    EARTH
    South Dakota Aquifers
What Is An Aquifer? As illustrated in a cross sectional view of the earth shown in Figure 2, aquifer s are generally classified as either unconfined or confined. In an unconfined aquifer , the water table is not separated from the surface of the ground by a layer that is impermeable to water. In a confined aquifer , the water is under pressure. Fig. 1: How Water Flows Through Rocks; A. porous material; B. rock fractures. because it is "confined" between impermeable layers. When a confined aquifer is tapped, the ground water will rise in the well to a level above the top of the aquifer . Under certain conditions, when the pressure is sufficiently high, water will be forced higher than the surface of the earth. In this case, the effect produces a flowing well at the surface of the earth. Where Are Aquifers Found In South Dakota? Aquifer s are found near the surface as well as at great depth throughout the state. The ground water in South Dakota aquifers has either flowed underground from surrounding aquifers or has percolated through the soil as a result of runoff and precipitation. Aquifer distribution in South Dakota is complex. In some areas, aquifer s are present at several different depths. Therefore, all of the aquifer s in the state cannot be shown on one map. In many areas, maps that show a particular aquifer are available on a regional or county-wide basis. For example, Figure 3 illustrates the extent of the Big Sioux aquifer in Eastern South Dakota. People can contact the South Dakota Geological Survey or the United States Geological Survey for specific information about local aquifer maps.

A tradition of excellence in science and engineering since 1885

South Dakota School of Mines and Technology offers graduate degree programs at the master’s and doctoral levels. The graduate program provides opportunities for advanced study and research in the fields of engineering and science. Each individual program of study is designed to broaden and extend the student’s knowledge within the chosen field, to develop the power of independent critical thinking, and to promote the skill of individual and cooperative research.
A master’s degree program was authorized at the South Dakota School of Mines and Technology in October, 1935, and the first degree was granted in 1937. Permission to start Ph.D. programs during the 1967-68 academic year was granted in January 1967 to the Department Geology and Geological Engineering. In June, 1983, the Board of Regents authorized the doctorate in Materials Engineering and Science. The Board authorized the Atmospheric, Environmental, and Water Resources Ph.D. program (cooperative with South Dakota State University) in October of 1993 for start-up at the 1994 spring semester. This program has been changed to Atmospheric and Environmental Sciences. In March 2005, The Board of Regents authorized a Ph.D. program in Nanoscience and Nanoengineering which will start with the Fall 2005 semester.
The Graduate Office was organized formally in 1950-51. The policies of the Graduate Office are formulated with the assistance of the Committee for Graduate Education, which is advisory to the Graduate Dean. The policies are approved by the faculty and the Regents of Higher Education for South Dakota and are administered by the Dean of Graduate Education. The Committee for Graduate Education consists of one faculty representative from each college, the dean of each college, two (2) members appointed by the Faculty Advisory Council, and the Dean of Graduate Education or his or her designee. (The Vice President for Academic Affairs serves in an ex-officio capacity.)

Becket Fund challenges South Dakota's Blaine Amendment
Apr 24, 2003 The Becket Fund for Religious Liberty has filed a federal lawsuit (PDF format, 68K) challenging a provision of South Dakota's Constitution because it "violates federal constitutional guarantees against religion discrimination." The provision is a "Blaine Amendment" adopted at the insistence of the U.S. Congress as a condition of admission to the union in 1889. Such amendments are named after Rep. James G. Blaine, who proposed adding such a provision to the U.S. Constitution in 1875, at the peak of a wave of nativist sentiments and hostility to "sectarian" schools. (Public, or "common" schools, as they were known, invariably taught religion, but it was a lowest-common-denominator type of Protestantism. The term "sectarian" was used at various times to describe out of favor Protestant groups, or Catholics, and was not synonymous with "religious.") The proposed federal amendment failed, by a narrow margin, but similar provisions were added to dozens of sate constitutions, where they continue to bar state aid to religious schools to this day. Students Luke and Benjamin Pucket and Jaime Wilhelm have been transported to Bethesda Lutheran School for years on publicly funded busses along with public school students, under a state law permitting local school districts to provide such a service. Last fall, after reexamination of policy prompted by the district's insurance company, school officials asked the state Attorney General whether providing bus service to Bethesda students was legal. He referred them to an official opinion declaring that it was illegal under the state Blaine Amendment. As a result, on December 9, 2002, the school district terminated bus services for Bethesda Lutheran Students.
