Statewide
Tom Jewell reports that a statewide South Carolina roundtable convened in Columbia, SC on February 11, 1997. Prior to the meeting, participants expressed their level of agreement with the vision elements and principles developed at the pre-Forest Congress South Carolina roundtable, and the six most highly supported principles developed at the Seventh American Forest Congress. These results were tallied before the roundtable session. At the roundtable, the participants worked in small groups to identify local issues associated with each principle, suggest possible action steps to address each issue, and identify relevant local organizations that might tackle each issue. The results of the meeting were sent to everyone who had been invited to solicit any additional comments. The revised, final results will be presented to the organizations identified as being appropriate to deal with the identified issues. The following is a summation of the considerations on the South Carolina principles. The principles are numbered based on the results of the first roundtable. Following the principle is the level of support, voiced by the participants of the second roundtable, indicated by green ("I am very comfortable with this principle"), yellow ("I am uncomfortable, but I can live with this principle"), and red ("I am uncomfortable and cannot live with this principle").

Long-term, I think education, both in terms of awareness and participation, of members needs to be incorporated into any long-term plan as we debate and move legislation through the Congress.

Model Nursing Act and Rules
Chapter 33 Article 1: General Provisions 40-33-10. Definitions. For the purposes of this chapter:
  • "Board" means the State Board of Nursing for South Carolina.
  • "Temporary permit" means a current time-limited document which permits the practice of nursing at the level for which one is seeking licensure.
  • "License" means a current document permitting the practice of nursing as a registered nurse or a licensed practical nurse.
  • "Registered nurse" means a person to whom the board has issued a license as registered nurse.
  • "Licensed practical nurse" means a person to whom the board has issued a license as licensed practical nurse.
  • "Practice of practical nursing" means the performance for compensation, under the direction of a registered nurse, licensed physician, or licensed dentist, of acts in health care maintenance, care of the ill, injured, and infirm, and in administering treatments and medications as authorized and prescribed by a licensed physician or licensed dentist, which acts require knowledge, judgment, and skill as prerequisites to licensure under this chapter, and which do not include acts of diagnosis or prescription of therapeutic or corrective measures. A licensed practical nurse may perform additional acts requiring special education and training, approved by the board, which are proper for the licensee to perform and which are recognized by the board through its regulations.
  • "Lapsed license" means the termination of an individual's privilege to practice nursing due to the individual's failure to renew the nursing license within a specified period of time.
