Over the past two years, some California businesses have risen in revolt. Complaining that state regulations and high utility prices make doing business so expensive that it's nearly impossible to make a profit, business organizations petitioned the state legislature for relief, blasted the op-ed pages of California newspapers, and, ultimately, helped throw Gov. Gray Davis out of power. Aki Korhonen, president of PC-Doctor Inc. Korhonen has a point. Because of its laws, California has some of the highest costs of doing business in the nation—costs that fall hardest on the 1 million-plus small companies in the state. California employers pay roughly twice the national average in workers' comp rates, and this fall, California's legislature passed the Family Medical Leave Law, mandating most employers to provide health insurance to employees. Meanwhile, the California Chamber of Commerce estimates California employers pay the highest unemployment taxes in the nation. Yet, experts say, it's unclear whether the ways in which California forces businesses to change pushes many companies out of the state or limits growth. Though other Western states have launched campaigns to lure California companies—Colorado's governor even takes personal trips to Silicon Valley to woo firms—no studies have shown that there's an entrepreneurial exodus from the Golden State. "Los Angeles and San Diego counties show more businesses are being created than shutting down," says Joel Kotkin, an expert on the California economy at Pepperdine University's Davenport Institute for Public Policy in Malibu, California.

Where's Tom?
It looks like Tom Daschle is trying to get through the next four weeks of his congressional recess without having to debate John Thune . Perhaps it's time to borrow a page from Paul Wellstone's playbook and run an ad called "Where's Tom?" fashioned after Wellstone's classic "Where's Rudy?" ad in 1990. Will the Argus Leader skip NYT story on Daschle in the Hamptons?
DVT notes a story in the New York Times today on Senator Daschle raising cash in the Hamptons headlined "The Democrats' A.T.M." Excerpt:
ASSEMBLED for cocktails at an elegant white house on Ferry Road was something of a Hamptons A-list, featuring dozens of the well-known regulars at Long Island's most exclusive summertime gatherings. Sprinkled in with these affluent second home-owners were a number of other faces that, while familiar, were assuredly not local: the guest of honor was Senator Tom Daschle of South Dakota, and also on hand were his New Jersey colleague, Jon Corzine, and the former presidential candidate Wesley Clark of Arkansas. But just because these prominent Democrats were mere visitors to Long Island didn't stop them from feeling right at home. After about an hour of cocktails and a short but memorable performance of dueling poetry by the husband-and-wife actors Eli Wallach and Anne Jackson, Mr. Daschle got up on the back patio to speak to the attendees. "I have wonderful friends, all of you," said Mr. Daschle, who is the Senate minority leader and faces a tough race for re-election this year. "The good news is that we have all of the money we need to win this election. The bad news is there's about $1 million still in supporters' pockets that needs to come out. You all have moved us along by reaching into your pockets tonight."

Gag order in reform school abuse case upheld Saying that the media "has no constitutional right to information about a trial beyond what is seen and heard in the courtroom," the state Supreme Court issued an unsigned unanimous opinion on May 10 upholding a trial judge's gag order on all trial participants in a prominent case involving allegations of manslaughter and child abuse in a state reform school. "If publicity during the proceedings threatens the fairness of the trial, a new trial should be ordered," the court stated. "But we must remember that reversals are but palliatives; the cure lies in those remedial measures that will prevent the prejudice at its inception. . . Collaboration between counsel and the press as to information affecting the fairness of a criminal trial is not only subject to regulation, but is highly censurable and worthy of disciplinary measures." On July 21, 1999, 14-year-old Gina Score was found dead at a state boot camp in Plankinton after participating in a forced run. Gov. William J. Janklow told the media that he believed that the State of South Dakota was liable regarding the events surrounding Score's death. The state then filed criminal charges against Raelene Layne and Tamara Wagaman, former employees of the school, alleging manslaughter and felony child abuse. Janklow then told members of the media that the charged former employees were at fault and that they had acted outside the school's prescribed policies.

Everyone knows about Moore's law, which suggests that computing power doubles every 18 months. Compound this and you'd find that computing power grows roughly 100-fold every ten years; today's $1000 computing device will cost $10 in 2014.)
But there are other forces at work. Forces like Dell , who powers my notebook. Five years ago, it took two workers 14 minutes to build a PC; it now takes a single worker roughly five minutes to do the same. ... A dozen years ago, Dell stored roughly 30 days of inventory - the outer casings, motherboards, Intel chips and other components needed to feed the beast - in warehouses around the Austin area. The company, based just north of Austin in Round Rock, Tex., no longer operates any warehouses; instead, it requires suppliers to stock 8 to 10 days' worth of goods no further than 90 minutes from its assembly plants. Its de facto warehouse, therefore, is the lineup of semi-trailers parked in the 48 truck bays that line one wall of its plant. Dell's CEO says, "If we asked for a 10 or 15 percent increase in productivity, we'd get conventional solutions. But if we ask them to double their productivity, then they have to rethink everything."
