How to Develop Parent/Child Programs that Work*
The first step in developing a successful parent/child program is to conduct a needs assessment survey among the inmate population at your institution. A needs assessment survey should provide information on the inmate's family situation (number of children, primary caregiver, number of visits, distance traveled or visits, etc.) and the inmate's primary concerns regarding their children. After completing and compiling information from the needs assessment, programs can be developed that meet the specific needs of the inmate population. An important source of information about developing programs is the Families and Corrections Network
Basic Policies
  • Visiting schedules . Children and their incarcerated parents should be permitted to have, at minimum, weekly visits. Visiting schedules should be flexible and permit weekday, weekend, and evening visits.
  • Special visits . Opportunities for extended visits (daylong or overnight) involving incarcerated parents, children, and other family members should be provided.
  • Permission and escorts . Written permission from children's mothers should not be required for children to visit their incarcerated parents. Persons who are allowed to accompany a child on a visit should include an adult on the prisoner's visiting list or an adult in an official capacity such as the child's social worker.
  • Children's visiting areas . Child-centered, supervised areas should be established and maintained in all prisons. Toys, books, games, and other activities appropriate for children of different ages should be provided.

Using Limited Resources To Support Statewide Curriculum and Instructional Improvement Policy Rationale and Goals: South Dakota uses a variety of methods to inform and involve teachers. Because the state offices are small and have relatively few resources for staffing, South Dakota's Division of Workforce and Career Preparation in the Department of Education focuses on providing technical assistance rather than emphasizing their role as compliance officers. Over the years, state staff members have developed a variety of methods to best utilize the limited staff time and to assist as many teachers and schools as possible. While technical assistance efforts are primarily designed to serve the needs of districts, schools, and teachers throughout the state, the Department of Education also strives to reinforce the expertise of teachers as a resource for local training and staff development to their colleagues. By providing "train the trainer" workshops, South Dakota staff members essentially expand their numbers, building a cadre of professionals who are also well-versed in providing technical assistance. In addition, state staff provides regional trainings on topic areas such as developing "crosswalks" which identify common skills and knowledge across subject areas. Other technical assistance strategies in South Dakota are the publication of resources for teachers detailing integrated projects and activities and the identification of model sites that exemplify promising instructional strategies such as using block scheduling or integrating academic and vocational technical courses.

Comprehensive Centers Network
The Comprehensive Regional Assistance Centers program is a network of 15 regional centers funded by the U.S. Department of Education under the Improving America's Schools Act of 1994 and the Elementary and Secondary Education Act (NCLB). The purpose of the centers is to help implement NCLB in ways that support Federal, State, and local efforts to improve teaching and learning and to increase the academic achievement of all children. Activities include professional development/capacity building at the State, district, and school levels; customized consultation; and other technical assistance services to improve the quality of instruction, curricula, assessments, policymaking, and other aspects of school reform supported with funds under NCLB.
