It also focuses on methods of evaluating the functions of these systems and on the selection and application of appropriate therapeutic interventions to alleviate pain; to maintain, improve, or restore function; and to prevent dysfunction. The Profession Physical therapists are specialists in evaluating and treating disorders of the human body by using physical means rather than drugs. They are legally and ethically responsible for planning, implementing and evaluating a physical therapy program. This responsibility often includes instructing patients and their families and supervising physical therapist assistants, physical therapy aides, students, and other healthcare workers in carrying out the program or selected parts of it. The physical therapist consults and works closely with the patient's physician and other healthcare practitioners in establishing treatment objectives which are realistic and consistent with the patient's needs.

Pursuant to S.C. Code Ann. §§ 1-23-110 and 1-23-111 (Supp. 1999), a public hearing was held on November 13, 2000, at the offices of the Administrative Law Judge Division (Division) in Columbia, South Carolina, to determine the "need and reasonableness" of these proposed regulations. The proposed regulations establish rules and standards which apply and further clarify the guidelines for continuing insurance education for individuals qualified or licensed to act as insurance agents in South Carolina. Pursuant to Rule 45, ALJDRP, "...the agency shall provide a statement confirming the need for a hearing as required by S.C. Code Ann. § 1-23-110 (1976) (as amended) on the basis that a request for a hearing was made by twenty-five (25) persons, a governmental subdivision or agency, or an association having not less than twenty-five (25) members." On November 2, 2000, the Department of Insurance (Department) timely forwarded a request for public hearing filed by The South Carolina Association of Insurance and Financial Advisors, an association comprised of more than twenty-five (25) members. At the public hearing, the Department and interested persons were given the opportunity to present written materials and oral testimony, all of which were incorporated into the record of the hearing.

CURRICULUM AND INSTRUCTION
Health Education
The Comprehensive Health Education Act Section (2002) requires students in grades Kindergarten through 8 to receive instruction in health each year, and for students in grades 9 through 12 to receive instruction at least once. State Board of Education Regulation (1992) provides various options for the delivery of instruction in grades 9-12, although students are not explicitly required to take health in order to graduate.
The South Carolina Board of Education adopted the Health and Safety Standards on May 10, 2000. The state does not require schools to follow a specific curriculum, nor does it provide one.
Students in South Carolina are not required to take an assessment that covers health education at any point.
HIV, STD, and Pregnancy Prevention Education
The Comprehensive Health Education Act requires that "in grades 6 through 8 sexually transmitted diseases are to be included as a part of instruction. And, at least one time during the four years of grades 9-12, each student shall receive at least 750 minutes of reproductive health education and pregnancy prevention education. The program of instruction provided for in this section may not include a discussion of alternate sexual lifestyles from heterosexual relationships including, but not limited to, homosexual relationships except in the context of instruction concerning sexually transmitted diseases."
