry authorized several kinds of history textbooks which will be adopted by Japanese middle schools next year. The South Korean Foreign Minister issued a statement on Tuesday condemning the Japanese Education Ministry's textbooks for distorting history.

One of the eight texts is an updated version of a book which triggered diplomatic protests in 2001. Seoul said the new books sought to glorify Japan's war-time past, a continuing source of regional tension. The move follows a row between Japan and South Korea over disputed islands, and anti-Japanese protests in China. The South Korean Embassy in Japan said in a statement: "The Republic of Korea expresses regret over the fact that some of the 2006 Japanese middle school text books... still contain content that justifies and glorifies wrongs committed in the past". In Beijing, China called in the Japanese ambassador and said the new texts would be "vehemently condemned by people from all Asian countries being victimized by Japan".

(CNN) For decades Japan and its closest neighbors have tussled over what lessons should be learnt from World War II. In recent days, anti-Japanese violence in China has again put the spotlight on what countries such as China and South Korea say is Japan's whitewashing of its wartime activities. Those two countries, which still carry the scars of Japanese aggression, want to ensure the legacy of the war is respected in Japan's history textbooks.
