The Exchange Club Center for the Prevention of Child Abuse of the Lowcountry, Inc. d/b/a Exchange Club Parent/Child Resource Center is a South Carolina-based non-profit corporation providing prevention/intervention human services to families in Charleston, Dorchester, and Berkeley counties. Vision Our vision is to broaden the scope and increase the effectiveness of community based efforts to prevent child abuse and neglect in the tri-county area (Charleston, Berkeley and Dorchester) and to assist in this effort statewide. The Center utilizes the logo/ trademark established by the National Exchange Clubs, under which it does business, and to the slogan “Cherish the Child – Prevent Child Abuse ”. Mission To serve as a community resource that establishes programs and increases awareness of the depth and breadth of child abuse and neglect, and to build a statewide child abuse prevention network through the promotion of cooperation and participation of South Carolina Exchange clubs that is consistent with the National Project. Exchange Clubs of South Carolina Services The Center offers three types of services:
  • I. Parent Education and Parent Support, P.E.P.S These programs are designed to assist parent(s), guardians, and childcare providers in expanding their knowledge and understanding of child development and increase their parenting skills. The weekly classes for parents use a nationally proven “Systematic Training for Effective Parenting" (S.T.E.P.) model. When the Center was started in 1985, donations and grant funds supported the development and implementation of the parenting classes to low-income families. Over the years the Center expanded its selection of classes and broadened its service base to include all socioeconomic families. The parent education classes continue to receive support from Trident United Way in addition to generating revenue through fees and billing to referring social service agencies. (

The South Carolina Aquarium encourages all South Carolina homeschool groups to participate in the Aquarium's free, Standards-Based Structured School programs. We mail copies of our Structured School Programs materials to public school and to homeschool local support groups each year in early August. Homeschool groups should fill out the registration form included with the materials and send it to the Aquarium by the deadline. Forms can also be found by clicking on the "Free School Programs" link to the left. Homeschool group applications received by the deadline will be included in our random drawing that will determine structured school group visitation throughout the school year.
The minimum number of students that we can accommodate per program is twelve and the maximum number is thirty-five; these arrangements should work for most homeschool groups. We encourage small homeschool groups to partner with one another to meet the Aquarium's program requirements.
We realize that homeschool groups may have a broad grade level representation, and we will work with this. We encourage all groups to TRY to pull together students of similar grade levels; the group, as a whole will learn more while at the aquarium. Please indicate the grade level range of your group on your application.

    Prevent Child Abuse America
    (formerly the National Committee to Prevent Child Abuse) in 1983. Today we are the single statewide chapter of Prevent Child Abuse America The Council on Child Abuse and Neglect offered the first multi-disciplinary, field-specific seminar in the state in 1976. This event, started in a local church with 50 participants, has grown into a three day annual conference attended by more than 800 professionals and is highly respected throughout the Southeast. The conference exposes front-line workers to national, regional and local experts presenting "state of the art" information. In 1978, a Parent Aide program was initiated. This intensive home visitation program was the first paraprofessional, family-centered, home based prevention program of support and education for maltreating parents. The program was initially offered for Richland County residents, but is now offered in the four-county Midlands area. More than 2500 families have participated in this program since its inception.

South Carolina First Steps to school Readiness ('First Steps') is a comprehensive, results-oriented statewide education initiative to help prepare our children to reach first grade healthy and ready to succeed. Signed into law in June 1999, First Steps is for children pre-first grade and their families. Public and private support are combined through county partnerships to enable individual communities to address the unmet needs of young children and their families. Why First Steps? Nearly 1 in 7 SC children are assessed 'not ready' for first grade. In some communities, this statistic is as poor as 1 in 4, or greater. Research studies repeatedly show that children who arrive unprepared for first grade's challenges have a difficult time catching up and succeeding throughout the rest of their school years. Many of these students drop out of school or do not find fulfilling productive jobs after high school as a result of their slow start.     In December, 1997, NASA Dryden Flight Research Center funded Dan Biezad, Professor of Aerospace Engineering, and Robin Ward, Assistant Professor of Mathematics, both of California Polytechnic State University, San Luis Obispo, to develop materials for K-12 teachers based on aeronautical themes and NASA projects.     Among the SREB states, the most impressive evidence of the effectiveness of early childhood education comes from South Carolina , which has been testing the readiness of children entering first grade since 1979 and has had a state-funded prekindergarten program for at-risk 4-year-olds since 1984. In 1979 only 60 percent of new first-graders met the state readiness standard; by 1998 that number had risen to 81 percent. South Carolina officials attribute the increase in readiness to the prekindergarten program, which served almost 30 percent of all 4-year-olds by 1998-99, and to the move to full-day kindergarten, which began in 1996. Readiness scores rose steadily following the introduction of the prekindergarten program, and by the early 1990s the passing rate for new first-graders had leveled off at about 75 percent. Then, in 1996-97, the Legislature provided funding for about one-third of students to move from half-day to full-day kindergarten. Funding was increased in each of the next two years until full-day kindergarten was available to all children in 1998-99.
    Between 1995 and 1997, the first year after full-day kindergarten became available, the number of new first-graders passing the readiness test rose dramatically, from 74 percent to 80 percent. The passing rate rose again in 1998, to 81 percent.
