Exemplary Practices in Teacher Recruitment
South Carolina
The South Carolina Center for Teacher Recruitment (SCCTR) is the oldest and most effective teacher recruitment center in the nation. It began as a center that piloted a Teacher Cadet Program in four high schools and now operates 12 programs aimed at identifying, attracting, placing and retaining well-qualified teachers in South Carolina classrooms. The SCCTR also assists state and local leaders in addressing the issue of teacher recruitment and retention. State leadership for career/technical education in South Carolina is working with the SCCTR staff to make career/technical teachers a target group and to develop a strategy for these teachers. South Carolina is anticipating hiring as many as 250 career/technical teachers over the next four years. The SCCTR target groups are middle and high school students, college students and adults. The Center provides these major programs: Minority Recruitment — This program offers activities to increase the number of minorities entering education. It includes a partnership with the South Carolina Association of Black School Educators and the Eisenhower Consortium for Mathematics and Science Education. ProTeam Middle School Program — This program is designed to interest middle school students in the education profession before they become "turned off" to the possibility of a career in teaching. Participating in teacher-like activities is essential to the program.

What is the S.C. Teaching Scholarship Grants Program?
During the 2001 legislative session, the General Assembly approved the South Carolina Education Lottery Act. One provision of this act provides that teachers who hold a professional certificate and teach in the public schools of the State will be awarded grants not to exceed $1000 per year to attend the State’s public and independent colleges and universities for the purposes of upgrading existing core content area skills or obtaining a Master’s Degree in the teacher’s core content area (see guidelines). The act further stipulates that if there are insufficient funds in the Education Lottery Account to provide the grant to each eligible recipient for a particular year, priority must be given to those classroom teachers (i.e., not administrators, counselors, media specialist, or other support personnel) whose teaching areas are critical need subject areas as defined by the State Board of Education.
The Purpose:
The purpose of the Education Lottery Teaching Scholarship Grants Program is to support classroom teachers in their efforts to improve their content knowledge by completing coursework and degree programs.

Law increases pathways to teacher certification
    By Brock Vergakis
    The Sun News
    SHALLOTTE, N.C.
Filling teacher vacancies in Brunswick County, N.C., could become a little easier in the future because of a bill recently signed into law. The state's community colleges are now allowed to provide course work for those to become teachers through what are known as lateral-entry programs, designed for those with a four-year college degree from another profession who still need teacher certification. North Carolina needs to hire more than 11,000 teachers every year to accommodate growth and replace teachers who move elsewhere or retire, according to the N.C. Department of Public Instruction.
