USDA to provide funding to rebuild Blackfeet Early Childhood facilities
When a building housing offices for the Blackfeet Early Childhood Program burned down in June, 2002, administration and services rooms had to be crammed into modular offices and other buildings. Now, with a grant from the USDA, a salvageable part of the old building will be fixed while new construction will add to its size. The Blackfeet Early Childhood Program serves over 500 students in Head Start, Early Head Start and Child Care Services.

Baltazar's Book
Oregon: Six-year-old Baltazar Hendrickson, Yakima, is reading "If You Lived With the Indians of the Northwest Coast," a book special to him because it is hisand his alone. Baltazar received his book through Longview's Indian Education Program and the local First Book chapter. First Book is a national program that raises money to buy books for low-income children. Groups such as schools and Head Start programs apply for the books,then are screened for eligibility. "Eight or nine programs were awarded books this year," said Judy Duff, head of the Indian Ed. program in Cowlitz County. "Children who learn to read and to enjoy reading they go much farther in school. They don't act out as much. You need reading for most everything you accomplish in life." Anyone from infancy to 18 years of age can receive a book.

Properties are nominated to the National Register by the State Historic Preservation Officer of the State in which the property is located, by the Federal Preservation Officer for properties under Federal ownership or control, or by the Tribal Preservation Officer if the property is on tribal lands. Ordinarily, State nomination forms are prepared by private individuals or the staff of the State Historic Preservation Officer. These nomination forms are then submitted to a State review board, composed of professionals in the fields of American history, architectural history, architecture, prehistoric and historic archeology, and other related disciplines. The review board makes a recommendation to the State Historic Preservation Officer either to approve the nomination if, in the board's opinion, it meets the National Register criteria, or to disapprove the nomination if it does not. What is the National Network of University Centers for Excellence in Developmental Disabilities Education, Research, and Service?
The National Network of University Centers for Excellence in Developmental Disabilities Education, Research, and Service (University Centers, UCEDDs) is a discretionary grant program authorized by Subtitle D of the Developmental Disabilities Assistance and Bill of Rights Act of 2000. Funding is provided to support the operation and administration of the 61 UCEDDs in every State and territory that comprise the nationwide system. UCEDDs perform interdisciplinary training, community service, technical assistance, research, and information dissemination activities. UCEDD programs are designed to increase the independence, productivity, and community integration of individuals with developmental disabilities. Who administers the UCEDD program?
The Administration on Developmental Disabilities (ADD) is the Federal agency responsible for implementation and administration of the Developmental Disabilities Assistance and Bill of Rights Act (DD Act). Organizationally, the Administration on Developmental Disabilities is located within the U.S. Department of Health and Human Services and is part of the Department’s Administration for Children and Families. ADD’s FY 2004 funding for the UCEDDs is $28 million. What are Major Activities of the UCEDDs?

MEA '99 Bobbie Owensby will travel
this summer with 10 students on a cultural tour to Brazil. She will spend 9 days in Rio de Janeiro and the city of Salvador. Most of their time will focus on the African influence in the city of Salvador. Secondly, her school was awarded a grant from the Milken Family Festival for Youth Community Service Program. She and her students will spend the rest of the summer planning for their community service kick-off this fall.
