Report Card: South Carolina FINANCIAL MANAGEMENT: B+ A recurring problem, however, is the state's habit of expecting more from the feds and other non-general-fund sources than actually becomes available. This nearly always causes overall revenue to come in on the low side (6.7 percent in fiscal year 1997). "We're making a concerted effort to adjust estimates on federal and other funds," says Les Boles, the state budget director. CAPITAL MANAGEMENT: B- A 1994 study here identified about a half-billion dollars in deferred maintenance needs. Since then, the state has done a better job at planning for these expenses, with new projects frequently accompanied by a detailed maintenance plan. "There's definitely a heightened awareness of maintenance needs," the budget director says, "but there's never enough funding." There's also a shortage of information at the state level about how agencies are maintaining their facilities. On the positive side, South Carolina does reasonably careful strategic analysis and monitoring of its new capital projects. Agencies submit five-year plans in preparation for passage of a capital improvement bond bill in the legislature every other year. A Statewide Permanent Improvement Reporting System tracks all capital projects in the state, and monthly monitoring is done to make sure that project expenditures do not exceed budget authority.

    The Small Library Management Training Program is an ongoing, voluntary program that provides management skills to nonMLIS library staff of small community (25,000 or less population) libraries in Texas. Since 1994 more than 350 library directors have taken part in the program, and 165 have completed the entire series.
    The program has been opened up beyond Directors to include public library staff of small community libraries who do not have Master's degrees in Library and Information Science. Currently, there is a program participation limit of two library staff members per library. Each session is tailored to provide essential management skills for library professionals who are responsible for (or would like to learn more about) planning, creating and justifying budgets, hiring and supervising staff, ordering and weeding library materials, and developing policies.     STRATEGY FOR APPLICANTS
    You can use the same application for all three of South Carolina's business programs: it's Masters of International Business Studies (MIBS), its traditional two-year MBA, and its international MBA (IMBA). You need to apply by February 1 if you want to be considered for a scholarship or fellowship. But if you don't want the money, each program has a different final deadline. You can transfer between the MIBS and the MBA program, although only a very few students opt to do so each year.
    The school typically receives about 575 applications for its 150 to 175 MIBS spots. Although language skills are not required for MIBS applicants, they are helpful. So is work experience; about 90 percent of the MIBS Class of 2000 had an average of 2.4 years. The average GMAT score for the MIBS Class of 2000 is 614, and the school says foreign nationals must show at least a score of 600 on TOEFL scores. About 35 percent of the MIBS students are from outside the U.S., and the average age upon entering the program is 25. If you don't want to be considered for a scholarship or a fellowship, the application deadline is March 1.
    If you're interested in the IMBA program, you can send your application to South Carolina or Wu-Wien, the Vienna campus. Because you'll need a visa before you show up in Vienna, you should send a copy of your passport or birth certificate when you apply for one of the 50 open spots and get your application in by February 1. Work experience is not required, but the school says it is very important; IMBAs average 4.4 years of experience and their average age is 28. The average GMAT score for the IMBA Class of 2000 is 575.

Hydrogeology provides technical expertise with ground water related issues at solid waste, superfund and hazardous waste sites throughout the state as well as oversees the exploration, drilling, production and regulation of oil and natural gas in S.C.
