12:17 P.M. EDT THE PRESIDENT: Thank you all very much. Mr. Speaker, thank you for that kind and short introduction. (Laughter.) I appreciate Governor Sanford being here. I want to thank the Lt. Governor. I appreciate President Pro Tem McConnell, Majority Leader Leatherman, members of the South Carolina legislature. I appreciate my traveling party from Washington. Hope you appreciate them, too. That would be Senator Lindsey Graham, Senator DeMint, members of the United States House of Representatives from the great state of South Carolina. I appreciate the justices of the South Carolina Supreme Court being here. I thank those of you who have taken time to come and listen. I appreciate your warm welcome. It is an honor to be speaking in this chamber. It is great to be back in the capital of South Carolina. The last time I came to this city I gave the commencement speech at USC. I was proud to have received an honorary degree. When I told Laura about it, she said, "I thought your first degree was honorary." (Laughter.) She sends her best and she sends her love. She's, by the way, a fabulous First Lady. She is (applause.)

State-Based Examples of Network Innovation, Opportunity, and Replication (SENIOR) Grants

The Aging States Project (PDF- 294) , completed in October 2002, was a cooperative effort between the Chronic Disease Directors (CDD) and the National Association of State Units on Aging (NASUA) with support provided by both the Centers for Disease Control and Prevention (CDC) and the Administration on Aging (AoA). The project assessed the health-related needs, activities, and partnerships occurring between state health departments and state units on aging, both of which have a shared responsibility for ensuring the health of the nation’s older adults. Recommendations were made to CDC and AOA to promote increased collaboration between the public health and aging services networks, and to support health promotion and disease prevention programs for older adults at the state and local level. Although state units on aging and state health departments bring different resources, approaches, and partners to the table in addressing older adult health, many of these elements are complementary. Collaborations that combine the prevention expertise of the state health departments with the community outreach capacity of the state units on aging can build the momentum needed to address the needs of the rapidly expanding number of older adults in the United States. The SENIOR grant program is an effort to provide assistance to state health agencies interested in establishing or expanding current health and aging activities.

D uring a press conference held on Wednesday, July 6, 2005, inside the SC State House rotunda, several leaders from South Carolina’s three research universities and two of the state’s historically black universities joined for a press release announcing the newly awarded National Science Foundation/EPSCoR Research Infrastructure Improvement (RII) Grant. Clemson University, the Medical University of South Carolina (MUSC), the University of South Carolina (USC), South Carolina State University (SCSU), and Claflin University will share the $9 million grant from the NSF that will boost collaborative research by combining institutional forces. Funding will also help aid in the recruitment of new faculty members. Funding will be divided amongst the institutions over a three-year period. South Carolina was only one of three jurisdictions awarded with this grant; Kentucky and Nevada being the other EPSCoR states. The collaboration of these universities will unite their unique strengths in the effort to improve the quality of life for South Carolina citizens. The award will be matched with $4.5 million in non-federal funding, for a total of $13.5 million.

Extension works with livestock producers to help them improve efficiency of production and increase total farm income. It is important to focus on food quality, animal welfare and being good stewards of the environment. Extension helps producers to focus on product evaluation, assists with performance testing, records and management, improving marketing, control of parasites, and using proper management skills and techniques. Information is distributed through a number of techniques such as newsletters, production meetings, workshops and individual farm visits. Extension assists producers in forming producer organizations and serves in an advisory capacity to many agencies and organizations. BEEF CATTLE INFORMATION DATABASE

What is the Palmetto Fellows Scholarship Program?
The Purpose:
  • RECOGNIZE the most academically talented high school seniors in S.C.; ENCOURAGE academically talented students to attend college in the State; and Help RETAIN talented minority students who might otherwise pursue studies outside the State.
General Eligibility Requirements:
In order to be eligible to apply for a Palmetto Fellows Scholarship, a student must meet ALL of the following minimum requirements:
  • Score at least 1200 on the SAT or 27 on the ACT. SAT scores may be the best combined scores, and all test scores must be submitted to the Commission on Higher Education by no later than the scholarship application deadline. Any scores submitted after the deadline will not be accepted; Earn a cumulative 3.5 GPA on a 4.0 scale or the Uniform Grading Scale at the end of the junior year;
