SOUTH CAROLINA RECEIVES NATIONAL RECOGNITION FOR ITS NONPOINT SOURCE MANAGEMENT PROGRAM
March 23, 2000
The U.S. Environmental Protection Agency announced today that South Carolina's Nonpoint Source Management Program has been awarded "Enhanced Benefit Status." This action recognizes that the State's program has demonstrated a proven track record of effective implementation and incorporates the nine key elements of an effective program. This program demonstrates many strengths; in particular, the integration of the coastal nonpoint pollution control program and its enforceable management measures. With this recognition, South Carolina's Nonpoint Source Management Program will be afforded top priority for developing multi-year work plans; minimal EPA review of grant work plans; minimum reporting requirements; substantially reduced intensity and frequency of EPA oversight; and top priority for advanced technical expertise and assistance. EPA and South Carolina will review this status every two to three years to assure that the Nonpoint Source Management Program continues to include all nine key elements and maintains a proven track record of implementation.

KATE was created by the South Carolina Coalition for Natural Resource Education, which is made up of state agencies and private entities that are concerned with natural resources education, conservation and stewardship. Collaborators: Governmental agencies such as the S.C. Dept. of Education, the S.C. Forestry Commission and the S.C. Dept. of Natural Resources, and private groups such as the Garden Clubs of South Carolina. Audience and Numbers: "Since piloting in 1992, over 30,000 kids and almost 5,000 teachers and chaperones have gone through KATE ," said George Kessler, Clemson Extension forestry professor and one of the program developers. KATE has been so successful that a Pre-KATE version has been developed. The one-day curriculum for grades 3 and 4 kicked off Nov. 29-Dec. 10 at Clemson University's Sandhill Research and Education Center and Harbison State Forest. Success Story: Clemson University Program Title: Youth Palmetto Leadership Program Description: Youth Palmetto Leadership is a county-based leadership, community awareness, and citizenship development program. This effort is a bridge between community development and 4/H and youth development personnel in extension.

"Brownfields are real property, where the expansion, redevelopment, or reuse has been complicated by the presence or potential presence of a pollutant." The Brownfields/Voluntary Cleanup Program Act (See Act 258 ) was signed in May 2000.
The Brownfields component of the Voluntary Cleanup Program allows a non-responsible party to acquire a contaminated property with State Superfund liability protection for existing contamination by agreeing to perform an environmental assessment and/or remediation. The amount of environmental work is site specific and dependent on the intended future use of the site. Our goal is to facilitate redevelopment of a property that hopefully will create new jobs and boast our economy, while protecting human health and the environment. Once staff and a non-responsible party have agreed upon an approved scope of work for a site investigation and/or remediation, the party enters into a voluntary cleanup contract. Staff oversees the cleanup efforts to ensure that activities are performed to our satisfaction. Upon completion of the negotiated work in the voluntary cleanup contract, the non-responsible party receives State Superfund liability protection.
