PROGRAM/DIVISION OFFICE OBJECTIVE PERFORMANCE MEASURES Business Administration To supervise the operations of the Division of Business. The mission of the Division of Business is to provide an array of professional services to the State Department of Education, school districts, state and federal agencies, and other entities promoting education. The scope of our mission encompasses the areas of finance, procurement, data management, and human resources, as well as providing mail, printing and supply services. Our goal is to provide the highest quality service in response to requests by our customers. Additionally, we must anticipate their needs and acquire the capability to master the dynamic requirements of the future. The primary thrust of our efforts is to provide services that support education for the benefit of the citizens of South Carolina. Administered the day to day operations of four offices with 79 employees. In this effort, conducted weekly meetings with the directors, monthly divisional meetings, and interfaced with the Department's Senior Staff, school district personnel, legislators and their staffs, the media and the public.

    What Is Effective Professional Development? ( Council Chronicle , November 2002) South Carolina Adds Early Literacy Initiative, Makes Plans to Expand Reading Initiative There's always something new," says Sonya Brown, a second-grade teacher at Rivelon Elementary School in Orangeburg, South Carolina. She's referring to the classroom ideas and professional support she receives from the South Carolina Reading Initiative (SCRI). Now in its third year, SCRI is a statewide adaptation and implementation of NCTE's Reading Initiative program, which provides long-term, research-based professional development for teachers and administrators who are working to improve students' reading and writing abilities. To share a sense of scope, it's projected that over 50,000 K-5 students are in classes led by about 2,000 teachers and administrators participating in SCRI from approximately 200 schools in 50 of the state's 85 school districts. About 100 literacy coaches are lending support.

Nov March 2003 Topics current topics The National Science Foundation (NSF) has recently announced that funding for the establishment of the SouthEast Center for Ocean Sciences Education Excellence (Southeast COSEE) has been approved. Southeast COSEE will foster collaborations between ocean science researchers and educators, and translate the research into high-quality education programs. The Southeast center is one of seven regional centers in the United States. Southeast COSEE will be headquartered at the S.C. Sea Grant Consortium office in Charleston, S.C. Spence is currently in the process of establishing a Southeast COSEE board of advisors, and three staff members have been hired: research specialist Dr. Carrie Thomas, located in Raleigh, N.C., and curriculum specialist Jennifer Jolly Clair and administrative assistant Carolyn Robinson, both located in Charleston, S.C. An education specialist will soon be hired who will work within the Georgia Sea Grant program. Southeast COSEE lead partners include representatives from state and federal marine science programs, higher education institutions, research facilities, local and state education departments, science education centers, aquaria, non-governmental organizations and professional societies in North Carolina, South Carolina and Georgia.
