"We have a highly disproportionate representation of Native American children in special education programs," said Dixie Jordan, a parent coordinator at the PACER Center in Minneapolis. She said cultural differences, highly subjective evaluations and a correlation between disability and poverty contribute to the disproportionate numbers.
