South Dakota Mission
    Black Hills Special Services Cooperative is a multi-service agency whose mission is to provide special services desired by the agencies it serves.
Organization/Program Context
    The Black Hills Special Services Cooperative (BHSSC) is a multi-service cooperative that includes 12 school districts as members. The cooperative is considered a public school and is administered by one publicly elected school board official from each of the twelve local member districts. The cooperative provides services with two focuses: 1) vocational / educational programs and 2) technical assistance, facilitation and consultation to school districts. Vocational programs are administered from five divisions within the cooperative: Technology and Innovations in Education, Alternative Programs, Developmental Disabilities Programs, Supported Employment / Manufacturing, and Vocational / Economic Development. The Rural Transition Program is directed by the Supported Employment/Manufacturing division with overlapping services from the Developmental Disabilities Program and the Alternative Program.

Ms. Bantz received a B.A. in Elementary/Special Education from Boston College in May 1986 and a Masters in Special Education/Behavior Disorders from Kent State University in 1990. She has a total of 12 years experience in the field of Special Education and received the "Outstanding Elementary Teacher" award from the University of Virginia chapter of Phi Delta Kappa, as well as the "Teacher of the Year" award from the Ohio Council for Children with Behavior Disorders. JENN McCULLOUGH - Jenn McCullough is currently a Special Education teacher at Walker Upper Elementary School in Charlottesville, Virginia. She team-teaches 5th and 6th grade students who have been identified as having a learning and/or emotional disability. These two schools, located in Spearfish and Sturgis, are approved by the South Dakota Board of Education as alternative education programs. Goals are to help high school students, not succeeding in regular school settings, achieve graduation and discover career paths. Black Hills Careers Academy, Sturgis, accepts students from across the state. Enrollment typically ranges from 30 to 40. Black Hills Education Connection, Spearfish, offers 30 student openings to the Belle Fourche and Spearfish public schools.
