The South Carolina Association of REALTORS has a committee specifically dedicated to the housing opportunity issue. The goal of the committee is to develop an initiative on a state-level to assist Local Boards/Associations with a working program to help ease the lack of affordable housing in the state. Local Associations are forming coalitions with local groups to provide educational and monetary assistance to families that desire home ownership. Their efforts include:
  • Elimination of predatory lending Locate neighborhoods for construction and rehab of low-income housing Establish housing trust fund Implement zoning changes Coordinate contributions with the business sector Education of youth on credit issues
The ultimate goal is to initiate a plan of action statewide to make home ownership more affordable and accessible to all South Carolinians. What are Housing Trust Funds?
History of Housing Trust Funds
Housing Trust Fund Model

List of Housing Trust Funds
Housing trust funds are distinct funds established by legislation, ordinance or resolution to receive dedicated public revenues, which can only be spent on housing. The key characteristic of a housing trust fund is that it receives ongoing revenues from dedicated sources of public funding such as taxes, fees or loan repayments. Typically, legislation or an ordinance is passed that increases an existing revenue source, such as a real estate transfer tax, interest from government loans, developer fees, hotel/motel taxes and others. The increase is then committed to the housing trust fund. Housing trust funds are designed locally so they take advantage of unique opportunities and address specific needs that exist within a particular community.

F rank Clark, Joe Harden, Dan Rawls and Len Reed The South Carolina Housing Hall of Fame inducted four new members during the Celebration of Excellence, an event held by the Home Builders Association of South Carolina (HBA of SC) celebrating 10 years of excellence in the home building industry. Frank D. Clark, CAPS, CGR, GCB of Columbia, Joe C. Harden of Hilton Head Island, Dan J. Rawls of Greenville and H. Cullen “Len” Reed, III of Spartanburg were inducted in a ceremony at The Embassy Suites Hotel in Columbia on Wednesday, Jan. 5, 2005. Frank Clark’s significant contributions are reflective of his business success. Clark is an innovator. With each phase of his career, Clark’s work has been marked by a creative style in which he observes a consumer need and customizes a plan to meet it. His “can do it” attitude applies to the housing industry as well. A long time member of the Home Builders Association of Greater Columbia (HBAGC), Clark became involved with the association when he served as membership chairman. He then went on to serve as Secretary, Vice-President and finally President. It was during his term as President that the HBAGC established their highly successful Charitable Foundation and assisted the state in establishing the SC Housing Hall of Fame.

Beers to expose and correct the injustices he experienced and observed during hospitalizations for a diagnosis of bipolar disorder. The Mental Health Association in South Carolina, a nonprofit agency based in Columbia was chartered in 1954, our mission is threefold, to improve the lives of all people with mental illness, promote research within the mental health arena, and improve the knowledge of mental health issues to all South Carolinians. The Mental Health Association in South Carolina and it.s 23 affiliates work in all areas of mental health, including public education, advocacy, direct service, and state and federal mental health policy areas. Our staff and more than 3,000 members work to guarantee quality care and treatment for more than 95,000 people each year treated by the Dept. of Mental Health and those seeking private care. MHA.s are often a first point of contact for families needing help for a family member with mental illness, someone contemplating suicide or a parent needing guidance for an emotionally disturbed child. MHASC sponsors annual conferences on mental health issues, maintains a resource library and web page and coordinates statewide health fairs and screenings. We educate civic groups, churches, the media, elected officials and the public about mental illness. We help navigate the state mental health system for clients and lobby for sound mental health practices and funding in the S.C General Assembly.

Commercial housing programs Most first time buyers use a commercial program to guarantee their mortgage. It is fairly easy to qualify for these programs, but they can be expensive.
Government housing programs There are a number of state and federal affordable housing programs designed to help people make a down payment. Each program has different criteria for eligibility.
  • FHA loans
With an FHA loan, you can put as little as 3% down but there are lots of limitations on who qualifies.
  • VA loans
If you are a U.S. military veteran you may not have to make a down payment. For a fee, the federal government will guarantee your loan as long as it falls within limits.
Other housing options Commercial or government mortgage programs not going to do the trick? There are a number of other loan options available to you buy your new home.
