II. Lessons Learned
We learned from this SERA study that while the turf wars continue, funds shrink, and leaders depart, state departments of education, school districts, and schools are sticking with SMT reform. In terms of educating a diverse population in SMT, educators are devising strategies that they think fit the needs of their students and their available resources. Many of these strategies are based on educational equity research that has been summarized in print and electronic toolkits. These toolkits have been developed by federal and state education offices and centers as well as other educational organizations and offices. The following lessons learned from the SERA study may offer some guidance for other educators who are trying to figure out how to infuse equity into systemic reform initiatives. Take the time to ensure that new assessments are aligned with content standards and are sensitive and appropriate for diverse student populations. Many state departments of education and school districts are in the process of developing or identifying assessments that align with their content standards. Given concerns about using only fair, non-biased tests, districts need to take the time to ensure that new assessments and the administration of these assessments are appropriate for diverse student populations. Particularly with performance-based assessment, test developers need to be concerned about:

Washington, D.C. 20515 Dear Chairman Castle: We are writing to you on behalf of millions of educators, administrators, related service providers, advocacy organizations, parents, and nonprofit organizations. We are writing to express our strong opposition to Section 672(h) and (i) of H.R. 1350, "Improving Education Results for Children with Disabilities Act of 2003." This section addresses grants going to nonprofit organizations that provide training and information to parents of children with disabilities. The language in Paragraph (1) of subsections (h) and (i) not only prohibits federal lobbying activities on the part of centers receiving funding under Section 672, but it also prohibits "federal relations," a term so broad that it could be construed to prohibit grantees from speaking with their project officers at the Department of Education. Paragraph (2) of subsections (h) and (i) prohibits parent centers from including board members who work for organizations that conduct federal lobbying on disability education issues or general "federal relations," whether or not that specific individual is actually involved in those activities. This provision would limit the ability of community leaders to serve on the board of directors of a parent center. For example, a business leader or the staff of the Chamber of Commerce could not serve on the board of a parent center for fear that the "federal relations" of his/her employer would taint the parent center and make it ineligible to receive a federal grant. This is an enormous disservice in providing community services.

South Dakota Library Legislative Day The South Dakota Library Association held their first annual Library Legislative Day reception in the State Library on February 14. The theme was "Discover the Future @ Your Library." Librarians from around the state gathered for a brief orientation by Ethelle Bean and Ronelle Thompson during the afternoon. Librarians then mingled with legislators and interested library supporters during the evening reception. The reception was beautifully planned and presented by the Augustana Library staff. TECHNOLOGY

The project will address leadership meaning and roles, self-esteem, career development, conflict resolution, and future planning and goal setting. A printed manual (with a trainer’s guide) and two CDS-ROMs (English and Spanish) will be provided for nationwide distribution. The program will be implemented immediately in 6 public high schools in the Washington, DC metropolitan area. Terri Rayburn, Deputy Assistant Secretary for Intergovernmental and Interagency Affairs at the U.S. Department of Education, joined South Dakota Governor Mike Rounds and South Dakota Interim Secretary Thomas Hawley at the Teacher Leadership 2003 Superintendent’s Meeting in Pierre to announce that the department has approved South Dakota’s NCLB accountability plan. The No Child Left Behind legislation, which passed with overwhelming bipartisan support in Congress, requires every state to outline specific steps for ensuring adequate yearly progress in reading and math for public school students. South Dakota now becomes the thirtieth state to gain plan approval.
