Gulf Coast states' school board associations launch relief efforts to assist schools
The state school boards associations in Louisiana, Alabama, and Mississippi have organized and launched hurricane relief efforts in their states to assist schools impacted by Hurricane Katrina.
  • The Louisiana School Boards Association is creating a trust fund to handle donations, which will be directed to schools and school districts most in need. For details, contact Executive Director Freddie Whitford or Doris Butler at 225-769-3191.
  • The Mississippi School Boards Association has set up a school relief fund that is collecting donations and launched an adopt-a-school program. A list of schools and their needs are available on the association's Web site.
  • The Alabama Association of School Boards has launched a clearinghouse to connect schools needing assistance with schools, organizations, and individuals who want to help. A list of schools and suggested items to donate are available on the association's Web site.

South Carolina schools have much to be proud of

Currently, South Carolina is spending nearly $7 billion per year on K-12 public education. About 700,000 students are enrolled in our 1,132 public schools, and the instructional/professional staff exceeds 55,000. Additionally, there are more than 53,000 students attending 372 religious or private schools. The quality of life in South Carolina is predicated on their success. S.C. students have posted significant gains on our statewide Palmetto Achievement Challenge Test in all grade levels, subjects and demographic groups. In 2005, South Carolina is ranked second in the nation for teacher quality improvement by the renowned national publication Education Week. The prestigious National Board for Professional Teaching Standards ranks South Carolina third in the nation in the number of teachers nationally certified (3,226). Today the South is the most populous region in the United States. South Carolina proudly ranks fourth among our 13 sister Southern states in per-pupil expenditures and the average annual salary for teachers. Our exemplary teacher/pupil average ratio is 14-1, which ranks South Carolina second in the South and 13th in the nation.

Expulsion for Possession of a Weapon on School Property
(R.68, S.482, Act 39)

[Effective 5/17/95] This act amends Chapter 63 of Title 59, relating to pupils generally, by adding Section 59-63-235 to provide that a school district board of trustees must expel a student who brought a firearm to school or any setting under the jurisdiction the board for no less than one year. This one-year expulsion is subject to modification by the district superintendent of education on a case-by-case basis. Each local board of trustees must establish a policy requiring the student to be referred to the local county office of the Department of Juvenile Justice or its representative. Financing Agreements and Governmental Entities
(R.94, S.48, Act 55)

[Effective 6/7/95] This act amends Chapter 27 of Title 11, relating to bonded indebtedness, by adding Section 11-27-110 to place limitations on finance agreements entered into by governmental entities and to provide that the principal amount of a lease purchase or financing agreement is subject to the constitutional debt limit for political subdivisions and that payments made by the state under such an agreement are deemed general obligation debt service for purposes of the constitutional debt service limit on the state. Section 11-27-110 also provides that the calculation of the limitation on general obligation bonded indebtedness for future general obligation bond issues must include the principal balance of any outstanding financing agreement.

    South Carolina Society Hall The South Carolina Society was first organized in 1737, mainly by French Huguenot businessmen and artisans. It was originally named "The Two Bit Club," as members agreed to weekly dues of two bits, or 15 pence, to the relief of a French Huguenot tavern owner.     Fallout Continues in Goose Creek, South Carolina, High School Drug Raid It just keeps getting worse for the perpetrators of the now notorious drug raid at Stratford High School in Goose Creek, South Carolina, last month. A class action lawsuit was filed December 5, another lawsuit will be filed Monday, and the county prosecutor has handed his investigation of possible police misconduct in the case to state officials for possible prosecution. In that raid, whose impact was heightened this week by the release of new police video of the assault, Goose Creek Police Department officers invaded the school early on the morning of November 5, yelling and screaming at students to get on the floor, waving guns around, handcuffing students slow to comply, and searching the area with drug dogs within inches of the terrified victims. The cops had been called by Principal George McCrackin, who suspected "drug activity" among his charges. No drugs were found, nor were any weapons. Stratford High School is a predominantly white high school, but 90 of the 107 students involved in the raid were black. Some parents and others have suggested the timing and targeting of the raid was racially motivated. In the lawsuit filed earlier this month in federal court in Charleston, 17 Stratford students are suing the city of Goose Creek and the Berkeley County School District, as well as four individuals, for violating their Fourth and Fourteenth Amendment rights. The former protects against unreasonable searches and seizures; the latter bars states from depriving "any person of life, liberty, or property without due process of law," and would be the basis for a charge of racial discrimination. The 17 students are asking for an unspecified amount of damages and an injunction to bar similar raids in the future.

(A) The General Assembly finds that: (1) A safe and civil environment in school is necessary for students to learn and achieve high academic standards.
