Joe Wilson was elected to the US House of Representatives on behalf of the people of the Second District of South Carolina on December 18, 2001. The very next day on the 19th, he was sworn in during a ceremony at the Capitol. Since then, the Congressman was appointed to the House Armed Services Committee (serving on the Subcommittee on Terrorism and the Subcommittee on Tactical Air and Land), the House Committee on Education and the Workforce (serving on the Subcommittee on Education Reform and the Subcommittee on Employer-Employee Relations), and the House International Relations Committee
Previously, Rep. Wilson served in the South Carolina State Senate from Lexington County, South Carolina for seventeen years with a perfect attendance record. In 2001, Joe was elected Chairman of the Senate Transportation Committee and also served on Judiciary, Education, General, Agriculture, Invitations Committees, Joint Committee on Aging, and was Vice-Chairman of the Committee to Screen Candidates for College and University Boards of Trustees. He has been a member of the Columbia College Board of Visitors and Coker College Board of Trustees.

From participating as a teenage republican to serving in the halls of the U.S. House of Representatives, Wilson has dedicated much of his life to public service. He began his career as a member on the staffs of South Carolina legends Senator Strom Thurmond and Congressman Floyd Spence. He also worked in the visionary Ronald Reagan administration as Deputy General Counsel for the United States Department of Energy Secretary and served under former South Carolina Governor, Jim Edwards. Wilson was proud to serve in the South Carolina State Senate with perfect attendance for 17 years.
Throughout his life, Wilson has strongly supported the U.S. military. From 1972 – 1975, he served in the United States Army Reserves. After serving as a Staff Judge Advocate in the South Carolina Army National Guard for over 31 years, he retired from military service in 2003.
Joe and his wife Roxanne are the proud parents of four sons, three of whom serve in the U.S. military. Alan, his oldest son, is a Captain in the Army National Guard; Add is a graduate of the U.S. Naval Academy and is now an Ensign attending Uniform Services Medical School; Julian is a recent graduate of Clemson University and is a Second Lieutenant in the Army National Guard, and Hunter currently attends Airport High School. He also has two grandsons.

Final Results
More than 300 middle and high school students from around the state converged on the S.C. Archives and History Center on April 23 to take part in the National History Day state finals competition. The students competed individually and in groups in four categories: historical papers, exhibits, performances and documentaries. The two Gold Medalists in each category earned the opportunity to represent South Carolina at the national competition June 12-16 at the University of Maryland.

    HISTORICAL NOTES:
      The Cadets of the Citadel were ordered to Morris Island on January 1, 1861 to construct and man a site on Morris Island in Charleston Harbor to command the channel to prevent reinforcement of Fort Sumter. On January 9, 1861, the Cadets fired on a Federal steamer, the Star of the West, as it approached Fort Sumter with 200 infantry troops. The Star of the West retraced its route and proceeded out of the harbor and back to New York. History would date the beginning of the conflict from the bombardment of Fort Sumter, rather than the earlier firing three months before on the Star of the West. Thus, the Cadets were relieved of the burden of responsibility for the devastating conflict which was about to unfold. In preparation for war efforts, on January 28,1861, the South Carolina General Assembly passed an act combining the Arsenal and Citadel into one institution: I. That the Arsenal Academy and the Citadel Academy shall retain the same distinctive titles, but they shall together constitute and be entitled, "The South Carolina Military Academy." III. That all graduates of the South Carolina Military Academy, in consideration of their four years service at the said Academy, shall be eligible to any commissioned office, not above the grade of colonel, in the military organization of the State.

    The exact number of military units which were formed in South Carolina is unknown. Some units changed names and / or were consolidated or reoganized during the war and a few were disbanded without seeing service. This list contains 191 known discreet units and is based on the inventory made by the National Archives of the various rosters and service records. The Compendium of Civil War Regiments by Sifakis identifies 171 units, but my list below shows 191 units. I believe this number is pretty accurate. From the State of South Carolina, the following units were formed for service in the Civil War:
      33 regiments, and 2 battalions of infantry
      7 regiments and 1 battalion of cavalry
      1 regiment, and 1 battalion of heavy artillery
      29 batteries of light artillery
    The total loss of the Confederate Armies in killed and mortally wounded will never be definitely known, and can be stated only in round numbers. A summing up of the casualties at each battle and minor engagementusing official reports only, and in their absence accepting Confederate estimates- indicates that 94, 000 men were killed or mortally wounded on the Confederate side during the war. Almost one quarter of these men were from South Carolina. An estimated 23,000 were killed in the war, and 18,666 are known and their names listed in Broken Fortunes To understand the full meaning of these figures one must keep in mind the sparse population of these States. The "military population" of South Carolina in 1861 was 55,046.

