The Development of School Libraries in South Carolina
The following speech was delivered by Margaret Ehrhardt on March 31, 1988 as the Third Annual Deans' Lecture of the University of South Carolina College of Library and Information Science. Ms. Ehrhardt was Supervisor of School Library Services for the South Carolina State Department of Education from 1970 until the early 1980s.
THE CRUCIAL YEARS: SCHOOL LIBRARY MEDIA CENTERS The years 1945-1985 were crucial years for school library programs, not only in South Carolina, but for the nation as well. The ALA Handbook for 1944 showed that only 15 states had school library supervisors. It was interesting to note that seven of these were Southern states, including North Carolina, Georgia, Florida and Tennessee. Tonight I should like to explore with you some of the significant events that have helped to shape the development of school library media programs in our state. The first significant factor was the employment by the State Department of Education of the first Supervisor of Library Services. It is seldom that one can pinpoint the beginning of a library media program, but this is not true of school library media services in South Carolina. The date was March 29, 1946, and the time was 11:00. It was then that an announcement was made to the School Library Section of the South Carolina Education Association which was in session at University High School here in Columbia that the State Department of Education had received a grant from the General Education Board (of the Rockefeller Foundation) to employ a Library Supervisor. This was the first attempt to bring structure into what had been haphazard library development in the schools.

Checkout Policy Kindergarten and first grade students are allowed to check out one book per week. Students in second through fifth grade check out two books every two weeks for recreational reading and are allowed additional materials when working on reports and projects. Parents are also invited to check out from our media center.
Charges We do not charge fines for over dues but must charge a replacement fee for any materials that have been lost or destroyed.

    University of South Carolina Libraries - The South Caroliniana

    Provided by the University of South Carolina, and supported by the University of South Caroliniana Committee, is one of several special collections libraries on the university campus. The South Caroliniana Society was created “an effort to halt the exodus of the state's historical resources to out-of-state repositories” and today continues to “assist the Library in its mission to acquire, preserve, and disseminate published and unpublished South Carolina-related material.” The resources are divided into four categories: manuscripts, unpublished, modern political and university archives. These can be searched through the university library’s online catalog. Site is well organized, includes links to specific areas of the catalogue, along with directions to narrow your search to South Caroliniana holdings.

South Carolina K-12 Technology Initiative Executive Summary The 1996/97 Appropriations Act committed $20,000,000 and authorized the SC State Budget and Control Board's Office of Information Resources (OIR), in partnership with the State Department of Education (SDE), South Carolina Educational Television (SCETV), and the private sector to begin the first year of a four year project to improve the use of technology in the state's public schools and libraries. To continue the project in 1997-98, the legislature provided a total of $28,366,516 in funding. These agencies, along with BellSouth and the independent telephone companies, formed the School Technology Coordinating Committee, a public/private sector partnership to oversee the development and implementation of this project. A major component of the schools and libraries project was begun by the committee along with the South Carolina State Library. This component was to provide Wide Area Network (WAN) connectivity for the state's 1,136 public schools, 86 districts and 189 public libraries. This WAN connectivity allows the schools and libraries to be a part of the South Carolina Information Network (SCINET). SCINET is a statewide network that connects South Carolina with the rest of the world. As of March, 1998, 96% of the schools and 88% of the libraries currently have dedicated connections or have ordered them. By July, 1998, it is expected that initial installations for all schools and libraries will be completed.

    Summary of the program
    The Improving Literacy Through School Libraries program is designed to improve student literacy skills and academic achievement by providing schools with up-to-date library materials and to ensure that school library media centers are staffed by well-trained and professionally certified school media specialists. The program is administered by the Department of Education and is the first program specifically aimed at upgrading school libraries since the original school library resources program was established in 1965. Numerous studies* show there is a clear link between the quality of library media programs in schools staffed by an experienced school library media specialist and student academic achievement. School library media centers can contribute to improved student achievement by providing up-to-date instructional materials aligned to the curriculum and instructional practices, collaborating with and supporting teachers, administrators, and parents, and extending their hours of operation beyond the school day.
