South Dakota Initiative for Challenging Standards (SDICS)
The South Dakota Department of Education and Cultural Affairs (DECA), in cooperation with a myriad of stakeholders, will develop State content standards in English, history, geography, civics, foreign languages and the arts that will guide teaching and learning and professional development throughout the State. In conjunction with South Dakota's Goals 2000, the South Dakota Initiative for Challenging Standards (SDICS) builds upon existing efforts toward educational reform and working coalitions of educators, State agencies, parents and community and business leaders toward achievement of the National Goals. The South Dakota Curriculum Coalition, with the addition of any non-represented stakeholders, will serve as the primary conduit for action and reflection for the SDICS in the articulation and consensus building for challenging State standards across all discipline areas. The articulation and consensus on State standards will also be aligned with professional development efforts and rules revisions for teacher certification and recertification in South Dakota. The South Dakota Initiative for Challenging Standards has as its primary goal: South Dakota students will attain high standards of performance in all content areas through the improvement of teaching and learning as guided by challenging State content standards, relevant requirements for teacher certification and recertification, and effective professional development opportunities. To achieve its overall goal DECA will accomplish three primary objectives over the three year period of the SDICS Project:

No longer stuck in cement
South Dakota is getting out of the cement business. Rapid City's Dacotah Cement, the nation's only state-owned cement business, has been sold to a Mexican firm, Grupo Cementos de Chihuahua (GCC) for $252 million, in a deal pushed by Gov. Bill Janklow and approved in a special legislative session. Janklow persuaded lawmakers that the state could make more money by investing the $252 million than it could by staying in the highly competitive cement industry. Moreover, GCC has agreed to pay the state $3 million a year in state and local taxes and made assurances that it will neither lay off the factory's 221 workers nor sell the 12,000 acres of Black Hills land that come with the cement plant. The sale was controversial, however, especially because it was rushed through the Legislature months after several lawmakers were assured by the governor's staff that no such deal was in the works.

ADOPTION AND DEVELOPMENT OF
TEACHER CERTIFICATION REQUIREMENT
David J. Mathieu David J. Mathieu received his M.A. degree at the University of Minnesota. He presently is with the Center of Indian Studies at Black Hills State College in Spearfish, South Dakota. THE South Dakota State Board of Education recently adopted a requirement stating that all new teachers must have three semester hours of American Indian Studies. Though limited in the amount of course work that is required, the development of the requirement and the nature of its accompanying guidelines may serve as a model for other states considering similar requirements. In tracing the development of the requirement and guidelines, one must begin with the original proposal developed by the South Dakota Indian Education Association. Recognizing the need for teacher training institutions to address the needs of Indian children in the state, the Association worked toward the adoption of a certification requirement in American Indian studies in 1974. In a resulting position paper (see Note 1), the Association recommended that the Division of Elementary and Secondary Education, South Dakota Department of Education and Cultural Affairs, adopt a nine semester hour requirement in Indian studies for teacher education programs in the state. The nine hour requirement was to include three hours of methods in the education of the culturally different, three hours of Indian history and culture, and three hours of Indian-related course work in the student’s major or minor field of interest.

Accrediting Agencies and Associations Recognized
by the Secretary, U.S. Department of Education
The Secretary of Education is required by statute to publish a list of nationally recognized accrediting agencies and associations which the Secretary determines to be reliable authorities as to the quality of training offered by educational institutions and programs. The National Advisory Committee on Accreditation and Institutional Eligibility assists the Secretary in determining which accrediting bodies should be listed. Accrediting bodies that achieve recognition are reviewed at least every 4 years thereafter. The commissions of the regional associations and the national institutional and specialized accrediting agencies which are recognized by the Secretary have no legal control over educational institutions or programs. They promulgate standards of quality or criteria of institutional excellence and approve or admit to membership those institutions that meet the standards of criteria.

Licensure/Certification Licensure/Certification requirements vary from state to state. Additionally, some states offer alternative or provisional licensure. In general, it is best to complete a licensure program at one of the institutions in the state where you intend to teach. This typically reduces the bureaucratic overhead involved in getting the state teaching license you seek. Additionally, not all states offer clear reciprocity for licenses earned in other states, so additional requirements may need to be addressed when an individual chooses to teach in a state other than the one they were licensed in. Something else to consider when choosing a licensure/certification program is that each higher education institution has their own requirements designed to address the state requirements. South Dakota: A South Dakota Report Card: Results From the ISTE/LOFTI Teacher Profile

LOFTI was initiated in response to a growing need in South Dakota to invest in professional development that would increase the technology skills of classroom teachers and help them find meaningful ways to use technology to enhance student learning. The goal and objectives of the project were grounded in the International Society for Technology in Education (ISTE) National Educational Technology Standards for Teachers published in 1997 and revised in 2000. These Standards define fundamental concepts, knowledge, skills and attitudes for applying technology in educational settings in the following six areas:
  • Technology operations and concepts Planning and designing learning environments and experiences Teaching, learning and the curriculum Assessment and evaluation Productivity and professional practice Social, ethical, legal and human issues

    Methods of Gathering and Verifying Data
    A central goal of this project was to develop a snapshot of precollegiate history education in the 50 states and Washington, D.C. Hired by the Organization of American Historians as the lead researcher for this OAH/AHA project, Sarah Drake Brown requested information in the following categories:
  • certification requirements for history teachers at the elementary, middle, and high school levels
  • standards in history for teachers
  • standards in history for the K-12 curriculum
  • high school graduation requirements and exit examination requirements in history
  • state criterion-referenced examinations in history
  • statewide resources for history teachers and contact information for state history/social studies specialists
  • statewide associations for teacher membership This proved to be a massive amount of data, so the information was collected in separate steps: independent searches for data, preliminary public presentations of initial findings, and early contact with numerous representatives in history education from each of the states and the District of Columbia. Preliminary data was then collected from the web sites created and maintained by the various departments of education and certifying bodies in each of the states. This information was then compiled into reports for each state, organized into sections based on the categories listed above.

    Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.
