Clemson University-Clemson. How legislators perceive the Cooperative Extension Service is important to the future of this statewide agency. Since legislators determine the major funds that support Extension programs, they need to know and understand the structure and operation of the agency as a basis for making decisions. To determine the extent of the legislators' knowledge about the educational activities and programs Extension provides South Carolina citizens, a study was conducted in 1985. In South Carolina, the continuing population shift from rural to urban areas created legislative redistribution that may influence how appropriations are determined. Census reports show the state's urban population increased from 36.8% to 53.6% between 1950 and 1980. As its clientele has been largely concentrated on farms and in rural areas, Clemson University Cooperative Extension Service (CUCES) was concerned about the support that a more urban legislature might give to requests for appropriations. Its continued success depends on the image it projects to the legislators on whom it relies for financial support. Cooperative Funding Extension programs are financed cooperatively from federal, state, and county sources. The current national distribution pattern reflects federal support amounting to 40%, state support also about 40%, county support 18%, and two percent from nontax sources.1

Professor John Freeman at the University of South Carolina School of Law reminds us of the changes to the Rules of Professional Conduct, As of October 1, 2005, every lawyer in SC who maintains a trust account must, under new Rule 1.15(h), " file with the financial institution a written directive requiring the institution to report to the Commission on Lawyer Conduct when any properly payable instrument drawn on the account is presented for payment against insufficient funds.

Lexington County operates under the Council/Administrator form of government implemented in January 1976 in accordance with the Home Rule Act enacted by the South Carolina General Assembly. Office hours for most departments are from 8 am to 5 pm, Monday through Friday except for holidays. Departments Animal Services:
The Lexington County department of Animal Services assumes several roles in Lexington County. Its main purpose is to prevent animal attacks and to control the numbers of stray animals, but it is also active in a number of other areas. The top priority for Animal Services is to keep the public safe from animals that harm humans. These services include controlling vicious or rabid animals that can attack adults or children.
Animal Services also picks up stray animals and enforces ordinances that require identification tags on pets. In addition, the department provides a temporary shelter for stray animals so they can be reunited with their owners or, if unclaimed, can be adopted out to new owners.

Program/Policy Description The Family Independence Program transformed South Carolina's welfare program into a transitional assistance program that places a strong emphasis on participants engaging in socially responsible behavior and becoming self sufficient through employment and employment-related activities. The goals are to assist families to become economically independent through the reform of four major aspects of public assistance: (1) employment and training; (2) welfare time limits and financial eligibility; (3) parental responsibility; and (4) child support enforcement initiatives. This study is a process analysis of the implementation of FI policies and procedures.

Rural Housing Programs
Rural housing is a major part of the Rural Development mission area and is committed to assisting those families and individuals in South Carolina with their needs for decent, safe, sanitary, and affordable housing.
Section 502 Program-Insured: A single family housing direct loan program that provides opportunities for very low- and low-income families and individuals to purchase, construct or rehabilitate their own homes with a direct loan from Rural Development. The homeowner's monthly mortgage payment is based on their income. Section 502 Program-Guaranteed: The loan guarantee program provides guarantees to lenders. Lenders may approve loans up to 100 percent of the appraised value for moderate income applicants. An approved lender originates the loan and the agency will guarantee 90 percent of the mortgage. Section 504 Program-Insured Loans and Grants: The loan and grant program can assist qualified very low-income homeowners to make repairs to improve or modernize their home, to make their homes safer and sanitary or to remove health and safety hazards. Grants are available for repairs that remove health or safety hazards to qualified applicants 62 years of age or older.

Q. Can non-profit organizations removed from the FHA Non-profit Organization Roster participate in the HOME Program? A. Non-profit organizations are important participants in HUD's efforts to further affordable housing opportunities for low- and moderate-income persons through the Federal Housing Administration (FHA) single-family programs. The special role provided for non-profit organizations in FHA regulations is intended only for those organizations that are financially viable and actively involved in the furthering of affordable housing in their communities. On June 6, 2002, HUD published a final rule establishing procedures for developing and maintaining a roster of qualified non-profit organizations, as well as for removing poorly performing non-profit organizations. Through the Office of Single-family Program Development (OSFPD), FHA maintains a Non-profit Organization Roster to provide a means for mortgagees and the general public to verify that non-profit organizations are qualified to participate in specified FHA activities. These placement and removal procedures protect participants in the FHA single-family programs and safeguard FHA insurance funds.

National Park Service COWPENS NATIONAL BATTLEFIELD CURRICULUM GUIDE Dear Educators, Education has been one of the guiding principles of the National Park Service since its creation in 1916. Helping visitors understand the history and stories of each unique area is still a vital function of the NPS (National Park Service.) During the 1960s, an emphasis on Environmental Education was begun and through this effort, curriculum materials and programs were instituted for that purpose. During the Bicentennial era, more educational programs were written to focus on our nation’s history. Since that time, parks have begun to develop curriculum materials for use both in the classroom and in the park that focus on not only the environment (science) but include other facets of instruction, such as the arts, cultural information, etc. In 1999, Cowpens National Battlefield submitted a competitive request to fund a Parks As Classrooms resource and activity guide to aid educators. The document represents many hours of work by a dedicated cadre of individuals that have worked with this concept since March 2000. Every effort has been made to include good background information to help teachers take the process of learning to a new level. The document has been written for grades 3-8, but adaptations could be made for other grades as well.
