In 1997, the Medical University of South Carolina launched a bold new campaign referred to as the Healthy South Carolina Initiative. Under this broad banner, 28 separate projects were funded to address particular health concerns with an emphasis on vulnerable populations. Each of the component efforts is intended to improve the health and well being of the community. Although a wide range of approaches is utilized, all projects feature an orientation towards building new partnerships and working across traditional disciplinary boundaries. By sharing experiences across activities, the teams hope to learn from one another and enhance the overall success of the effort.
The Healthy South Carolina Initiative also serves as a valuable resource for educating health professionals. Students from all six Medical University colleges are involved in the projects, acquiring knowledge that cannot be gained in a classroom or hospital setting. Not only do students learn about the health concerns of their community; they also gain insight into their responsibilities with regard to public service and the value of a team approach to problem solving.

SETTLEMENT AGREEMENT BETWEEN THE UNITED STATES OF AMERICA AND LAURENS COUNTY, SOUTH CAROLINA UNDER THE AMERICANS WITH DISABILITIES ACT DJ 204-67-121 BACKGROUND SCOPE OF THE INVESTIGATION This matter was initiated by a complaint filed under title II of the Americans with Disabilities Act of 1990 (“ADA”), 42 U.S.C. §§ 12131-12134, with the United States Department of Justice (“Department”) against Laurens County, South Carolina. The complaint was received by the Civil Rights Division of the Department of Justice, under the authority of 28 C.F.R. Part 35, Subpart F. The complainant alleges that the County Historic Courthouse and other County programs and services are not readily accessible to people with disabilities. Because the County receives financial assistance from the Department of Justice, the investigation was also conducted under the authority of section 504 of the Rehabilitation Act of 1973, 29 U.S.C. § 794, and the Department’s implementing regulation, 28 C.F.R. Part 42, Subpart G. The Department expanded the scope of the investigation to include the County’s compliance with the following title II requirements: C to conduct a self-evaluation of its services, policies, and practices by July 26, 1992, and make modifications necessary to comply with the Department’s title II regulation, 28 C.F.R. § 35.105;

The Bridge This specialized transitional program provides intensive case management services for adolescents who are preparing to leave alcohol and other drug inpatient treatment facilities, juvenile justice facilities or other residential settings and return home to their families and communities. By providing a gradual "step down" transition from an institutional setting and into the community, the program works with both adolescents and their families to increase their chances of a successful return home and reduce their risk of recidivism. The program is available in four locations of the state through the Dawn Center (the designated county authority serving Orangeburg, Bamberg and Calhoun counties), the (the county authority serving Berkeley County), LRADAC, The Behavioral Health Center of the Midlands (the county authority serving Lexington and Richland counties); and the Spartanburg Alcohol and Drug Abuse Commission The Bridge began accepting clients on May 1, 1994. Since then, it has been successful in reducing recidivism and alcohol and other drug use among the target population; improving life skills by working with the adolescents to stay in school, get jobs, participate in GED programs and move on to college; and improving family functioning by involving them in family-strengthening activities. In its short history, The Bridge has been recognized for its achievements twice by national authorities. In 1996, the program was recognized by the American Probation and Parole Association for its innovative approach to working with juvenile offenders. More recently, The Bridge was selected by the Office of Juvenile Justice and Delinquency Prevention of the U.S. Department of Justice as one of three promising approaches in the nation for treating substance-abusing juveniles and was featured on a national video teleconference that aired in December 1997.

PRTM Main Other Entities of PRTM - South Carolina Rural Recreation Project South Carolina Rural Recreation Project Every citizen of South Carolina is entitled to the benefits provided through a comprehensive recreation program. Recreation programs are essential to the development of the individual, family and community, and they provide an important outlet for relaxation and personal enjoyment. The South Carolina Rural Recreation Project is funded through the Public Service Activities budget of Clemson University and is in partnership with the South Carolina Recreation and Parks Association and the South Carolina Department of Parks, Recreation and Tourism. The South Carolina Rural Recreation Project (SCRRP) is designed to help small rural communities that are without established recreation programs to develop their recreation potential. Special emphasis is placed on the use of recreation as a medium for youth development within the larger community context. SCRRP assigns a full-time recreation director to each participating community for the summer months, usually from mid-May to mid-August, over a three-year period. The director coordinates local human, financial and physical resources to create programs that focus on low-cost, lifelong activities for all age groups, from preschoolers to senior citizens.
