Programs funded with state resources must meet these standards and must provide training, modeling, and coaching on instructional leadership and school-based improvement. In October 1999, in response to the state legislation, the Office of Professional Development in the State Department of Education enlisted the National Staff Development Council to support the implementation of professional development standards for our State. Over 250 educators from South Carolina's school districts, the State Department of Education, and the Executive Board of the South Carolina Staff Development Council met to craft professional development standards and indicators for South Carolina. The South Carolina Professional Development Standards are based upon national standards for professional development. The national standards for staff development were developed by the National Staff Development Council (NSDC) in collaboration with American Association of School Administrators (AASA), Association for Supervision and Curriculum Development (ASCD), National Education Association (NEA), National Association of Elementary School Principals (NAESP), National Association of Secondary School Principals (NASSP), National Middle School Association (NMSA), and representation from higher education, foundations, and school district staff members from across the country. The South Carolina Professional Development Team gratefully acknowledges the framework and standards developed by the National Staff Development Council.

COLLEGE OF EDUCATION - CLINICS, CENTERS AND SERVICES
Service to the community represents a large portion of the College's mission. Centers and clinics are tangible ways for College of Education faculty members to provide direct assistance to parents, children, and others who need their expertise. In addition, a number of programs and projects are designed to assist teachers, administrators, and school districts locally, regionally, nationally, and internationally. The Museum of Education , located on the first floor of the College of Education Building, is one of the few active museums of education in the United States. The facility includes archival materials, reference volumes, special collections, and exhibits. Among the most noted collections are South Carolina college and university catalogs and yearbooks, South Carolina K-12 textbooks, the John Hawley college and university postcard collection, and the professional papers of a number of educational leaders. Also in the Museum's holdings are reference volumes, photos and artifacts, audio and video recordings, and South Carolina biographical and school files.

New websites for all teachers and schools with eChalk
Kershaw County students, teachers, and parents now have a new way to communicate thanks to an online program called eChalk that has been fully implemented in all district schools this year. eChalk, a web-based communication tool, allows every teacher in the district to create his own webpage with minimal training and in a short amount of time. Using a standard format, teachers are posting such items as assignments, class calendars, outlines, announcements, and resources for students and parents. In addition, in high schools, students are using “student safe email” which allows them to send and receive email directly to and from their teachers. The Kershaw County School District is currently studying the district's school facility needs to provide improved equity among schools throughout the county and to respond to growth in the district. Exemplary Practices in Teacher Recruitment
South Carolina
The South Carolina Center for Teacher Recruitment (SCCTR) is the oldest and most effective teacher recruitment center in the nation. It began as a center that piloted a Teacher Cadet Program in four high schools and now operates 12 programs aimed at identifying, attracting, placing and retaining well-qualified teachers in South Carolina classrooms. The SCCTR also assists state and local leaders in addressing the issue of teacher recruitment and retention. State leadership for career/technical education in South Carolina is working with the SCCTR staff to make career/technical teachers a target group and to develop a strategy for these teachers. South Carolina is anticipating hiring as many as 250 career/technical teachers over the next four years. The SCCTR target groups are middle and high school students, college students and adults. The Center provides these major programs: Minority Recruitment — This program offers activities to increase the number of minorities entering education. It includes a partnership with the South Carolina Association of Black School Educators and the Eisenhower Consortium for Mathematics and Science Education. ProTeam Middle School Program — This program is designed to interest middle school students in the education profession before they become "turned off" to the possibility of a career in teaching. Participating in teacher-like activities is essential to the program.
