SOUTH CAROLINA STATE HOUSING FINANCE AND DEVELOPMENT AUTHORITY (Statutory Authority: 1976 Code Section 31-13-340) Definition of the Class "Moderate-to-Low Income." The class "moderate-to-low income" shall consist of those households whose gross income falls between seventy-five percent (75%) and one hundred twenty-five percent (125%) of the "median gross income" of all households in South Carolina. Sixth District, South Carolina Capitol Column 1703 Gervais Street • Columbia, SC 29201 • (803) 799-1100 • Contact: Hope Derrick Black Homeownership Important in SC Sixth District June 29, 2001 When the media report about South Carolina’s Sixth Congressional District they often quote statistics that reflect poorly on the district and its residents. However, there are many positive statistics that should also be publicized about my district. For instance, this district leads those of all my Congressional Black Caucus colleagues’ in the number of blacks who own their own homes. Sixty-two percent of African Americans in the Sixth District are homeowners. Only one other CBC member’s district even reaches a black homeownership rate of 60%. I am proud of this distinction, but I am not naïve enough to be content with it. Although homeownership is widespread in the black communities of my district, there is no indication of the quality of these homes. Many African Americans own family homesteads that have been passed down through the generations, and many of these structures are in rural area without adequate infrastructure and are in dire need of repair or renovations. There is a new means, by which these families can create a new homestead, and by which others can become homeowners.

Established in December 2000, the Smart Growth Alliance (SGA) is a partnership formed to research, identify, and encourage land use development and transportation polices and practices that support smart growth in the Washington, D.C., region. As its first initiative, the SGA developed the Smart Growth Project Recognition Program, which supports good smart growth project proposals and provides political cover for the public officials who support them. Housing Supports - Overview - South Carolina
The South Carolina State Housing Finance and Development Authority administers a number of Federal and State programs directed at low and low-to-moderate income South Carolinians. The Housing Authority is self-sustaining and receives no State appropriation. Through the Authority, individuals and families in South Carolina have a variety of housing support programs available to assist them to find and secure safe, decent, and affordable housing. The Housing Authority administers a contract from the US Department of Housing and Urban Development (HUD) for oversight of rent subsidies through the Section 8 Rental Assistance Program , as well as numerous other housing support programs: Housing Choice Voucher Homeownership Voucher Project Based Certificates Moderate Rehabilitation Program Multifamily Tax Exempt Bond Financing Program Low Income Housing Tax Credit Program Single Family Homeownership Program Homeownership Mortgage Revenue Bond Program.

Programs
C ommunity S ervices B lock G rant (CSBG)
provides an array of funding for vital communtiy initiatives, including assistance for education, employment, emergencies, housing and health care. Community programs are intended to encourage families toward self-sufficiency. CSBG programs are implemented each year through regional community action agencies. Currently, there are fifteen community action agencies throughout South Carolina.
(CSBG is a federal block grant funded by the U.S. Department of Health and Human Services). C ommunity F N makes funding available for nutrition information, health care and food assistance through community action agencies.
G eneral E mergency A ssistance P rogram (GEAP) The Community Services Block Grant (CSBG) provides General Emergency Assistance to assist with utility bills, food, clothing and medical services. The need must be of an emergency nature in order to qualify for assistance. L ocal I nitiative P rojects are services and activities which target the anti-poverty goals as set forth in Section 675(C)(1) of the CSBG Act. Those include projects pertaining to employment, education, income management, energy, health, emergency, housing, nutrition and other areas in which there may be obstacles that impede the attainment of social and economic self-sufficiency by low-income persons.
