Charlene K. Haar is an educational consultant specializing in teacher/parent relations and local, state and federal education policy. She is a research associate with the Social Philosophy and Policy Center, Bowling Green State University, Bowling Green, Ohio. Ms. Haar was born and attended public schools in South Dakota. She graduated from the University of South Dakota with a Bachelor of Arts in French and later received a Master of Arts in Gifted Education from Augustana College, Sioux Falls, South Dakota in 1987. Following graduation, Ms. Haar taught French, English and American Government for 11 years, most recently at Madison High School, Madison, South Dakota. In 1992, after twenty years of local and state political involvement, Ms. Haar was chosen as the Republican candidate for U.S. Senate from South Dakota. In that year, at the Republican National Convention in Houston, Texas, she made one of the seconding presentations on national television on behalf of the candidacy of Vice-President Dan Quayle. Accommodations:
Most South Dakota communities offer motels, campgrounds and bed-and-breakfast housing at reasonable rates. Reservations are typically unnecessary except during the opening of the pheasant and west river deer seasons. In addition, some farm families host hunters. Request a free South Dakota Vacation Guide from the Office of Tourism for listing of accommodations, or visit the online Visitor Services Directory . If you have already requested a South Dakota Fishing and Hunting Guide, a South Dakota Vacation Guide will automatically be sent with it. Hunting on Private Land:
Hunters and trappers must have permission from landowners or lessees of private land before hunting on that land. No one may enter Black Hills land to hunt if the land is posted or after being told by the owner or lessee not to do so. Licensing:
Nonresidents who are at least 12 years old or turn 12 before Jan. 1, may apply for or buy licenses and may hunt in an open season beginning Sept. 1. To purchase a South Dakota license, nonresidents under 16 must show proof they have passed a hunter safety course or they hold a hunting license for the current or previous year from any state. All big game archery licensees, ages 11-15, all first-time archery big game licensees regardless of age, and all archery elk licensees must possess a National Bowhunter Education Foundation certificate or certificate of completion from a bowhunter education course approved by any state or provincial government.

2001 Special Election Ballot Question Pamphlet Constitutional Amendment A Title: An amendment to Article XIII of the South Dakota Constitution authorizing the creation and administration of a trust fund for proceeds of the sale of the State Cement Plant. Attorney General Explanation: The South Dakota Legislature has authorized the sale of the State Cement Plant for approximately $252 million dollars. If adopted, Constitutional Amendment A places the net proceeds from this sale into a trust fund. The South Dakota Investment Council is required to invest the trust fund. Twelve million dollars from the trust fund will be annually transferred into the state general fund. The principal of the trust fund may not be expended except for this $12 million annual transfer. If there are additional earnings on the trust fund after the $12 million annual transfer, the Legislature is required to make a limited annual appropriation to support education. If Constitutional Amendment A is not adopted, the net proceeds of the Cement Plant sale will be deposited in the state general fund. A vote "Yes" will place the net proceeds from the sale of the State Cement Plant into a trust fund, provide for investment of the fund, and authorize annual transfers of money from the trust fund.

    General Education Assessment Report Executive Summary Brief History
    During the past 10 years, DSU students have participated in a variety of general education assessment activities including standardized tests, on-line exams, and locally developed exams. Daytime classes are canceled one day each semester to enable students to participate in these activities. Since 1989, DSU students have completed the Collegiate Assessment of Academic Proficiency (CAAP), composed of four standardized tests: Writing Skills, Reading, Mathematics, and Science Reasoning. The South Dakota Board of Regents initiated a statewide proficiency testing program in Spring 1996. Following a two-year pilot phase, the BOR and the faculty selected the CAAP as the proficiency exam and set minimum performance levels in each of the four areas. Beginning in March 1998, students at all regental institutions were required to meet the minimum cutoff scores. Information on the procedures for students who do not meet the required scores can be found in Appendix E.
    Because DSU students need high level computer skills, they also complete an on-line computer assessment activity. The Computer Skills Assessment Project (CSAP) is a locally developed computer skills test designed to measure students' competencies in software applications, programming, and their knowledge of computer technology. The faculty in the College of Business and Information Systems developed this assessment project in 1994. Over the past 6 years, the faculty have reviewed the test data and updated the exam on a regular basis. During fall 1999, 49 students participated in the pilot study of the Tek.Xam, a standardized computer competency exam developed by the Virginia Foundation for Independent Colleges. During Spring 2000, all DSU students and several faculty completed the Tek.Xam. Due to testing problems, these scores are not included in this report.

    A 65 million-year-old layer of black rock called the Pierre Shale formed on the bottom of an ancient sea and is the oldest formation in the Badlands . Next come the layers of the Eocene and Oligocene epochs. These hold fossil bones of land mammals. Countless animals lived and died on these plains, their flesh and bones consumed by predators and scavengers. Those remains left intact were buried by periodic floods and converted into fossils. These deposits constitute one of the richest fossil beds known. The great variety of Badlands fossils has given the Oligocene the name "Golden Age of Mammals" Of Time and the Badlands
    Out of the Dakota prairie, rain, wind and frost have carved steep canyons, sharp ridges, gullies, spires, and knobs, providing a glimpse into the relentless pace of geologic change. For not only has erosion created a new landscape, it has also bared rocks laid down as sediments during the Eocene and Oligocene epochs between 37 and 23 million years ago revealing a record of the past to us.

    Pierre, SD 57501-5070 Re: CRIPA Investigation of Custer Youth Correctional Center, Custer, South Dakota Dear Governor Janklow: We are writing to report the findings of our investigation of conditions at the Custer Youth Corrections Center. On December 29, 1999, we notified you of our intent to investigate certain South Dakota juvenile corrections facilities pursuant to the Civil Rights of Institutionalized Persons Act ("CRIPA"), 42 U.S.C. § 1997, and the pattern or practice provision of the Violent Crime Control and Law Enforcement Act of 1994, 42 U.S.C. § 14141 ("Section 14141"). Those facilities were the State Training School, the Juvenile Prison, and the Girls Intensive Program ("the Plankinton facilities"), and the Patrick Henry Brady Boot Camp, the Custer Youth Correctional Center, the Living Centers, and the Quest Program (hereinafter referred to as "Custer" or "the facility"). On February 14, 2000, the State informed us that it would not permit us access to tour either the Plankinton or Custer facilities. At about the same time, private litigation was instituted concerning the Plankinton facilities. We awaited the outcome of that private litigation before taking further action. That litigation produced a settlement concerning conditions at the Plankinton facilities in December 2000. The State closed the Plankinton facilities in January 2002. On March 4, 2002, we renewed our request for access to the Custer facilities in order to confirm or deny the allegations we had received about the conditions. On March 18, 2002, the State denied our renewed request to tour the Custer facilities.

    Who We Are Board of Directors Management Team Staff Advisory Councils Board of Directors Nanette Zabala Bischoff, Director Nan is the Director of Finance and Operations for the Time Warner Office of Corporate Responsibility, the umbrella department that defines and implements the philanthropic giving strategy for Time Warner. Previously, Nan spent 10 years at Time Inc., with positions at Life, Time, Money and Entertainment Weekly magazines. Most notably, Nan spent six years at Time for Kids, heading up the marketing and finance departments. In 2000, she led the team that developed and launched timeforkids.com, a news Web site that provides daily content for elementary teachers and students. Nan holds an M.B.A. from New York University and a B.A. from Harvard University.
