Former mayor of Cheraw, SC, Howard has served the Association as executive director since 1992. Prior to accepting the director's position, he was MASC's director for intergovernmental relations for five years. In addition to supervising all Association activities, he is directly involved in MASC's legislative and technical assistance programs. Howard received his bachelor's degree from the Citadel and his masters in Public Administration from the University of South Carolina. Mission: Mission: The primary purpose of the College HelpLine Program is to work with students in the Teacher Cadet Program as well as others who need help getting into college. Priority is given to minorities, first generation college-bound students and those planning to teach. The two basic goals in the program are to assist students with the college admission process and to provide them with information on financial aid.
The Center's College HelpLine Program serves as a liaison between high schools and college admissions and financial aid representatives. College HelpLine tries to get students past the roadblocks that may discourage the prospective college student, as well as his or her parents, from pursuing a college education.To assist in finding information about college scholarships, loans and other programs, the Center publishes College HelpLine , a newsletter featuring a review of current financial aid information.

oversees inspection and enforcement activities for hazardous waste treatment, transportation, and disposal within state and federal guidelines. Hydrogeology provides technical expertise with ground water related issues at solid waste, superfund and hazardous waste sites throughout the state as well as oversees the exploration, drilling, production and regulation of oil and natural gas in S.C. Environmental Indicators oversees compliance, permitting, planning and regulation development for mining and solid waste facilities throughout the state. The Office of Solid Waste Reduction and Recycling which is part of the division, promotes statewide educational programs as well as grants and technical assistance. The Office also oversees MSW Landfill Operator Certification, Full Cost Disclosure, solid waste planning/reporting and financial assurance for solid waste facilities.

WASHINGTON The International Space Station program (ISS) is in need of radical surgery. Out-of-control costs call for a slowdown in building the orbital outpost. There needs to be a reduction in expensive shuttle hops to the facility to four a year. Keeping the number of ISS occupants to three, in a "core complete" status rather than a permanent 7-person crew is necessary for the next few years. Return to List of Annual Accountability Reports EXECUTIVE SUMMARY The Comptroller General's Office provides for centralized accounting and the reporting of financial data in accordance with the statewide program budget structure mandated by the General Assembly and in accordance with Generally Accepted Accounting Principles (GAAP). Criteria used by this office for establishing program priority is based on the primary areas essential to complete our mission and its overall impact on state government. The Comproller General's Office has four divisions to handle the major areas of responsibilities. These divisions, in priority order, are: (1) Central State Audit, (2) Central State Finance, (3) Administration/Local Government, and (4) Data Processing. Central State Audit Division is responsible for ensuring that every dollar appropriated by the General Assembly and spent by South Carolina State Government complies with applicable state laws, rules and regulations. The Central State Audit Division is responsible for auditing and certifying the validity, authenticity, and legality of each disbursement. All obligations incurred in the operation of a state agency and the General Assembly, such as rent, travel expenses, utility bills, and contractual items, must be submitted to the Central State Audit Division for approval prior to payment. This division also processes the payrolls for approximately 55,500 state employees.

The Financing Challenge
South Carolina is the 11th fastest growing state in the country, outpacing the nation overall in terms of major economic indicators. Growth driven by tourism, business services, and international trade has created pressures on the state's transportation infrastructure. With its location at the heart of the southeast, South Carolina's transportation network must serve not only residents, but also tourists and cross-state traffic. Interstate 95, the main transportation corridor along the eastern seaboard, passes through the eastern half of the state, and commercial traffic destined for the nearby cities of Atlanta and Charlotte competes with commuters and tourists for space on the state's roadways. The Port of Charleston has grown with the state's economy, placing increasing demands on Interstate highways and other access routes. Recognizing that the state's economic performance is strongly linked to its transportation network, the South Carolina Department of Transportation (SCDOT) in recent years has been faced with the challenge of how to keep pace with its transportation needs. In addition to meeting demands for new roads to serve growing areas of the state, SCDOT maintains the fourth-largest highway system in the United States, which includes 42,000 miles of state highways and 800 miles of Interstates. Traditional highway funding sources on a pay-as-you go basis have been insufficient to finance needed highway improvements. Not only does the state rank low in terms of Federal funds, but only five states have lower gasoline taxes than South Carolina, and six states have lower diesel fuel taxes.
