DSS Helps Families at Hurricane Katrina Reception Center
Pictures from the Hurricane Katrina Reception Center, coordinated by South Carolina Cares. Richland and Lexington County DSS staff helped 450 families with benefits totalling $67,000.
To become a foster or adoptive parent, call 1-800-CARE-4-US
DSS considers adoptions for children who are unable to return home or be placed with relatives. Adoption services include assesement of children, recruitment of adoptive families and placement of children in adoptive homes. DSS also offers services to birth parents who are considering adoption for their child or children. Post-adoption services exist for adoptive families, adult adoptees and birth families.
DSS provides assistance to people in need
The South Carolina Department of Social Services is committed to helping people build better lives. Because of the changes in the welfare laws, DSS has become an agency that focuses on employment and training for its clients while maintaining its commitment to ensuring the well-being of the children and families it serves.

During the school year, the Afterschool Snack Program provides free nutritious snacks to children who spend their afternoons in organized programs of after school care. General Program Information
The Agromedicine Program (AP) is one element of the Division of Public Health and Public Service of the Department of Family Medicine at the Medical University of South Carolina (MUSC). It was established in 1984 as a partnership between MUSC and Clemson University. The AP was recognized by the W.K. Kellogg Foundation in 1986 as a national leader in an innovative approach that links medicine and agriculture to improve the health and safety of agricultural workers and of the public as the consumers of agricultural products. C ommunity S ervices B lock G rant (CSBG)
provides an array of funding for vital communtiy initiatives, including assistance for education, employment, emergencies, housing and health care. Community programs are intended to encourage families toward self-sufficiency. CSBG programs are implemented each year through regional community action agencies. Currently, there are fifteen community action agencies throughout South Carolina.
(CSBG is a federal block grant funded by the U.S. Department of Health and Human Services). C ommunity F N makes funding available for nutrition information, health care and food assistance through community action agencies.
G eneral E mergency A ssistance P rogram (GEAP) The Community Services Block Grant (CSBG) provides General Emergency Assistance to assist with utility bills, food, clothing and medical services. The need must be of an emergency nature in order to qualify for assistance. L ocal I nitiative P rojects are services and activities which target the anti-poverty goals as set forth in Section 675(C)(1) of the CSBG Act. Those include projects pertaining to employment, education, income management, energy, health, emergency, housing, nutrition and other areas in which there may be obstacles that impede the attainment of social and economic self-sufficiency by low-income persons.

Summary of Legislation
The Early Childhood Development and Academic Assistance Act of 1993, known as Act 135, added to Education Improvement Act funds to provide for the expansion of "Target 2000" to all 91 school districts by the year 1994-95 and allows schools more flexibility in using funds. In their five-year plans for serving children from birth to age five, districts must include a parenting/family literacy component that creates partnerships with health and human service agencies, adult education programs and community organizations. Districts also must make intensive efforts to recruit parents whose children are at risk for school failure, must provide parent education and are encouraged to offer parents opportunities to improve their education if they do not possess a high school diploma or its equivalent. The legislation provides for the State Board of Education to promulgate regulations, but these regulations have not yet been approved by the General Assembly.

Administrative Structure
The "Guidelines for Implementing Parenting/Family Literacy As Required By Act 135" address service delivery methods, needs assessment and developmental screening. They call for an annual evaluation of each program and collaboration with other local agencies. In the "Guidelines," at-risk children are defined according to criteria including developmental delays, unstable homes, poverty, limited English proficiency, low educational level of parent, unusual age of caregiver, poor health, child abuse and neglect, inadequate parenting and inadequate access to critically needed family services.

    Each year in South Carolina, several thousand young people under the age of 17 are charged with criminal offenses. Some of these are minor infractions, while others are major, sometimes violent, offenses. The community response to juvenile crime should include rehabilitative and prevention strategies aimed at a reduction in the rates of incarceration and recidivism. This is best accomplished through community based programs for non-violent offenders, thereby reserving the limited space at the juvenile facilities for the more serious offenders. The Youth Mentor Program was founded in the fall of 1992 by the Fifth Circuit Solicitor and a small group of area ministers. Their focus was on addressing the issues of the increase in juvenile crime, incarceration and recidivism rates, and on offering viable solutions to these problems.
