Program/Policy Description The Family Independence Program transformed South Carolina's welfare program into a transitional assistance program that places a strong emphasis on participants engaging in socially responsible behavior and becoming self sufficient through employment and employment-related activities. The goals are to assist families to become economically independent through the reform of four major aspects of public assistance: (1) employment and training; (2) welfare time limits and financial eligibility; (3) parental responsibility; and (4) child support enforcement initiatives. This study is a process analysis of the implementation of FI policies and procedures.

    Evidence of effectiveness: In multiple clinical trials, FFT achieved significant reductions in the proportion of youths who reoffended (60 percent of treated youths were arrested after the program versus 93 percent of controls in one study and 11 percent versus 67 percent in another) and the frequency of offending up to 2.5 years after participation in the intervention.     Since the late 1970s, mental health services continue to be transformed by the growing influence of consumer and family organizations (Lefley, 1996). Through strong advocacy, consumer and family organizations have gained a voice in legislation and policy for mental health service delivery. Organizations representing consumers and family members, though divergent in their historical origins and philosophy, have developed some important, overlapping goals: overcoming stigma and preventing discrimination, promoting self-help groups, and promoting recovery from mental illness (Frese, 1998).
    Origins and Goals of Consumer Groups
    A Mind That Found Itself (1908), galvanized the mental hygiene reform movement (Grob, 1994). Beers was among the founders of the National Committee on Mental Hygiene, an advocacy group that later was renamed the National Mental Health Association. This group focuses on linking citizens and mental health professionals in broad-based prevention of mental illness.     SETTLEMENT AGREEMENT BETWEEN THE UNITED STATES OF AMERICA AND LAURENS COUNTY, SOUTH CAROLINA UNDER THE AMERICANS WITH DISABILITIES ACT DJ 204-67-121 BACKGROUND SCOPE OF THE INVESTIGATION This matter was initiated by a complaint filed under title II of the Americans with Disabilities Act of 1990 (“ADA”), 42 U.S.C. §§ 12131-12134, with the United States Department of Justice (“Department”) against Laurens County, South Carolina. The complaint was received by the Civil Rights Division of the Department of Justice, under the authority of 28 C.F.R. Part 35, Subpart F. The complainant alleges that the County Historic Courthouse and other County programs and services are not readily accessible to people with disabilities. Because the County receives financial assistance from the Department of Justice, the investigation was also conducted under the authority of section 504 of the Rehabilitation Act of 1973, 29 U.S.C. § 794, and the Department’s implementing regulation, 28 C.F.R. Part 42, Subpart G. The Department expanded the scope of the investigation to include the County’s compliance with the following title II requirements: C to conduct a self-evaluation of its services, policies, and practices by July 26, 1992, and make modifications necessary to comply with the Department’s title II regulation, 28 C.F.R. § 35.105;