Alden Partridge , who had been fired as superintendent of West Point , for overbearing, and at the same time sloppy, administration and running the school as a "sort of aid society for hungry Partridges and impecunious friends." In the year Welles attended, the heavily promoted school's enrollment went from 162 to 400. Meanwhile, Welles found the atmosphere rowdy and overcrowded, the courses in the catalogue mostly nonexistent, and the library poor and grossly misrepresented. The South Carolina State Arsenal, more commonly known as the Old Citadel, is associated with several aspects of Charleston's history. The impetus for the Arsenal's construction in the early 1830s was the 1822 slave revolt led by Denmark Vesey. In 1842 the South Carolina Military Academy, a liberal arts military college, was established by the state legislature. The new Academy took over the arsenal the following year, and the school soon became know as The Citadel in reference to the fortress-like appearance of the building. Many Citadel alumni fought in the Civil War. Cadets remained at the school but were periodically ordered by the governor to support the Confederacy, and helped drill recruits, manufacture ammunition, protect arms depots, and guard Union prisoners. Citadel cadets were responsible for firing the first shots of the Civil War, January 9, 1861, at the Union relief vessel approaching Fort Sumter . From 1865 to 1881, during Reconstruction in Charleston, Federal troops occupied the Citadel and the school was closed. Classes resumed at the Citadel in 1882, and continued here until the school was relocated to a campus on the banks of the Ashley River in 1922.

Newberry College Mitchell M. Zais, Ph.D.
President Dr. Mitchell (Mick) M. Zais has been president of Newberry College since August of 2000. He earned an Engineering Degree from the U.S. Military Academy at West Point; a Master of Arts degree in military history from the School for Advanced Military Studies at Leavenworth, Kansas; and Master of Science and Ph.D. degrees in social psychology and organizational behavior from the University of Washington. He is also a graduate of the National Defense University, Washington, D.C., where he was a post-doctoral research fellow in national security affairs. Dr. Zais has written and published extensively in the fields of organizational behavior, curriculum design, stress, military history and doctrine, and leadership and management, in such professional journals as the Journal of Applied Psychology, Armed Forces Journal International, Military Review, Parameters, etc. His opinion-editorial pieces, written while President of Newberry College, have appeared in newspapers across the state.

South Carolina
One of the thirteen original colonies of the United States, has an area of 30,570 square miles throughout its 35 counties, with an extreme breadth of 235 miles and an extreme width of 215. It is bounded eastward by North Carolina and the Atlantic, with a coast line of 200 miles; Georgia lies to the west and North Carolina bounds it on the north. Columbia is the capital.
PHYSICAL CHARACTERISTICS
South Carolina rises from marshland in its eastern tidewater section to a mountainous region in the extreme western portion of the state. The Pedee and the Santee are navigable rivers flowing into the Atlantic and reaching the sea through deltas in the marsh regions. It is probable that more than half of the state was at one time in dense timber.
POPULATION
The state is twenty-sixth in rank of population according to the census of 1910. The population in 1820 was 502,741; in 1840, 594,398; in 1860, 703,708; 1in 1880, 995,577; in 1900, 1,340,316; in 1910, 1,515,400. Beaufort County is the fifth county in the United States in point of density of negro population, having a percentage of 90.5. In 1790 South Carolina was second only to Virginia in the number of its slaves, having 107,097. The largest cities with their respective populations are as follows; Charleston, 58,833; Columbia, 26,319; Spartanburg, 17,517; Greenville, 15,741.

EDUCATION
For white children there are 2712 public schools in the state (1909) employing 933 men teachers and 3247 women, and reaching 153,807 pupils with an average attendance of 107,368. For negro children there are 2354, employing 894 men teachers and 1802 women, with an average attendance of 123,481. The total revenue for both white and negroes was $42,345,647.72; out of which there was expended $1,590,732.51 for whites and $308,153.16 for negroes. The state's per capita expenditure, according to enrolment, was in 1899, $4.90 for white, $1.42 for negro, $2.69 for both; in 1904, $6.88 for white, $1.47 for negro, $4.08 for both; in 1909, $10.34 for white, $1.70 for negro, $5.67 for both. There are 27 institutions of higher education for whites and 11 for negroes. Of the 27 institutions for whites, 5, non-sectarian, receive a total state support of $355,994.88; 5 are Presbyterian, 3 Methodist, 3

Kershaw County students, teachers, and parents now have a new way to communicate thanks to an online program called eChalk that has been fully implemented in all district schools this year. eChalk, a web-based communication tool, allows every teacher in the district to create his own webpage with minimal training and in a short amount of time. Using a standard format, teachers are posting such items as assignments, class calendars, outlines, announcements, and resources for students and parents. In addition, in high schools, students are using “student safe email” which allows them to send and receive email directly to and from their teachers.
