Expulsion for Possession of a Weapon on School Property
(R.68, S.482, Act 39)

[Effective 5/17/95] This act amends Chapter 63 of Title 59, relating to pupils generally, by adding Section 59-63-235 to provide that a school district board of trustees must expel a student who brought a firearm to school or any setting under the jurisdiction the board for no less than one year. This one-year expulsion is subject to modification by the district superintendent of education on a case-by-case basis. Each local board of trustees must establish a policy requiring the student to be referred to the local county office of the Department of Juvenile Justice or its representative. Financing Agreements and Governmental Entities
(R.94, S.48, Act 55)

[Effective 6/7/95] This act amends Chapter 27 of Title 11, relating to bonded indebtedness, by adding Section 11-27-110 to place limitations on finance agreements entered into by governmental entities and to provide that the principal amount of a lease purchase or financing agreement is subject to the constitutional debt limit for political subdivisions and that payments made by the state under such an agreement are deemed general obligation debt service for purposes of the constitutional debt service limit on the state. Section 11-27-110 also provides that the calculation of the limitation on general obligation bonded indebtedness for future general obligation bond issues must include the principal balance of any outstanding financing agreement.

Support the Archives The Founding Fathers: South Carolina Pierce Butler, South Carolina One of the most aristocratic delegates at the convention, Butler was born in 1744 in County Carlow, Ireland. His father was Sir Richard Butler, member of Parliament and a baronet. Like so many younger sons of the British aristocracy who could not inherit their fathers' estates because of primogeniture, Butler pursued a military career. He became a major in His Majesty's 29th Regiment and during the colonial unrest was posted to Boston in 1768 to quell disturbances there. In 1771 he married Mary Middleton, daughter of a wealthy South Carolinian, and before long resigned his commission to take up a planter's life in the Charleston area. The couple was to have at least one daughter. When the Revolution broke out, Butler took up the Whig cause. He was elected to the assembly in 1778, and the next year he served as adjutant general in the South Carolina militia. While in the legislature through most of the 1780s, he took over leadership of the democratic upcountry faction in the state and refused to support his own planter group. The War for Independence cost him much of his property, and his finances were so precarious for a time that he was forced to travel to Amsterdam to seek a personal loan. In 1786 the assembly appointed him to a commission charged with settling a state boundary dispute.

National Park Service COWPENS NATIONAL BATTLEFIELD CURRICULUM GUIDE Dear Educators, Education has been one of the guiding principles of the National Park Service since its creation in 1916. Helping visitors understand the history and stories of each unique area is still a vital function of the NPS (National Park Service.) During the 1960s, an emphasis on Environmental Education was begun and through this effort, curriculum materials and programs were instituted for that purpose. During the Bicentennial era, more educational programs were written to focus on our nation’s history. Since that time, parks have begun to develop curriculum materials for use both in the classroom and in the park that focus on not only the environment (science) but include other facets of instruction, such as the arts, cultural information, etc. In 1999, Cowpens National Battlefield submitted a competitive request to fund a Parks As Classrooms resource and activity guide to aid educators. The document represents many hours of work by a dedicated cadre of individuals that have worked with this concept since March 2000. Every effort has been made to include good background information to help teachers take the process of learning to a new level. The document has been written for grades 3-8, but adaptations could be made for other grades as well.

South Carolina
One of the thirteen original colonies of the United States, has an area of 30,570 square miles throughout its 35 counties, with an extreme breadth of 235 miles and an extreme width of 215. It is bounded eastward by North Carolina and the Atlantic, with a coast line of 200 miles; Georgia lies to the west and North Carolina bounds it on the north. Columbia is the capital.
PHYSICAL CHARACTERISTICS
South Carolina rises from marshland in its eastern tidewater section to a mountainous region in the extreme western portion of the state. The Pedee and the Santee are navigable rivers flowing into the Atlantic and reaching the sea through deltas in the marsh regions. It is probable that more than half of the state was at one time in dense timber.
POPULATION
The state is twenty-sixth in rank of population according to the census of 1910. The population in 1820 was 502,741; in 1840, 594,398; in 1860, 703,708; 1in 1880, 995,577; in 1900, 1,340,316; in 1910, 1,515,400. Beaufort County is the fifth county in the United States in point of density of negro population, having a percentage of 90.5. In 1790 South Carolina was second only to Virginia in the number of its slaves, having 107,097. The largest cities with their respective populations are as follows; Charleston, 58,833; Columbia, 26,319; Spartanburg, 17,517; Greenville, 15,741.

EDUCATION
For white children there are 2712 public schools in the state (1909) employing 933 men teachers and 3247 women, and reaching 153,807 pupils with an average attendance of 107,368. For negro children there are 2354, employing 894 men teachers and 1802 women, with an average attendance of 123,481. The total revenue for both white and negroes was $42,345,647.72; out of which there was expended $1,590,732.51 for whites and $308,153.16 for negroes. The state's per capita expenditure, according to enrolment, was in 1899, $4.90 for white, $1.42 for negro, $2.69 for both; in 1904, $6.88 for white, $1.47 for negro, $4.08 for both; in 1909, $10.34 for white, $1.70 for negro, $5.67 for both. There are 27 institutions of higher education for whites and 11 for negroes. Of the 27 institutions for whites, 5, non-sectarian, receive a total state support of $355,994.88; 5 are Presbyterian, 3 Methodist, 3

A garnet level measures one’s connections with USC’s programs and alumni. Okay, we’re kidding—no one in a lab coat is running around testing South Carolinians’ garnet levels.
