Using Limited Resources To Support Statewide Curriculum and Instructional Improvement Policy Rationale and Goals: South Dakota uses a variety of methods to inform and involve teachers. Because the state offices are small and have relatively few resources for staffing, South Dakota's Division of Workforce and Career Preparation in the Department of Education focuses on providing technical assistance rather than emphasizing their role as compliance officers. Over the years, state staff members have developed a variety of methods to best utilize the limited staff time and to assist as many teachers and schools as possible. While technical assistance efforts are primarily designed to serve the needs of districts, schools, and teachers throughout the state, the Department of Education also strives to reinforce the expertise of teachers as a resource for local training and staff development to their colleagues. By providing "train the trainer" workshops, South Dakota staff members essentially expand their numbers, building a cadre of professionals who are also well-versed in providing technical assistance. In addition, state staff provides regional trainings on topic areas such as developing "crosswalks" which identify common skills and knowledge across subject areas. Other technical assistance strategies in South Dakota are the publication of resources for teachers detailing integrated projects and activities and the identification of model sites that exemplify promising instructional strategies such as using block scheduling or integrating academic and vocational technical courses.

The thirty-six Living Center students may be involved in a variety of weekday activities. Several youth attend Custer High School and often attend or participate in extra curricular activities. Other students attend classes on the STAR Academy campus. These classes may include math, science, language arts, social studies, art, and guitar lessons, as well as vocational education classes in the areas of business education, welding and building trades. During the summer months the vast majority of Living Center students are employed by private employers in the community of Custer and earn at least minimum wage. These students generally still attend classes on the STAR Academy campus in the afternoons. The Living Center students receive a weekly $10 allowance and are able to access some of the money that they have earned while employed in the community to purchase various items. In the evenings, students may be involved in group counseling meetings, individual counseling sessions, Independent Living Skills Classes, study time, Alcoholics Anonymous meetings, recreation and leisure time activities. Weekend activities include recreation, visitations, outings, leisure time and church services in the community. Students in the Living Center attend planned parenthood/sex education classes and may participate in chemical dependency aftercare meetings. The Living Center students are also able to participate in overnight camping trips and many other activities in the community. These program components are intended to be an aid in the transition when a youth is released from the program.

Congressional District(s): SD-At Larget Horizon Health Care, Inc. is a member of the Dakota Network of Community Health Centers (DNCHC). With RUS funding, they have established the Rural and Frontier Telehealth Network Project, designed to meet the needs of 13 rural and frontier South Dakota communities serving a population of approximately 29,000 residents. The focus of the distance learning project will be in the area of health disparity, recruitment and retention of health care providers, economic development, and bioterrorism. Objectives of the program include delivering training on bioterrorism attacks, providing information on biological agents, developing clinical reporting procedures, providing training to community health centers, implementation of a chronic care model, and designing and delivering a comprehensive orientation for new HDC team members.
