USDA Approves Delegation’s Request for South Dakota’s Inclusion in School Fruit and Vegetable Program
July 29, 2004 Washington, DC -Senator Tom Daschle, Senator Tim Johnson, and Representative Stephanie Herseth announced that the Oglala Sioux Tribe has been selected to participate in the Fresh Fruit and Vegetable Program next year. On July 1, Senators Daschle and Johnson and Representative Herseth wrote Agriculture Secretary Ann Veneman, asking her to pledge that South Dakota would become part of the program. The Fresh Fruit and Vegetable Program, which was enacted as part of the 2002 farm bill, was expanded through the passage of a bill reauthorizing children's nutrition programs that opened the fruit and vegetable program to additional states. The President signed the legislation into law in late June. In their letter, Daschle, Johnson, and Herseth cited the growing problem of obesity in South Dakota and a higher incidence of diabetes and other health problems. Diabetes is especially prevalent in Native American communities, which often have limited access to fresh fruits and vegetables and rely heavily on the school lunch program to boost child nutrition. "I'm pleased that Oglala children will have healthier food options as part of this pilot program. Healthier eating habits go hand in hand with improved performance in the classroom," Daschle said. "All of us share the responsibility of ensuring that children's eating habits don't lead to long-term health problems. While the fruit and vegetable program is not a cure-all for the health-related challenges facing Indian children, it will give them access to the kind of information about nutrition that could prevent future increases in diabetes and other problems."

    State Laws Mandating Diabetes Health Coverage
    Updated: September 24, 2004 A leading cause of blindness, kidney disease, heart disease and amputations, diabetes claims the lives of more than 193,000 Americans each year. According to the CDC, it is the country's sixth leading cause of death by disease. Approximately 18.2 million Americans have diabetes, but one-third of those are undiagnosed. As of May 2004, forty-six states have some type of laws requiring health insurance coverage to include treatment for diabetes. The states not included are Alabama, Idaho, North Dakota and Ohio.
    In 2002, Georgia and Wisconsin each passed an expansion of current coverage requirements. In 2003 Hawaii adopted a resolution to clarify its mandate of diabetes education coverage. No new laws were passed during the first four months of 2004. About 17 million Americans have diabetes today, including about 16 million with Type 2. In addition, at least 16 million more Americans have pre-diabetes a condition that raises a person's risk of getting type 2 diabetes. However, a diagnosis of pre-diabetes does not mean that diabetes is inevitable, and the new campaign aims at encouraging people to take modest steps that will reduce their risks. Nationally, diabetes has increased nearly 50 percent in the past 10 years alone, according to CDC estimates.
