Search: For Release: September 15, 2003 FTC Charges South Carolina Board of Dentistry Agency Alleges Illegal Actions Deprived Children of Preventive Dental Care In 2000, the General Assembly amended legislation to make it easier for dental hygienists to provide preventive dental care services to children in schools, by removing the requirement of a pre-examination by a dentist within 45 days of the treatment. In January 2001, hygienists began providing cleanings, fluoride treatments, and sealants in South Carolina schools. In the six months that followed, licensed hygienists had screened over 19,000 children and provided cleanings, fluoride treatments, and other services to more than 4,000 children, including nearly 3,000 Medicaid-eligible children. The school-based services were more convenient for families, thereby dramatically increasing the number of children receiving adequate preventive dental care. The South Carolina State Board of Dentistry is the regulatory body charged with supervising the practices of dentistry and dental hygiene in South Carolina. The Board is not composed of disinterested regulators, however; instead, it consists of seven dentists, six of whom are elected by the licensed dentists in South Carolina, one dental hygienist, and one public member. Thus, the Board is dominated by members of the industry it regulates.

The purpose of the GED Testing Program is to provide an opportunity for these individuals to have the learning acquired from such educational experiences evaluated and recognized. The GED Tests make it possible for qualified individuals to earn a high school credential, thus providing opportunities for hundreds of thousands of adults to:
In South Carolina, approximately 8,500 adults take the GED examination each year. Approximately 60 percent earn passing scores and are awarded a South Carolina High School Equivalency Diploma each year. The GED examination is a nationally normed examination. Graduating high school seniors are administered portions of the GED examination. The passing score is set at a point where 40 percent of all high school seniors would not pass the GED examination.

This publication is intended to give you some basic information about South Carolina's tax laws and how you, as a business owner, are affected. The South Carolina Department of Revenue wants to help your business succeed. We have offices in nine cities throughout the state and we invite you to drop in to discuss your business tax requirements. Forms of Business Organization There are several forms of business organization from which you may choose for your new business. Before deciding which form is best for your business, you may want to consult a tax adviser. The most common forms for business organizations are: Sole proprietorship A sole proprietorship is a business that is owned by an individual who is responsible for all aspects of the business. The owner is personally responsible for all debts of the business, even in excess of the amount invested in the business. Partnership A partnership is a legal entity that is jointly owned by two or more people. As in the sole proprietorship, the partners or owners may be personally responsible for all debts of the business, even those in excess of the amount invested in the business.

Sam and Stan Scoma represent a small but growing trend in the United States. They have completed almost all their elementary and secondary courses by studying at home, just as an older sister and brother did before them. (Typically, home school programs are organized by parents in cooperation with state and local government authorities and with the help of national organizations such as the National Home Education Network [www.nhen.org].) By studying at their own pace, Sam and Stan say they learned a lot about self-discipline and feel they received an outstanding education. Along the way, they participated in sports, music, and church activities. Excellent students in math and science, they have won scholarships to begin their higher education at a two-year community college in their hometown of Columbia, South Carolina, and are thinking about pursuing careers in engineering. Raising Standards and Making Steady Improvement to
Keep Pace with the Expectations of High-Tech Business and Industry
Located in Oconee County, S.C., Walhalla High School enrolls 830 students in grades 9 through 12. Once primarily agricultural, the community is emerging as a high-tech manufacturing area. The change is due in part to a nuclear power plant that was built in the county 25 years ago, bringing an inexpensive power source for industry as well as recreational lakes for tourists and residents. Tri-County Technical College and Clemson University, located nearby, are magnets for business. In such an environment, the county’s unemployment rate averages less than 5 percent. Walhalla High School students come from blue-collar and middle-management families in the low to middle socioeconomic range. Fifteen percent of students are eligible for free and reduced lunch plans. The ratio of teachers to pupils is 22 to 1. RESTRUCTURING THE HIGH SCHOOL The restructuring efforts at Walhalla High School have occurred under the leadership of John Hostetler, a former science teacher and coach who has been principal for 19 years. The South Carolina Department of Education recognized Hostetler’s achievements by selecting him as Tech Prep Principal of the Year in 1996.

VALUES STATEMENT

Under authority granted by the South Carolina General Assembly, the Aiken County Commission for Higher Education entered into an agreement with the University of South Carolina in 1961 to establish a two-year, off-campus center of the University in Aiken County. A small cadre of faculty and staff was assigned the mission of establishing a college community with acceptable operations and standards. The campus opened its doors in September 1961 with 139 students, three full-time faculty members, and a secretary. Mr. Chris Sharpe served as the first Director of the University of South Carolina Aiken Center, which was housed in Banksia, a renovated mansion in the City of Aiken. In 1962, Mr. Bill Casper was appointed Director of the Center.
Initially, the Center offered only freshman- and sophomore-level courses. In 1968, the Center underwent an institutional self-study and was accredited by the Commission on Colleges of the Southern Association of Colleges and Schools to award associate degrees as a branch of the University of South Carolina and as a junior college. The first associate degrees were awarded in June 1968. In 1972, the Gregg-Graniteville Foundation and the Swint Foundation contributed $400,000 to establish a library on campus. This was the largest contribution ever made to a library in the state at that time. The Gregg-Graniteville Library was completed in 1975.
