Sometimes it takes a while for a new technology to become really useful. The first automobiles were slow, dangerous, and always breaking down. PC local-area networks were also slow, dangerous to use for critical data, and down as often as they were up. And for nearly a decade, videoconferencing over networks has been fraught with poor quality, lack of reliability, and difficulties in implementation and mired in a hodgepodge of competing and incompatible standards. But that was then: Manufacturers and developers in this market have been making steady progress, and now it looks as though some of them have finally got it right. That's good news for schools. With the right equipment, your district can now roll out videoconferencing with some degree of confidence. In fact, hundreds of districts are already making full use of high-speed videoconferencing in a variety of settings and circumstances:
  • Distance learning and resource sharing have long been the primary targets for videoconferencing in schools, allowing school districts to spread sparse teaching resources throughout an entire district and to rural schools. Videoconferencing also lets districts offer select courses to a few students per school hooking all the students up into one video "virtual classroom." If only three or four students per school have an interest in Latin, for example, linking all those separate students together in one videoconferenced class makes a districtwide Latin class, led by one teacher, a workable option.

Redlands, CaliforniaThe state of South Dakota has selected ESRI, the world leader in geographic information system (GIS) technology, to supply a comprehensive statewide K-12 software license. The license will allow the state to use GIS software with every instructional computer in all of South Dakota's public and private K-12 schools. The state's Department of Education and Cultural Affairs (DECA) will be responsible for implementing the GIS initiative. "This is an essential part of the technology tool set for every kid who's in school right now," said Otto Doll, chief information officer for South Dakota. "My generation learned any GIS we know on the job. Those coming into the workforce now learned GIS through college. For the next generation we want students who are familiar with the technologywhether it's for biology, history, whatever they'll use it for. Issues and Trends in School Finance
by Michael L. Arnold Public K-12 education represents a substantial investment in the region's economic and social future. That makes school finance one of the fastest moving issues in education policy. The equitable allocation of funds to educate the region's children persists as a concern among educators, business and community leaders, and policymakers in McREL's region. It is also one of the most complex, calling upon states and local communities to act upon their vision of the region's economic and social future.
One of the most popular methods for comparing and assessing school funding systems is to look at states' current operating expenditures per pupil (COEPP). These operating expenses encompass the cost of instruction teachers' salaries and curriculum materials, for example as well as support services such as administration and student transportation. In general, states in the mid-continent region spend less per student than do states in other parts of the country. In 1993-94, the average COEPP for the country was $5,767 (see Table 1 below).

South Dakota, with its sparse population and large landmass, has 127 school districts with fewer than 600 students. In the past, many of these small schools could only provide a basic curriculum. Governor William Janklow committed to equalizing education through network-based technology. The challenge he issued was immense: connect every classroom in 622 buildings so that three out of four students could simultaneously use the Internet.
The solution? The Governor commissioned 11 teams of inmates from the South Dakota corrections system, and had them trained to install 101,250 commercial grade network connections. The state provided supervisors and materials, the schools provided food and lodging for the inmates. Over three years, the classrooms of every public and private school with more than 50 students were wired with Category V wire, video cable, and additional electrical power. The resulting school area networks were then linked into school district networks. Connections were also installed in libraries, government offices, public universities, and technical institutes. Sixty-three telecommunications companies serving South Dakota provided connections. The resulting Digital Dakota network1 became the state Internet Service Provider, which provides services to the K-12 schools, libraries, units of government, postsecondary education institutions and universities. Since the Digital Dakota network is a full fledged data communications network, schools can implement client-server information systems using video, data, and voice components.

South Dakota has 24 postsecondary institutions, ten of which are private. These include four public technical institutions and six public four-year institutions. The state has four tribal postsecondary institutions, three of which are accredited as community colleges. The state enrolled approximately 34,000 students in postsecondary education in 1997. The South Dakota University System Board of Regents governs the state's six public universities as a unified system of higher education and also has constitutional responsibility for the School for the Deaf and the School for the Visually Handicapped. The nine members of the board are appointed by the governor and confirmed by the Senate. Regents serve six-year terms, with the exception of a student regent who serves for two years. In addition to governance and systemwide planning responsibilities for public higher education institutions, state-level planning falls within the board's purview. Public tuition at South Dakota's universities also is set by the Board of Regents.
